Identifying the semiconductor industry as one of the priority areas in the Industrial Development Plan for the period 2021-2030, with a vision to 2050, the province has recently issued many priority policies to attract FDI investment, creating favorable conditions for the strong development of supporting industries, attracting large corporations and high-tech industrial corporations from many countries, including Korea and Taiwan (China).
The focus is on reforming administrative procedures, reducing time and costs for investors; providing clean land funds, modern industrial infrastructure in industrial parks such as Ba Thien, Khai Quang; training high-quality human resources, meeting the high technical requirements of the industry; actively participating in domestic and foreign investment promotion conferences to promote the province's investment environment... has helped the province emerge as an important domestic semiconductor manufacturing center.
Semiconductor products and electronic components of enterprises in the province have been exported to many markets such as the US, Japan, Korea, countries in the ASEAN region and the EU (Germany, the Netherlands, the Czech Republic).
Currently, enterprises operating in the field of electronic components manufacturing such as Jahwa Vina Co., Ltd., Heasung Vina Co., Ltd., Partron Vina Co., Ltd., Power Logics Vina Co., Ltd.... are continuing to expand their production scale to meet the increasing demand from large technology corporations such as Apple, Dell, Samsung and Google.
With the trend of shifting global supply chains, Vinh Phuc has many great opportunities to become one of the leading semiconductor manufacturing centers in Vietnam. However, the development of semiconductor industries in the province faces many difficulties.
For example, the lack of land to develop high-tech industries. Although the province has planned and promoted the development of more industrial parks and industrial clusters, most of the infrastructure of the new industrial parks and industrial clusters is still in the planning stage or has not completed investment in synchronous technical infrastructure (transportation, electricity, water supply, wastewater treatment, etc.).
In the planning, there is no specialized industrial park to serve the semiconductor industry - which has high requirements for a clean environment, high technology and a specific supply chain.
In addition, there is a shortage of specialized human resources because the semiconductor industry requires engineers and highly skilled workers with specialized training, while the province mainly provides unskilled or basic technical labor. The connection between businesses and local training facilities is not deep; there is no separate training program for the semiconductor industry.
In attracting investment, the province faces competition with large provinces and cities such as Hanoi , Ho Chi Minh City, Bac Ninh, Da Nang... which are currently strong centers attracting investment in high-tech industry thanks to better infrastructure, human resources and incentive mechanisms.
In addition, the province does not have any large enterprises or FDI corporations operating in the semiconductor sector to create momentum and spread the development of the industry. The supporting industrial ecosystem is still fragmented; supporting manufacturing enterprises are mainly small and medium-sized, with limited technology, and are not capable of participating in the global supply chain for the semiconductor industry...
To maximize the potential and develop the semiconductor industry, the province is continuing to promote administrative procedure reform, improve the effectiveness of investment promotion and support businesses in accessing new technologies and improving the production capacity of the semiconductor industry.
Increase investment in industrial park infrastructure, especially specialized high-tech and ecological industrial parks serving the semiconductor industry (prioritizing clean infrastructure planning, good connection to ports, airports, urban areas, etc.).
Issue a mechanism to attract investment specifically for the semiconductor industry, such as outstanding incentives on tax, land, technology investment, and research and development support; develop high-quality human resource training programs; strengthen cooperation with major universities and research institutes, and international cooperation and linkage programs to improve training quality.
Actively transfer technology, build and develop an ecosystem to support startups and innovation in the high-tech sector, especially the semiconductor industry, encourage and support businesses and universities to start startups in the semiconductor industry...
