Strive to complete on schedule
According to Acting Chairman of Vinh Yen City People's Committee Dao Van Quyet, key projects and works in the area are being accelerated by investors and contractors.

As for the Vinh Yen City Stadium project, the project has basically completed the rough construction items; is constructing the structural covering items, finishing the project and the technical infrastructure items outside the house. The cumulative completed construction volume has reached about 80%. Currently, the construction unit is mobilizing technical staff, workers, concentrating means and human resources to carry out the construction to complete according to the approved schedule.

The Hanoi - Lao Cai Railway Parallel Road Project (Southern route) in Dong Tam ward has a total reclaimed area of 15.81 hectares. With many drastic and synchronous solutions, Vinh Yen city has so far completed the site clearance work to implement the project; contractors are speeding up the project construction progress, striving to complete the section from Nguyen Tat Thanh Street to the intersection with National Highway 2C before August 31.
For the To Hieu Secondary School project, the rough construction items are entering the finishing stage. Currently, the project has basically completed the main buildings, including the administrative building, classrooms and learning service buildings; it is expected that the basic construction work will be completed in May, striving to complete all construction items and equipment installation before August 15, 2025. Similarly, the Vinh Yen City Funeral Home project will be completed before August 15; For the Vinh Yen City Amusement Park project, striving to complete basic construction on the cleared area in October; the Vinh Yen City Stadium project will be completed before August 15. Strive to complete the projects on schedule, practically welcoming the Party Congresses at all levels, celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

Along with that, the adjustment of the internal road project in the South of the Green Park, Tay Thien Scenic Area, Dai Dinh Town, Tam Dao District will also be completed soon. The internal road project in the South of the Green Park, Tay Thien Scenic Area has a total length of 1,108m, with a total investment of 14,778 billion VND, invested by Tam Dao District People's Committee. During the project implementation, difficulties and problems arose in compensation and site clearance. Standing Vice Chairman of the Provincial People's Committee Vu Viet Van agreed on the project adjustment policy and requested that the adjustment must ensure that the total investment does not increase, does not cause waste, and especially must ensure connection with the Green Park to maximize the project's effectiveness. At the same time, the Vice Chairman requested the investor to urgently complete the project to connect with the invested Green Park to soon serve the entertainment needs of the people. For the Green Park Area, Tam Dao District People's Committee directed relevant units to regularly do a good job of environmental sanitation, have specific signs to each area in the park, especially to create beautiful landscapes and highlights, contributing to attracting tourists.

