Vietnam wishes to diversify its partners, strengthen a peaceful, stable and favorable international environment for the country's development, and at the same time contribute to peace and development in the world .

 

This is the message of Ambassador Mai Phan Dung, Head of the Permanent Delegation of Vietnam to the United Nations, the World Trade Organization (WTO) and other international organizations in Geneva (Switzerland).

 

According to VNA correspondent in Geneva, Ambassador Mai Phan Dung said this when giving an interview to the Geneva Geostrategic Observatory about Vietnam's policies as well as the role of the multilateral system. The interview was also published in the Swiss newspaper Tribune de Genève.

 

Sharing Vietnam's views on multilateral negotiations in Geneva, Ambassador Mai Phan Dung affirmed that multilateralism and international integration are the focus of Vietnam's diplomacy .

 

Vietnam always attaches importance to multilateral mechanisms and forums of the United Nations, WTO... and proactively participates in multilateral negotiations in Geneva, especially as a member of the United Nations Human Rights Council for the 2023-2025 term.

 

Vietnam wishes to diversify its partners and strengthen a peaceful, stable and favorable international environment for its development.

 

This not only helps to better protect national interests but also takes advantage of external resources for sustainable national development. This also allows Vietnam to contribute to international efforts to solve many common problems as well as promote peace and development in the world.

 

Regarding the changes in current international relations, Ambassador Mai Phan Dung said that the multilateral system established after World War II has played an important role in preventing war, promoting peace and international cooperation for the development of nations.

 

However, the global situation today has changed significantly, placing new demands on the global multilateral system. Humanity faces new challenges such as terrorism, poverty, food security, epidemics, natural disasters and climate change... The development of many emerging countries has changed the balance of power.

 

In addition, the development of science and technology has changed the way of thinking. Factors such as lack of trust, protectionist tendencies, rising nationalism and pragmatic policies have also weakened the multilateral system.

 

In this context, reform of the multilateral system is not only necessary but also urgent. This reform must be based on respect for the independence, sovereignty and legitimate interests of all peoples.

 

Reforms must promote democratic and equitable participation of states in decision-making.

According to the Ambassador, a comprehensive review of the multilateral system, including security, economic, development and financial areas, is essential to address global challenges and enhance the common interests of all countries.

 

At the same time, it is important to modernize and optimize international organizations, improve operational efficiency, rationalize budgets and reduce administrative costs.

 

The Ambassador believes that if this can be done, the multilateral system can be revived, thereby helping to better respond to the challenges of the contemporary world and promote global cooperation for the benefit of all.

 

Referring to the teaching and learning of French in Vietnam, Ambassador Mai Phan Dung affirmed that French has a strong historical position in Vietnam. Although English has been given priority over French, this language is still the common language in Vietnam.

 

Today, there are about 700,000 French speakers in Vietnam, equivalent to nearly 0.7% of the country's population.

In recent years, Vietnam has made significant progress in teaching French with policies to promote French learning from primary to university levels, recognizing the value of French in the job market.

 

A report conducted by the International Organization of La Francophonie (OIF) in 2023 showed that French occupies a prominent position and is the second most studied foreign language after English. In 2021, bilingual classes had about 13,000 students and in addition to this number, it is estimated that there are about 60,000 people learning French in different study cycles in Vietnam.

 

However, the same OIF report also stated that, despite significant progress, the number of people learning French in Vietnam remains modest compared to the proportion of the population attending school.

 

Furthermore, although French is highly valued in professional integration, real opportunities for French speakers remain limited.

 

Therefore, the Ambassador believes that it is necessary to strengthen the connection between French language training and the needs of the labor market.

 

Affirming that Vietnam is an active member of the Francophone Community, the Ambassador said that Vietnam is currently cooperating with partners such as the OIF, the Francophone University Agency (AUF) and diplomatic missions in Vietnam, to further promote the French language as well as enhance the vitality of this language in Vietnam as well as the Asia-Pacific region.
