On the morning of November 18th (local time), the 2024 G20 Summit opened in Rio de Janeiro, Brazil, with the theme "Building a Just World and a Sustainable Planet." The summit began with the launch of the Global Alliance Against Poverty and a discussion session on the fight against poverty. Here, Prime Minister Pham Minh Chinh delivered an important speech outlining Vietnam's achievements and lessons learned in poverty reduction, along with proposals for global poverty eradication. I would like to express my sincere gratitude and congratulations to President Lula da Silva on the success of the 2024 G20 Summit. I congratulate the establishment of the Global Alliance Against Poverty, an initiative of Brazil. I highly appreciate and wholeheartedly agree with the theme "Building a Just World and a Sustainable Planet." This is a timely issue of particular importance and urgency for the security of all humanity. Ladies and gentlemen! The goal of eradicating poverty is being seriously challenged by conflict, economic stagnation, and climate change. Progress towards achieving the Sustainable Development Goals (SDGs) on poverty eradication has even been reversed. More than 750 million people are threatened by hunger, an increase of 150 million compared to 2019. This is a paradox when world food production is sufficient for the global population.

We need greater political will, more resources, and more decisive action for specific, practical, and effective programs and projects. Because poverty eradication not only has profound humanitarian significance, but is also one of the most important foundations, directly impacting global peace , security, and stability. From a poor, backward country, severely devastated after nearly 40 years of war and 30 years of embargo, with our reform policies, we set the goal of multidimensional, inclusive poverty reduction; coupled with addressing shortcomings in healthcare, education, housing, clean water, and living environment… Therefore, Vietnam achieved the Millennium Development Goals of the United Nations 10 years ahead of schedule; it is a successful model in healing and restoring the wounds of war; eradicating hunger and reducing poverty. In that period, the poverty rate decreased from over 58% in the early 1990s to approximately 1.9% in 2024.

Vietnam has risen to become one of the world's leading agricultural exporters, especially of rice. In addition, we are striving to eliminate all temporary and dilapidated housing for the poor nationwide by 2025, achieving this goal five years ahead of schedule. Based on Vietnam's experience, we would like to share three valuable lessons learned. First, we must not sacrifice social welfare, progress, social equity, and the environment for the sake of purely economic growth. Second, we must place special emphasis on food security and recognize agriculture as the backbone of the economy. Third, we must prioritize people; investing in human resources and developing high-quality human capital linked to science, technology, and innovation.

Based on that, I would like to propose three strategic guarantees for the global fight against poverty: - First, ensuring peace, stability, and development cooperation are prerequisites for poverty eradication and inclusive development. The G20 needs to play a leading role in ensuring peace, stability, and development cooperation, avoiding the politicization of science and technology, development issues, especially agricultural trade and food security. - Second, ensuring an efficient, stable, adaptable, and resilient global agro-food system is a long-term foundation. The G20 needs to strengthen technology transfer, technical support, preferential finance, and smart governance… for least developed and developing countries in the transition to green and sustainable agriculture and support the assurance of food supply chains for low-income countries. - Third, ensuring investment in human capital, with education, training, and social security as key tasks for building a harmonious, inclusive, and sustainable society. People should be at the center, as the subject, the goal, the driving force, and the resource for sustainable development; prioritize resources and build practical, feasible, and effective policies for poverty eradication, ensuring that "no one is left behind".

Ladies and Gentlemen! Vietnam welcomes and supports Brazil's initiative to establish a Global Alliance Against Hunger and Poverty. We are ready to share our experience and cooperate with G20 countries and international organizations to implement South-South and trilateral cooperation programs on ensuring food security and combating global hunger and poverty. Our beloved President Ho Chi Minh – a national hero and world cultural figure of Vietnam – summarized it with the saying, "Unity is invincible strength." In that spirit, Vietnam is committed to upholding multilateralism, fostering strong international solidarity, and making positive and effective contributions to the common effort to build a world free from poverty in the long term and sustainably.