Currently, two important traffic projects are being implemented in Vinh Phuc province from 2022 to the end of 2026, namely the Tay Thien - Tam Son road project, the section from Tay Thien to Hop Ly bridge and the section from National Highway 2C to Van Truc lake; the infrastructure project connecting the capital region in Vinh Phuc province (Ring Road 5 - Capital region and the road section along the foot of Tam Dao mountain). Regarding the progress of implementing key traffic projects, the leader of the Vinh Phuc Provincial Traffic Project Management Board said that the Tay Thien - Tam Son road project, the section from Tay Thien to Hop Ly bridge and the section from National Highway 2C to Van Truc lake has a total length of 14.56km, running through Tam Dao district and Lap Thach district, with a total investment of 374 billion VND. Currently, the site clearance (GPMB) has been handed over for construction in the two districts, 10/14.56km (about 70%). The investor has directed the construction unit to increase machinery and equipment to work day and night to complete the work volume and disburse capital. In 2025, the project will be funded with over 50 billion VND, the investor is resolutely directing the construction units to work overtime to disburse all the capital allocated.
The infrastructure project connecting the Capital Region (Ring Road 5 - Capital Region and the road section along the foot of Tam Dao Mountain) is 26.7km long, running through Tam Dao District, Binh Xuyen District and Phuc Yen City, with a total investment of 1,800 billion VND. The construction volume on the route has reached over 25% of the contract value.
In the 2020 - 2025 period, Vinh Phuc completed and put into use two bridges, meeting the travel needs of people and creating a breakthrough in trade and socio-economic development, including: Vinh Phu bridge across Lo river, connecting Vinh Phuc with Phu Tho, put into use from the end of August 2023; railway overpass on Nguyen Tat Thanh street, Vinh Yen city, inaugurated in early 2025, helping to solve the long-term traffic congestion at the intersection between Hanoi - Lao Cai railway and Nguyen Tat Thanh street. In addition, the project to renovate and expand National Highway 2, Vinh Yen - Viet Tri section (implemented by the Ministry of Transport (formerly)) with a total investment of more than 1,258 billion VND, a route length of about 11km, a scale of 4 - 6 lanes, a design speed of 80 km/h, is also in the process of implementation.
Quick progress report of key projects weekly
At the conference reporting the progress of the construction and inauguration projects towards the 80th anniversary of the National Day of the Socialist Republic of Vietnam held by the People's Committee of Vinh Phuc province on the afternoon of June 13, Chairman of the People's Committee of Vinh Phuc province Tran Duy Dong requested relevant departments and branches to focus highly and closely follow the progress milestones for implementation.
The Nam Binh Xuyen Industrial Park Infrastructure Construction and Business Investment Project (Nam Binh Xuyen Industrial Park Project) invested by Nam Binh Xuyen Green Park Development Company Limited was approved by the Prime Minister in Decision No. 399/QD-TTg dated March 19, 2021 with a total registered capital of VND 2,200 billion, covering an area of over 290 hectares, located in the communes and towns of Phu Xuan, Tan Phong, Huong Canh and Dao Duc of Binh Xuyen district. According to the plan, the entire project will be completed in the third quarter of 2028, of which phase I (about 50 hectares) is expected to be completed in the fourth quarter of 2025.
Currently, the Nam Binh Xuyen Industrial Park Project has been implementing the contents to meet the prescribed conditions for starting construction. To date, the area of compensation and site clearance has been paid for 53.12 hectares, including 40.27 hectares with a decision to recover and 12.85 hectares that are completing procedures. The investor is closely coordinating with departments, branches and localities to speed up the progress of land allocation in phase I, striving to complete it in June 2025. Legal procedures such as environmental impact assessment reports, fire prevention and fighting designs, feasibility study reports, and construction permits have been appraised and approved by competent authorities. Thus, to meet the conditions for starting construction according to regulations, the urgent requirement now is to speed up compensation, site clearance and complete land allocation procedures in phase I.
The Yen Lac District Medical Center project started construction at the end of 2023, with a total investment of over 313 billion VND from the provincial budget by the Provincial Project Management Board for Investment and Construction of Civil and Industrial Works. The project has a scale of 250 beds, including the following items: 5-storey technical and operational building, 7-storey inpatient treatment building, 2-storey Infectious Diseases Department, 2-storey Infection Control Department and auxiliary items, technical infrastructure, and a system of modern and synchronous medical equipment. Up to now, the technical and operational building has basically completed the construction and equipment installation work; is in the process of adjusting construction and equipment items, and is expected to be basically completed by July 15 for trial operation. The inpatient treatment building, Infection Control Department and other items are basically completed.
Emphasizing that these are two projects and works selected by the province to be registered to start construction simultaneously with other projects and works nationwide on August 19, the 80th anniversary of the August Revolution and National Day September 2, as directed by the Prime Minister, Chairman of the Provincial People's Committee Tran Duy Dong requested relevant departments and branches to focus highly and closely follow the progress milestones for implementation.
Regarding the Nam Binh Xuyen Industrial Park Project, Chairman Tran Duy Dong requested the People's Committee of Binh Xuyen district to focus on removing difficulties and commit to completing compensation and site clearance work before June 15. The investor shall prepare a dossier to request land allocation before June 21, and at the same time, complete all procedures to ensure sufficient conditions for construction commencement according to regulations. The Department of Agriculture and Environment shall organize to collect opinions and submit to the Provincial People's Committee before June 30. The Provincial Industrial Park Management Board shall play the role of focal point, proactively coordinating with relevant departments and branches to guide and facilitate the project to be allocated land and commence construction as planned; at the same time, promptly report weekly progress to the Chairman of the Provincial People's Committee.
Regarding the Yen Lac District Medical Center Project, Chairman of the Provincial People's Committee Tran Duy Dong requested the Provincial Management Board of Investment and Construction of Civil and Industrial Works to urgently complete the remaining items. The construction must be on schedule, while strictly complying with regulations on construction quality, creating the best conditions for the upcoming inauguration ceremony.

