Da Nang: Strengthening the stabilization of supply and price of construction sand

DNVN - The People's Committee of Da Nang City assigned the Department of Construction to preside over and coordinate with relevant agencies and units to strengthen inspection and state management of construction materials.

Faced with the shortage of construction sand and the high price of construction sand in the area, on May 28, Vice Chairman of Da Nang City People's Committee Le Quang Nam issued Official Dispatch 3175/UBND-SXD assigning the Department of Construction to preside over and coordinate with relevant agencies and units to strengthen inspection and state management of construction materials (VLXD).

Most of the construction sand in Da Nang depends on the supply from sand mines in Quang Nam .

At the same time, advise on specific solutions to stabilize the situation of construction sand shortage leading to the increase in construction material prices recently. Proactively work with the Department of Construction of Quang Nam to update and exchange information related to the supply and price of construction materials in Quang Nam and Da Nang.

The Department of Agriculture and Environment of Da Nang is required to proactively work with the Department of Agriculture and Environment of Quang Nam to exchange information related to the scale, capacity, mines in operation, plans to increase mining capacity in Quang Nam province; report to the People's Committee of Da Nang City for consideration and direction.

The People's Committee of Da Nang City also requested the People's Committees of districts to coordinate with the Department of Construction to review, inspect, propagate and mobilize organizations and businesses of construction materials to stabilize material prices, avoid speculation and profiteering that complicates the situation. In case of detecting signs of violations, promptly advise and propose to competent authorities to strictly handle them in accordance with legal regulations.

Previously, on May 27, the People's Committee of Da Nang City also issued Official Dispatch 3174/UBND-SXD requesting the People's Committee of Quang Nam Province to assign competent agencies to work with the mine management unit, inspect the exploitation situation to solve the shortage of materials and stabilize sand prices on the market.

At the same time, it is recommended that the People's Committee of Quang Nam province assign the Department of Construction of the province to inspect and update the price adjustment so that the announced price of construction materials is consistent with the market price according to the provisions of Circular 01/2025/TT-BXD of the Ministry of Construction . In case the announced price is consistent with the market price and is not adjusted, the Department of Construction of Quang Nam will send a written response to the Department of Construction of Da Nang for information, as a basis for responding to organizations and individuals.

As reported, construction sand in Da Nang is currently very scarce and its price has increased dramatically, greatly affecting the implementation of public and private investment projects as well as households building individual houses. At the same time, the sudden increase in sand prices has increased the price of products made from this material such as commercial concrete.

Over the past years, most of the construction projects in Da Nang have used construction sand from neighboring areas, mainly from sand mines in Quang Nam. Sand prices in public investment projects in Da Nang are largely based on the price list announced by the Quang Nam Department of Construction for mines in Dai Loc district. According to the price announcement of construction materials in April 2025 by the Quang Nam Department of Construction, the price of sand at the Dai An gathering site (Dai Loc district) that has been scooped up onto the truck is 190,000 VND/m3, the lowest price and the location closest to Da Nang.

Meanwhile, through market price surveys as well as reports from investors of public investment projects in Da Nang such as the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Da Nang, the Management Board of Projects and Site Clearance in Son Tra District... the price of construction sand and plastering sand on the market fluctuates from 650 - 800 thousand VND/m3 but there is no source of supply and the price has no invoice.
