Vietnam - Russia strengthen energy cooperation

Deputy Minister Nguyen Hoang Long had a meeting with major Russian energy corporations, emphasizing strengthening cooperation in oil and gas and nuclear power.

Promoting energy cooperation

During his working trip to the Russian Federation from April 24-25, 2025, Deputy Minister of Industry and Trade Nguyen Hoang Long and leaders of Vietnam Electricity Group (EVN) and Vietnam National Energy and Industry Group (PVN) had important working sessions with leading energy corporations of the Russian Federation such as Zarubezhneft Oil and Gas Group and Rosatom Energy Project Company.

The working sessions took place in an open and productive atmosphere, laying the foundation for long-term cooperation and expanding into new areas of cooperation such as renewable energy and nuclear power.

At the working session with Mr. Kudryashov Sergey Ivanovich, General Director of Zarubezhneft Company, Deputy Minister Nguyen Hoang Long expressed his joy at the increasingly effective and developing cooperation between Zarubezhneft and PVN in oil and gas projects in Vietnam as well as in the Russian Federation.

The Deputy Minister highly appreciated the efforts and contributions of Zarubezhneft in cooperation activities in oil and gas exploration and exploitation in Vietnam in recent times. The substantive cooperation results between the two enterprises not only contribute to the development of the oil and gas industry and the economy but also strengthen the friendly relations and mutual trust between the two countries.

Mr. Kudryashov Sergey Ivanovich also expressed his gratitude to the Vietnamese Government and the Ministry of Industry and Trade for the extremely effective support and cooperation between the two groups. He said that PVN is one of Zarubezhneft's most reliable, loyal and effective partners worldwide .

Zarubezhneft General Director proposed that the two sides expand investment cooperation activities in both Vietnam and the Russian Federation in Zarubezhneft's strong fields such as oil and gas exploration and exploitation, investment in production and trade infrastructure for LNG, coal, wind power projects, new energy, etc.

The documents that the two sides aim to sign next May will be an important framework for continued development and sustainable cooperation based on the principle of "equality, ensuring efficiency, harmonizing the interests of the parties" and complying with the laws of the two countries.

Developing the nuclear power industry ecosystem

In addition, within the framework of the working trip, Deputy Minister Nguyen Hoang Long led the working delegation with EVN to have a working session with Mr. Andrey Rozhdestvin, General Director of Rosatom Energy Project (REP).

This is a company specializing in implementing nuclear energy projects abroad of the State Corporation for Nuclear Energy of the Russian Federation Rosatom. At the meeting, the two sides discussed in depth the opportunities for cooperation in the nuclear field.

Deputy Minister Nguyen Hoang Long emphasized the importance of nuclear energy in Vietnam's sustainable energy development strategy and energy security, and expressed his desire to strengthen cooperation with Rosatom to develop safe and effective nuclear projects.

The Deputy Minister also mentioned the need to train human resources and improve capacity and technological level in this field to help Vietnam keep up with the needs of socio-economic development of Vietnam.

Mr. Andrey Rozhdestvin also affirmed that Rosatom Corporation has many years of experience in building and safely operating nuclear power plants in many countries around the world.

The REP General Director once again emphasized that Rosatom wishes to promote cooperation activities in Vietnam and has proactively coordinated with Vietnamese partners, especially with EVN.

The two sides agreed to continue exchanging information and experience in the field of nuclear technology research and development, as well as building a nuclear power industry ecosystem in Vietnam in the future. The good achievements that the two sides have built together over the years are an important foundation for this cooperation.