Removing “bottlenecks” for projects
According to Decision No. 209 of the Vinh Phuc Provincial People's Committee on assigning tasks to strive to achieve the target of double-digit economic growth, by 2025, Vinh Phuc province has set a target of having 32 projects in industrial parks (IPs) put into production and business; 46 key projects need to be focused on and implemented, and 48 infrastructure investment projects and social housing projects that are behind schedule need to be accelerated. In April and May, Chairman of the Provincial People's Committee Tran Duy Dong directly inspected the implementation situation and directed the removal of difficulties and obstacles for IPs in the districts of Song Lo, Lap Thach, Binh Xuyen, Yen Lac, Vinh Tuong. The Chairman of the Provincial People's Committee has directed departments, branches, localities, and investors of industrial parks to increase support and create favorable conditions for 32 projects expected to complete factory construction and installation of production lines to put into production and business operations in 2025 in order to actively contribute to the province's economic growth.
Regarding the Department of Construction, based on the assigned tasks, the Department has taken the lead in coordinating with departments, branches and localities to focus on removing obstacles, advising and proposing specific solutions to the Provincial People's Committee to handle, resolve and promote the implementation of 48 urban infrastructure investment projects and social housing projects that are behind schedule, slow to implement and slow to put into use. At the same time, advising the Provincial People's Committee to implement solutions to promote the development of social housing, meeting the housing needs of people, workers and laborers, contributing to the recovery and development of the real estate market safely, effectively and sustainably.
Since the beginning of the year, the province has started construction on 4/6 social housing projects that have been approved for investment, including: Thien Ke Xanh Social Housing Project in Rung Cuong Village, Thien Ke Commune, Binh Xuyen District; Nam Vinh Yen Urban Area Social Housing Project, Vinh Yen City; Kira Home Social Housing Project in Viet Duc Legend City Urban Area, Binh Xuyen District; Phuc Thang Social Housing Project, Phuc Yen City.
According to the report of Vinh Phuc Provincial People's Committee, by the end of May, out of 32 projects expected to come into operation in 2025, Vinh Phuc province had 9 FDI projects and 2 DDI projects coming into operation on schedule and ahead of schedule; 5 projects are expected to be completed and come into operation in June, July, August; 2 projects requested to extend the schedule to come into operation in 2026, 2027; 2 projects have not been built yet. The remaining projects are continuing to accelerate the construction, installation, and import of machinery systems, committed to come into operation on schedule.
For 46 key projects, including 30 public investment projects (21 transitional projects, 9 new projects) and 16 non-state budget projects, departments, branches and localities continue to focus on removing difficulties and obstacles, especially in compensation and site clearance. However, with many difficulties, it is expected that some projects will have to be extended or request extensions for implementation time.

For projects expected to be completed in 2026 and 2027, such as the East-West axis road project of Vinh Phuc urban area, from Tan Phong commune, Binh Xuyen district to Trung Nguyen commune, Yen Lac district; Tay Thien - Tam Son road project, from Tay Thien to Hop Ly bridge and from National Highway 2C to Van Truc lake; Infrastructure project connecting the capital region in Vinh Phuc province (Ring Road 5 - Capital and the road section along the foot of Tam Dao mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, going to National Highway 2C and Tuyen Quang); Project to expand the central axis road of Me Linh New Urban Area... are all very difficult and entangled in compensation and site clearance work. In particular, many locations have been stuck with unresolved land for many years, causing difficulties for construction units when the project has to be constructed slowly...
Regarding 48 urban infrastructure investment projects, social housing projects that are behind schedule, slow to implement, and slow to put into use land in the province, the biggest obstacle is compensation and site clearance. In addition, the settlement of investment procedures and permission to change land use purposes is still slow; the project must adjust its investment policy...
Faced with these difficulties and shortcomings, the Department of Construction and the Provincial Industrial Park Management Board have proposed that the Provincial People's Committee strengthen direction and remove difficulties and obstacles for projects, focusing on 6 public investment projects and 14 non-state budget projects.
Chairman of the Provincial People's Committee Tran Duy Dong requested to focus on removing difficulties and obstacles, speeding up the implementation of projects in the list of projects assigned in Decision No. 209. Continuing to innovate and improve the efficiency of investment promotion activities to attract new projects, creating momentum for economic growth.
