On the afternoon of November 10, at Viet Hung Secondary School, the Dong Anh Commune Department of Culture and Society chaired a meeting with the school's Board of Directors, homeroom teachers, representatives of the Commune Police and parents of the two students involved. The meeting aimed to listen to more opinions from parents, evaluate the handling process and propose measures to overcome and stabilize the students' psychology.
Ms. Nguyen Thi My Linh - Head of the Department of Culture and Society of Dong Anh commune said that previously, on October 27, the Department had grasped the information and directed the school to coordinate with the Commune Police to resolve the matter, and at the same time invited parents and related students to work.
On October 29, Viet Hung Secondary School issued a written report, identifying the cause as being due to two students HTTH and TMH having a conflict and teasing each other in class, which then led to school violence. The incident was witnessed by many other students, two of whom even recorded a clip.
On October 30, Dong Anh Commune Police coordinated with the school to work with the students involved. Since the students were all 14 years old and not subject to criminal prosecution, the police warned, educated, and provided psychological support, ensuring security and order in the school.
Ms. Do Thi Thanh Thuy - Principal of Viet Hung Secondary School - said that the school has disciplined the female student who committed the violent act with a warning, downgrading her conduct to poor level in the first semester; and downgrading the conduct to average level for the two students who filmed the video .
"When talking to reporters, 'the incident was just a joke' was the initial assessment of the cause. However, the school determined that this was actually a case of school violence," Ms. Thuy said, adding that her previous answer was unclear because she was in a noisy place when she answered the phone.

Mr. Tran Dinh Nam, parent of student H., said that although the school and police have worked with the students involved, the clip continues to spread. This not only affects his son's psychology, but he and his family also have to endure negative evaluations and comments from people around them.
Regarding this incident, the leaders of the Dong Anh Commune Department of Culture and Society and the school apologized to the family and accepted responsibility for the lack of thoroughness in the initial handling, leading to the clip spreading and causing outrage. The Department and the school will continue to work with the family to support and stabilize the student's psychology.
The principal of Viet Hung Secondary School added that the unit will coordinate with the Commune Police to trace the source of the clip's dissemination in the school, and work with parents and students to delete the content and prevent further dissemination.
At the meeting, the parties agreed to continue to invite parents of all students who witnessed the incident but not to prevent, encourage or distribute the clip, to coordinate with the school and local police to educate , review, and help students clearly understand the seriousness of school violence. The first semester conduct of these students will also be lowered to a low level.
According to the Head of the Department of Culture and Society of Dong Anh commune, in the coming time, the Department will closely coordinate with schools in the area to strengthen management, promptly detect and prevent manifestations of school violence early and from afar.
On the same morning, the family of the female student involved also visited and sent sincere apologies to H's family.
On November 8 and 9, the Vietnam Women's Newspaper published two articles: Hanoi: "Female student forced her friend to kneel, slapped and kicked her continuously for 8 minutes"; "Incident of female student forcing her friend to kneel and beat her: Victim's photo continues to be posted on social media", reflecting on the school violence incident that occurred in Dong Anh commune (Hanoi). Accordingly, a male 9th grade student was forced to kneel and beaten continuously for about 8 minutes by a female classmate, with many students around witnessing and filming the video. After the clip went viral, the female student continued to post the victim's photo on social media, causing public outrage. However, the school principal initially said that "the incident was just a joke".
