Deputy Prime Minister Tran Luu Quang affirmed that Vietnam always considers Venezuela one of its traditional friends and important partners in the Latin American region; and wishes to promote the cooperative relationship between the two countries to become increasingly substantive and effective, practically serving the development cause of each country.

On April 18, 2024, within the framework of his official visit to Venezuela, Deputy Prime Minister Tran Luu Quang held talks with the leaders of the Venezuelan Government chaired by President Nicolas Maduro Moros. Also attending on the Venezuelan side were Permanent Vice President Delcy Rodriguez, Foreign Minister Yván Gil Pinto, Minister and Chief of the Presidential Office Jorge Márquez, Minister of Petroleum and President of the Venezuelan National Oil and Gas Group (PDVSA) Pedro Tellechea; on the Vietnamese side were Minister of Construction Nguyen Thanh Nghi, Chairman of the Hai Phong City People's Committee Nguyen Van Tung, Deputy Minister of Foreign Affairs Ha Kim Ngoc, Deputy Minister of Public Security Le Van Tuyen, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep.
President Maduro expressed his impression of Vietnam's development achievements in all aspects in recent years, becoming a model for many countries in the world, including Venezuela; he believed that the Deputy Prime Minister's visit would open a new phase of cooperation between the two countries, in the context of the 35th anniversary of the establishment of diplomatic relations (1989 - 2024). Recalling his good impression of his visit to Vietnam in 2015, President Maduro conveyed his regards to General Secretary Nguyen Phu Trong and senior Vietnamese leaders, affirming his determination to continue the legacy of Commander Hugo Chavez in promoting relations with Vietnam. President Nicolas Maduro highly appreciated the results achieved by both sides during the visit, affirming that he would direct and urge Venezuela's ministries, branches and localities to soon promote negotiations on cooperation documents and implement specific projects with Vietnam; committed that the Government would create maximum conditions for Vietnamese enterprises to do business and invest with Venezuela.

Deputy Prime Minister Tran Luu Quang conveyed the greetings of high-ranking Vietnamese leaders and respectfully invited the President and Vice President to pay an official visit to Vietnam soon. The Deputy Prime Minister congratulated Venezuela on its many important achievements in economic recovery after the Covid-19 pandemic, stabilizing social order, improving people's lives, and expressed his belief that Venezuela, under the leadership of the United Socialist Party of Venezuela (PSUV) and President Maduro, will continue to achieve many victories in the cause of national development and enhancing its position in the international arena.
The Deputy Prime Minister affirmed that Vietnam always considers Venezuela one of its traditional friends and important partners in the Latin American region; and wishes to promote the cooperation between the two countries to become more substantive and effective, practically serving the development cause of each country. Sharing the results achieved during the reception of the Venezuelan Government Ministers as well as bilateral meetings between ministries, branches, localities and enterprises of the two countries on this occasion, the Deputy Prime Minister suggested that the two sides increase the exchange of high-level delegations, consolidate the activities of established cooperation and dialogue mechanisms, and promote economic, trade and investment relations to develop commensurate with the good political relations and potential of the two countries.
The two sides agreed to actively prepare for upcoming visits by senior leaders of the two countries, hold the fourth session of the Intergovernmental Committee soon, and regularly and flexibly implement the Political Consultation mechanism between the two Foreign Ministries, share views and closely coordinate at international organizations and multilateral forums. The two sides agreed to promote bilateral economic, trade and investment relations through increasing the exchange of business delegations and appropriate promotion and connection activities, taking advantage of existing cooperation mechanisms to review outstanding problems and improve the effectiveness of economic cooperation. The two governments will accompany businesses to encourage and facilitate bilateral cooperation and investment projects, especially in the fields of oil and gas, agriculture, telecommunications and construction.
The two sides also exchanged views on international and regional issues of mutual concern, sharing views on resolving disagreements by peaceful means on the basis of respect for international law and the United Nations Charter.
Immediately after the meeting, President Nicolas Maduro and Deputy Prime Minister Tran Luu Quang witnessed the signing ceremony of five cooperation documents including the Action Plan for implementing agricultural development cooperation between the two countries' Ministries of Agriculture for the period 2024 - 2030, Memorandums of Understanding and Letters of Intent on cooperation between businesses of the two countries in the fields of oil and gas, petrochemical refining, telecommunications and construction materials production.

* Earlier, on the morning of April 18, Deputy Prime Minister Tran Luu Quang received Venezuelan Government Ministers, including Vice President and Minister of Interior, Justice and Peace Remigio Ceballos, Minister of the Office of the President and Chairman of the Venezuela-Vietnam Intergovernmental Commission Jorge Márquez, Minister of Foreign Affairs Yván Gil Pinto, Minister of Petroleum Pedro Tellechea, Minister of Environment and Housing Ildemaro Villarroel and leaders of several Venezuelan ministries and sectors. The Ministers reported to the Deputy Prime Minister on the activities of the Vietnam-Venezuela Intergovernmental Commission, and proposed a number of measures to enhance cooperation in areas of great potential between the two countries./.
