Cao Ba Quat High School, where the incident occurred, had many students "voluntarily" ask to leave school and reserve their results.

On the same day, the Department of Education and Training issued a decision to verify the content of the information reported by the press. The verification team conducted the verification of the reported content from May 10 to May 11 at Cao Ba Quat High School.

The working group verified the content: "According to the reporter's investigation, at least 3 12th grade students of Cao Ba Quat High School "voluntarily" submitted an application to reserve their results after being invited by the school for discussion. Among them, 1 student, after "voluntarily" submitting an application, returned to ask the homeroom teacher and principal of the school to let them go back to school, but at the time of reporting to the reporter, this student had not been allowed to go back to school."

For this content, the Verification Team worked with student HGB and her mother, Mrs. HMB. As a result, on April 16, Ms. Nguyen Thi Thanh Ha, homeroom teacher of class 12A10, invited student HGB and her mother to meet and discuss the student's learning situation. The principal and homeroom teacher met with the student and the student's mother in the school's traditional room and discussed the following content:

The principal said: Through the mid-term test scores, the math score was 4.8 and many subject teachers reported that they were weak, so they could not pass the test. She did not have much time to meet with students and parents.

After the homeroom teacher says: "Do you want to leave school or continue studying?", the student writes an application for leave of absence and the student's mother signs the application, and the teacher signs to confirm.

On April 17, the student's mother texted the homeroom teacher to ask for her child to return to school. The teacher replied: "No, the principal has approved it." The student's mother texted back: "Why is it approved so quickly? Yesterday, I couldn't convince HGB. When I got home, everyone encouraged me, so I changed my mind and wanted to return to school. I hope you can consult with the principal again."

On April 29, HGB and her mother went to see the principal to ask to go back to school. The principal replied: "The graduation exam was not approved, and we did not pass the exam. The school has already erased the student's name, so how can we go back to school?"

Then, on May 5, HGB sent a request to return to school by post. The homeroom teacher then invited the student and his parents to meet the homeroom teacher. The homeroom teacher told HGB to write a request to return to school and mentioned that the request for leave on April 16 was voluntary.

The verification team worked with teacher Nguyen Thi Thanh Ha and this teacher provided that student HGB did not attend school regularly, had a stomachache, and had pain whether full or hungry; the number of days absent from school was 14 days (as of April 16).

On April 16, the homeroom teacher and principal met with the student and the student's mother at school to discuss the student's studies. After that, the student wanted to quit school, so the homeroom teacher instructed him to write a request to reserve his results to return to school next year.

On April 17, the parent texted the homeroom teacher to ask for their child to return to school, but she replied, "No, the principal has approved it"...

Regarding the content reported by Nguoi Lao Dong Newspaper: "Similarly, after being invited to work by the school, two 12th grade students, YTA and YLE, with quite low academic scores, "voluntarily" wrote a leave of absence application to reserve their results. Currently, these two students are working as porters," the verification team worked with Mr. Nguyen Cong Su, homeroom teacher of YTA's 12A8 class.

Teacher Nguyen Cong Su informed that this student had many times intended to quit school to work to help his family. The homeroom teacher learned about this phenomenon through the confidences of some classmates, so he confided in him many times and advised him to try harder in his studies.

On April 8, the principal and homeroom teachers met with students and their mothers to discuss their studies and encouraged students to try hard to study and attend remedial classes regularly.

On April 11, after returning from school in the morning, YTA texted his homeroom teacher to ask for leave and did not come to school from that day on. On the same day, the homeroom teacher instructed the student to write a form (downloaded online by the teacher) to reserve his study results so that he could continue studying next year.

16 12th grade students of Cao Ba Quat High School are absent from school.

The verification team and the homeroom teacher informed the student and his parents to come to school to work, but the student texted the homeroom teacher: I'm already working, but my boss won't let me, I'm afraid of losing my job. The student's parents were also not present due to personal matters.

In the case of student YLE, as reported by the press, the Verification Team continues to work with the school to verify this student's information.

Handling individual and collective responsibility

According to the report of the Department of Education and Training of Dak Lak province, from the beginning of the 2024-2025 school year to the verification date, Cao Ba Quat High School had a total of 16 grade 12 students who requested to leave school, or requested to reserve their results and then leave school.

Also according to the Department of Education and Training of Dak Lak province, regarding the first content reported by the newspaper, through the verification results and the list provided by the school of grade 12 students who are absent from school for the 2024-2025 school year, there are 5 students who requested to reserve their study results. The content of the reflection requesting to reserve their study results and requesting to return to school of student HGB is correct as reported by Nguoi Lao Dong Newspaper. Student HGB was invited by the school to return to school starting from May 12.

Regarding the second content, through verification results when working with the homeroom teacher of class 12A8, the content reported by the press about student YTA is correct. As for student YLE that the press reported, it has not been verified yet.

Also according to the Department of Education and Training of Dak Lak province, Circular No. 32/2020/TT-BGDDT dated September 15, 2020 of the Ministry of Education and Training on promulgating the regulations of junior high schools, high schools and multi-level general schools does not have regulations on preserving students' learning results. The homeroom teacher advised students to write an application to preserve their learning results, leading to students writing an application to preserve their learning results, which is not in accordance with regulations.

Besides, the application for retaining student's learning results with confirmation from the homeroom teacher and the principal is not in accordance with the regulations in the above circular.

Dak Lak Department of Education and Training assessed that the responsibility belongs to the homeroom teacher whose students wrote a request to reserve their study results and the principal confirmed the reservation form.

The Department of Education and Training directed to continue verifying related contents to consolidate records and properly handle the responsibilities of relevant collectives and individuals.

Dropped out of school right after meeting the principal!

The verification team of the Department of Education and Training of Dak Lak province verified a number of other cases (in addition to the reflection of Nguoi Lao Dong Newspaper).

On April 15, the homeroom teacher took D.QT to meet the principal for consultation and discussion about his study situation. After the meeting with the principal, D.QT returned to class, got his bag, went home and was absent from school without submitting an application for leave.

The homeroom teacher discussed and advised the mother of student D.QT to let him return to class to study. However, the parents said that student T. was very sad and did not want to go to school anymore, because the principal said something so he was sad and did not go.

By the time the verification team started working, according to the report of the homeroom teacher, student T. had gone to work in Dong Nai province.
