Strategic cooperation with Intel: Vietnam wants to become a technology center
On May 13 local time (USA), the Ministry of Finance delegation led by Deputy Minister Cao Anh Tuan had a working session with Ms. Sarah Kemp - Vice President of Government Affairs of Intel Corporation. The exchange was part of a series of activities on the sidelines of the US Investment Summit "SelectUSA 2025", where Vietnam demonstrated its position as a leading strategic partner in the Southeast Asian region.
Deputy Minister Cao Anh Tuan said that Vietnam sent a delegation of more than 130 members from more than 100 businesses to attend the event. This is a testament to the special interest and strong commitment of the Vietnamese Government to the US market. At the same time, Vietnam considers the US not only an economic partner, but also a center for global technology development and innovation.
Deputy Minister Cao Anh Tuan highly appreciated Intel's pioneering and sustainable role in Vietnam for nearly two decades. Intel Products Vietnam (IPV) is currently the Group's largest semiconductor assembly and testing facility in the world, contributing more than 90 billion USD to export turnover since 2010. With more than 50% of global chip production tested here, Intel has laid a solid foundation for bringing Vietnam into the global value chain of semiconductor technology.
The Ministry of Finance also highly appreciated Intel's cooperation with the National Innovation Center (NIC) in implementing training programs such as "AI for All" and "AI for the public sector". These programs have contributed to training more than 10,000 high-quality human resources for Vietnam, while supporting the development of e-government and the application of artificial intelligence in public administration.
Deputy Minister Cao Anh Tuan shared that regarding human resource training for AI, the Prime Minister of Vietnam also signed Decision 1017/QD-TTg approving the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050" with the goal of training at least 50,000 human resources with university degrees or higher to serve the semiconductor industry. Therefore, Vietnam wants Intel to participate in designing training programs, providing scholarships, academic materials and supporting practical training for students in Vietnam.
At the end of 2024, the Government issued Decree 182/2024/ND-CP to establish an Investment Support Fund, which supports enterprises investing in AI technology, high technology, and semiconductor technology. The Deputy Minister suggested that Intel study the mechanisms and preferential policies from Decree 182/2024/ND-CP to form a research and development (R&D) center in Vietnam, especially in Hoa Lac High-Tech Park, towards building Intel's core technology center in Asia in Vietnam.
"We hope that Intel will closely coordinate with the Ministry of Finance and relevant units of the Ministry of Finance to promote the effective implementation of these contents in the coming time," Deputy Minister Cao Anh Tuan emphasized.
Representing the US business, Ms. Sarah Kemp - Vice President of Government Affairs of Intel Corporation highly appreciated the actions of the Vietnamese Government, timely actions in handling recent trade issues, including flexible responses to the US's reciprocal tax policies. According to Ms. Sarah Kemp, the proactive and respectful approach from Vietnamese ministries, including the Ministry of Finance, is the key factor for Intel to continue its long-term investment in Vietnam.
In addition, Ms. Kemp emphasized that Vietnam has created a stable and trustworthy investment environment, with clear policies and special incentives since 2006 for high-tech enterprises.
"This is a solid foundation for Intel to set the goal of developing a core technology center in Asia right in Vietnam in the near future," Intel representative emphasized.

Dialogue with Meta: Expanding the innovation ecosystem, preparing infrastructure for the AI future
Also on May 13, at Meta DC headquarters, the Ministry of Finance delegation had a working session with Ms. Molly Montgomery - Director of Public Policy in charge of the US market and representatives of Meta's professional departments. The discussion focused on the orientation of building an AI ecosystem, open data, digital infrastructure and commercial presence in Vietnam.

Ms. Montgomery affirmed that Meta sees Vietnam as a strategic market that is becoming increasingly important in the context of shifting global supply chains. She emphasized that Meta, NIC and the organization "AI for Vietnam" are continuing to cooperate to build an open-source Vietnamese dataset - a key element for developing specific AI models.
Notably, Ms. Molly Montgomery highly appreciated Vietnam's stable and flexible approach in handling issues related to tariffs of the US Government. According to her, the positive responses from Vietnam help create strong confidence for multinational corporations like Meta in expanding their investment.
At the same time, she also pointed out that in the context of the world facing many uncertain factors, maintaining consistent policies is a prerequisite for international businesses to maintain their presence and develop long-term in Vietnam. At the same time, she proposed to promote more cooperation channels between the two governments and between Meta and Vietnamese authorities.
On the Vietnamese side, Mr. Vo Xuan Hoai - Deputy Director of the National Innovation Center (NIC) shared: The Vietnamese Government is stepping up investment in AI infrastructure, promoting human resource training and issuing appropriate institutional frameworks to facilitate the development of new technologies.
Mr. Dang Ngoc Minh – Deputy Director of the Tax Department (Ministry of Finance) requested Meta to supplement the dossier related to the proposal to apply the Double Taxation Avoidance Agreement between Vietnam and Ireland. In addition, Mr. Minh also emphasized the importance of determining Meta's official commercial presence in the Vietnamese market, thereby facilitating policy connection and increasing high-tech investment.
Ms. Dao Thanh Huong - Deputy Director of the Foreign Investment Agency (Ministry of Finance) said: Vietnam is an attractive destination for a series of large corporations from the United States such as Intel, Apple, ... thanks to its stable and open investment environment. Therefore, Ms. Huong suggested that Meta soon establish a legal entity in Vietnam to facilitate research, investment and expansion of strategic cooperation in the fields of digital technology, open data and virtual reality.
At the end of the meeting, Ms. Molly Montgomery acknowledged all the proposals from the Vietnamese side, and affirmed that Meta will study them specifically and respond in the coming time, opening up the possibility of increasingly deeper cooperation with Vietnamese agencies.
