Case of 9th grade students without transcripts in Dak Lak: Principal disciplined

On August 28, Mr. Pham Tien Hung - Permanent Vice Chairman of the People's Committee of Buon Ma Thuot City, Dak Lak Province, said that he had disciplined, removed all emulation, and classified Mr. Phan Thanh Thuy - former Principal of Lac Long Quan Secondary School as not completing his duties.

In particular, Mr. Thuy was not considered for reappointment to the position of Principal due to violating regulations of the Ministry of Education and Training.

Mr. Thuy's 5-year term as Principal of Lac Long Quan Secondary School ends on February 1, 2024.

The Standing Vice Chairman of Buon Ma Thuot City People's Committee added that during the review of Mr. Thuy's violations, the unit recognized his dedication to the localeducation sector. Therefore, the disciplinary action at the level of reprimand has both deterrent and educational effects.

According to the leader of the Department of Education and Training, Mr. Thuy is currently a civil servant and is working at Lac Long Quan Secondary School.

Previously, Dinh Xuan H. (born in 2007, residing in Tan Tien ward, Buon Ma Thuot city) was a student of Lac Long Quan Secondary School from the 2019-2020 school year to the 2022-2023 school year, with the required 6D grade results (he was not eligible to move up to grade 7), and did not have the results of grades 7, 8 and 9. Instead, there was a "Certificate of training results" for all 3 school years signed by Principal Phan Thanh Thuy.

Afterwards, Mr. Phan Thanh Thuy, Principal of Lac Long Quan Secondary School, admitted that due to the humanistic nature of education, there were shortcomings in managing student records: "After finishing grade 6, school year 2019-2020, Dinh Xuan H. had poor academic performance leading to fair conduct. According to regulations, H. was forced to stay in grade 6.

Because they felt sorry for their child who was slow and did not want him to have psychological trauma, the family applied for him to study in class 7D (class H. had studied in grade 6). Grades 7, 8 and 9 were not listed in the school's SMAS software. The accountant also confirmed and collected all the fees over the school years.

In June 2023, attending the gratitude ceremony of 9th grade students at Lac Long Quan Secondary School, H.'s parents were upset to learn that their child's name was not on the list and were told that this child only had a report card from 6th grade.

When they found out that their child had only a 6th grade report card after finishing 9th grade and was not eligible for graduation, H.'s family filed a complaint with the relevant authorities.

Regarding the above incident, the Ministry of Education and Training has issued a document instructing the Dak Lak education sector to handle it according to regulations.

Up to now, Mr. Nguyen Huu Luat - Head of the Department of Education and Training of Buon Ma Thuot City has signed the decision to consider and recognize H. as a junior high school graduate.
