Land acquisition issues bring rest stops on the Vinh Hao - Phan Thiet expressway to a standstill.

Due to land clearance issues, the timeframe for handing over the land for construction of the rest stop at Km144-560 on the Vinh Hao - Phan Thiet expressway has not yet been determined.

On September 9th, Mr. Pham Quoc Huy, Director of the Vinh Hao - Phan Thiet Expressway Project (Project Management Board 7, Ministry of Construction ), stated that due to various obstacles, the two rest stops on the Vinh Hao - Phan Thiet Expressway remain unfinished.

The Vinh Hao - Phan Thiet expressway, 100.8km long (passing through Lam Dong province), was put into operation in May 2023. According to the plan, this road will have two rest stops, located at Km144+560 and Km205+092. Currently, both rest stops are behind schedule, with one unable to begin construction due to land clearance issues.

Specifically, regarding the rest stop at Km144+560, Lam Dong province has only handed over 1.67 out of 10.86 hectares of land to date. The remaining 9.19 hectares have not yet been handed over, including 14 households and one agricultural production project (currently under dispute over ownership between two investors due to a transfer of ownership).

To resolve the issues at the Km144+560 rest stop, Project Management Board 7 recommends that the Lam Dong Provincial People's Committee direct relevant units to study policy mechanisms in accordance with the law to definitively resolve existing problems, especially long-standing disputes and complaints. At the same time, they should intensify efforts to persuade individuals and organizations whose land is being acquired in the area to agree to hand over the land by September 2025 so that the investor can begin construction as soon as possible.

Regarding the rest stop at Km205+092 (Ham Thuan Bac commune, Lam Dong province), 100% of the land has been handed over and construction has commenced.

In early January 2025, to meet the rest stop needs of people traveling on the Vinh Hao - Phan Thiet expressway, this rest stop was put into temporary operation with basic facilities. However, as of early September 2025, the construction progress of the rest stop had only reached over 70%, with many items still unfinished. Currently, the Km205+092 rest stop has not yet completed the compensation and land clearance procedures.

Project Management Board 7 has submitted a written request to the Lam Dong Provincial People's Committee to promptly provide guidance and direction to the People's Committees of communes and relevant units to carry out compensation and land clearance procedures and complete legal procedures in accordance with regulations to issue decisions on land allocation to investors.
