The resolution was passed with 165 votes in favor, 7 votes against and 12 abstentions. This result once again reaffirms the international community's opposition to the unilateral embargo policy that has lasted for more than six decades against Cuba.
The report of the UN Secretary-General and the statement of Cuban Foreign Minister Bruno Rodríguez stated that the unjustified economic, commercial and financial embargo measures of the United States have been seriously hindering the Cuban people's right to development, access to health, education and food, causing damage to the Cuban economy of more than 7.5 billion USD in the period from March 2024 to February 2025, an increase of nearly 50% compared to the previous year.
At the plenary discussion, many countries and groups of countries strongly criticized the blockade and embargo against Cuba, considering it an act that goes against the United Nations Charter and international law; called on the United States to end this unjust and outdated policy, and remove Cuba from the list of "states sponsoring terrorism".
Speaking at the meeting, Ambassador Nguyen Hoang Nguyen, Chargé d'Affaires ad interim of the Permanent Mission of Vietnam to the United Nations, reaffirmed Vietnam's solidarity and strong support for Cuba, emphasizing that all embargo measures against Cuba must be lifted completely and unconditionally soon.
Citing lessons learned 30 years after the end of the embargo and the normalization of Vietnam-US diplomatic relations, the Vietnamese representative considered it a vivid demonstration of the power of dialogue and reconciliation based on mutual respect and for the benefit of both sides, hoping that spirit and vision will shape the relationship between the United States and Cuba in the near future.
The Charge d'Affaires of the Vietnamese Mission to the United Nations affirmed that Vietnam will continue to steadfastly support Cuba in maintaining its independence, sovereignty , and exercising its right to self-determination and development; emphasizing that the adoption of the annual resolution of the United Nations General Assembly not only demonstrates the solidarity of the international community towards Cuba, but also reaffirms the principles of the United Nations Charter, international law and human conscience.
| The resolution “Necessity of ending the economic , commercial and financial embargo imposed by the United States of America against Cuba” was first considered and adopted at the 47th session of the United Nations General Assembly in 1992. The resolution affirms the principles of sovereign equality of nations and non-interference in each other's internal affairs; calls on all nations not to issue or apply blockades or embargoes that are inconsistent with the United Nations Charter and international law; and emphasizes respect for freedom of trade and navigation. |
