Vietnam lays the foundation for global cooperation to create a healthy cyberspace

The signing ceremony of the Hanoi Convention hosted by Vietnam has encouraged 72 countries to sign. This is a remarkable step forward, creating an important premise for the Convention to be soon ratified and put into practice.

The most important result of the signing ceremony and the High-level Conference of the United Nations Convention against Cybercrime ( Hanoi Convention) is that Vietnam, together with member countries, has ensured conditions for the Convention to be soon ratified and implemented.

That was the comment of Deputy Minister of Foreign Affairs Nguyen Minh Vu at the international press conference on the afternoon of October 26, right after the closing session of the signing ceremony and the Hanoi Convention Summit.

Building capacity in the digital space

According to Deputy Minister Nguyen Minh Vu, the Convention will only come into force when it reaches a minimum of 40 signatures for ratification, but in the past two days, the event hosted by Vietnam has promoted 72 countries to sign. This is a remarkable step forward, creating an important premise for the Convention to be ratified soon, put into practice, contributing to the formation of a closer global cooperation mechanism in preventing and combating cybercrime.

In addition, the organization of the Summit and the sideline seminars also brought about many practical results, with many opinions highly appreciating the role of international cooperation and the need to quickly implement the Convention in the context of increasingly complex and widespread cybercrime on a global scale.

Deputy Minister Nguyen Minh Vu said that successfully hosting this event in a developing country like Vietnam has special significance.

“This demonstrates Vietnam’s efforts and commitment to supporting capacity building for developing countries, contributing to narrowing the digital gap and enhancing the ability to respond to cybercrime,” said the Deputy Minister.

Vietnam not only played the role of a thoughtful and professional host, but also demonstrated the spirit of cooperation, sharing and learning. Through the discussions and exchanges, Vietnam and the international community laid the foundation for training programs, sharing resources and experiences, creating a premise for strengthening cooperation and mutual development in the coming time for a safe, fair and sustainable cyberspace for all countries.

“The signing ceremony of the Hanoi Convention contributes to enhancing the position and prestige of Vietnam. Hanoi is not only a City for Peace but also a convergence of international commitments to confront common challenges of humanity. This event clearly demonstrates the policy of our Party and State: Vietnam not only participates but also leads and shapes important issues in multilateral forums,” said the Deputy Minister of Foreign Affairs.

On behalf of the Organizing Committee, Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security, expressed his joy that the signing ceremony and the High-Level Conference of the United Nations Convention against Cybercrime were successful, achieving many results beyond expectations.

During the two-day event, the signing ceremony welcomed more than 2,500 delegates from 110 national delegations, 150 international, regional and private organizations, and more than 50 research institutions.

“This number far exceeds the Organizing Committee's expectations, demonstrating the international community's deep and substantial interest in Vietnam - the country hosting the first signing ceremony of a global convention of the United Nations,” Deputy Minister Pham The Tung shared.

Along with that, the event also attracted the participation of more than 400 reporters from 189 domestic and foreign press agencies, contributing to fully, quickly and comprehensively conveying the activities of the Opening Ceremony and Conference to the public.

Notably, the program was broadcast live on the United Nations Web TV system in six official languages, helping to expand its reach to member states and United Nations agencies.

“This is the first time Vietnam has organized an international event broadcast in all the languages ​​of the United Nations,” Senior Lieutenant General Pham The Tung emphasized.

The most outstanding result, according to the Deputy Minister, was that 72 countries signed the Convention on October 25 and 26, of which 64 countries signed right at the plenary session.

“This widespread response demonstrates the global influence of the Convention, covering all geographical areas, from 19 Asia-Pacific countries, 21 African countries, 19 European Union countries to 12 Latin American countries. According to the United Nations, this is also one of the largest convention signing ceremonies in the past 10 years,” said the General.

At the plenary session, the Conference also recorded 71 speeches from representatives of countries, international organizations and large technology corporations, with many important opinions contributing to the implementation of the Convention in the coming period. In parallel, more than 8 seminars and thematic discussions and 37 side events chaired by international organizations and the private sector took place enthusiastically, with an atmosphere of open discussion, goodwill and a spirit of constructive cooperation.

In addition to professional activities, the heads of international delegations also had high-level meetings with leaders of the Party and State of Vietnam, including a meeting with General Secretary To Lam, a solemn reception by President Luong Cuong and an international press conference chaired by Prime Minister Pham Minh Chinh.

“The delegations all highly appreciated Vietnam's viewpoint, determination and vision towards the Convention, as well as the host country's efforts in promoting innovation and sustainable development,” the General shared.

In addition, the organization, reception and security work was highly appreciated by the United Nations and international partners for its professionalism, thoughtfulness and respect, demonstrating the image of a hospitable, safe Vietnam with the capacity to organize large-scale international events.

Senior Lieutenant General Pham The Tung said that the success of this event was the result of close and smooth coordination between the Ministry of Public Security, the Ministry of Foreign Affairs, Hanoi city and relevant ministries and branches - an effective model in organizing international events.

Facing global challenges

Organizing a successful event is just the beginning. International delegates all pointed out that implementing the Hanoi Convention and putting the commitments into practice is what is important.

Regarding this concern, Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed: Together with the countries that have signed the Hanoi Convention, Vietnam is committed to soon realizing the Convention's commitments, ensuring that no one is left behind in the process of building a safe, trustworthy and humane cyberspace.

According to Mr. Nguyen Minh Vu, Vietnam's hosting of the event demonstrates the strong commitment of a developing country that dares to face the great challenges of humanity. This spirit will inspire and encourage other countries.

“There is a very important provision that countries will increase information sharing 24/7, which means that the countries' cybersecurity focal points will closely coordinate both in terms of legal institutions and enforcement,” said Deputy Minister Nguyen Minh Vu.

Sharing this issue, Major General Le Xuan Minh, Director of the Department of Cyber ​​Security and High-Tech Crime Prevention and Control (A05 - Ministry of Public Security) said that in the next phase, Vietnam will continue to demonstrate its role as a responsible country in implementing and protecting human rights in cyberspace, building a safe cyberspace, and an environment that promotes development.

“Vietnam will continue to coordinate with the United Nations to help countries soon incorporate the contents of the Hanoi Convention into daily life, so that people, businesses, and users in cyberspace can join hands to effectively implement this Convention,” said Mr. Le Xuan Minh./.
