With the theme “Shaping the Future of Arts and Culture”, the event brought together nearly 400 delegates from more than 65 countries, bringing together policy makers, experts, artists and cultural managers around the world .
Vietnam attended the conference as a member of the IFACCA Executive Council. Dr. Nguyen Phuong Hoa, Director General of the Department of International Cooperation (Ministry of Culture, Sports and Tourism) was one of the key speakers at the panel discussion “Culture as an independent target in the post-2030 Agenda: Path and potential”.
Here, Vietnamese representatives shared experiences, strategic orientations as well as perspectives on Vietnam's cultural development in relation to the global development program.

According to Ms. Nguyen Phuong Hoa, Vietnam affirms the role of culture as the spiritual foundation of society and at the same time the driving force and goal of socio -economic development. This viewpoint is not only specified in national strategies but also clearly demonstrated through Vietnam's active contributions in international forums, including UNESCO and multilateral cooperation mechanisms on culture. Vietnam is one of the countries that quickly recognized the absence of cultural development indicators in the Millennium Development Goals (MDGs), so Vietnam has developed its own sustainable development indicators (VDGs) focusing on people's right to access culture and information.
Also at the Conference, the Vietnamese representative emphasized that the country is applying a broad approach to culture, considering culture as one of the four pillars of sustainable development along with economics, politics and society. This is clearly demonstrated in policies such as the National Target Program on Cultural Development for the 2025-2035 period. On the regional cooperation front, Vietnam and ASEAN countries have built and approved the Sustainable Development Framework for the Creative Economy to promote cultural creativity as a new growth driver in the context of the digital economy and green transformation.
On this basis, Vietnam strongly supports and wholeheartedly supports the inclusion of culture as an independent goal in the United Nations post-2030 agenda. This is not only an objective requirement of development but also a continuation of the achievements from global conferences such as MONDIACULT 2022 - where the world's culture ministers recognized culture as a public good in the joint declaration on culture, playing an indispensable role in the sustainable development process.

The Summit also raised many important issues for the world's cultural industry in the digital age, such as inequality in access to digital space, challenges from artificial intelligence, enhancing the voices of minority communities and building a sustainable cultural ecosystem. These are global issues, but also suggest many practical policy directions for each member country.
The proposals and recommendations at this Conference will be collected, reviewed and further presented at the MONDIACULT 2025 Conference scheduled to take place in Barcelona (Spain) next September. Vietnam identifies this as an important opportunity to join the international community in affirming the role of culture as an independent goal and an indispensable pillar of sustainable development after 2030.
