Gio Linh Commune: Resolutely eliminate self-opened paths across the railway

QTO - In order to restore order, discipline and prevent the risk of railway accidents, recently, Gio Linh commune has coordinated with the authorities to resolutely eliminate self-opened paths across railways in the area. Along with that, the Commune Traffic Safety Committee (ATGT) and village organizations have also actively propagated to help people understand the dangers of traveling on self-opened paths across railways and the importance of protecting railway safety corridors.

Captain Nguyen Van Thuan, Deputy Head of Gio Linh Commune Police, said that the North-South railway section passing through Gio Linh commune has a total length of about more than 10km.

Implementing Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister on approving the project to completely handle self-opened paths across the railway and the directive documents of the Provincial People's Committee and the Provincial Police, recently, the Commune Police, the Commune Traffic Safety Committee, the Economic Department of Gio Linh Commune coordinated with representatives of relevant agencies and units, including: Binh Tri Thien Railway Joint Stock Company, Office of KV7 - Vietnam Railway Authority, Traffic Police Department - Quang Tri Provincial Police to successfully close and eliminate the self-opened paths across the North-South railway line through the commune at Km611+630 in Ha Thanh village and Km612+015 in Truc Lam village. This work has been highly agreed and supported by the authorities and people of the villages.

Mr. Nguyen Duy, Deputy Head of the Truc Lam Village Front Work Committee, said that about 20 years ago, due to the lack of development of the road system, people in Truc Lam Village opened a path across the railway to shorten the distance to National Highway 1. However, these self-opened paths pose a high risk of unfortunate railway traffic accidents.

According to Mr. Duy, the reason why people ignore the danger of going into this self-opened path is because the distance is shorter in the process of buying, selling, transporting goods, agricultural products, etc. "However, currently, the inter-commune and inter-village traffic system has been completed to help trade, commerce and circulation more conveniently, so people have less to go through self-opened paths. We have actively encouraged households to strictly comply with the policies of the authorities and the commune in eliminating these dangerous paths. We are very happy that people have agreed and supported us," said Mr. Duy.

Meanwhile, Mr. Ho Van Dung, Head of Ha Thanh village, informed that for nearly 20 years, a hamlet of about 6-7 households living near the North-South railway has arbitrarily opened a path lined with concrete slabs across the railway to reach National Highway 1.

“People who come and go here mainly walk or ride bicycles. Motorcyclists are more dangerous because they can easily get their wheels stuck in the middle of the tracks. Although there have been no traffic accidents, this path is potentially very dangerous, especially at night. Therefore, recently, we have encouraged people to change their route to inter-commune and inter-village roads to ensure safety. Currently, most people have voluntarily complied,” said Mr. Dung.

On the day of removing the self-opened walkways, the local authorities and people were unanimous and seriously implemented. According to Mr. Dung, closing and removing the self-opened walkways not only protects the safety of the people but also ensures the safety of the North-South railway traffic route.

The North-South railway line through Quang Tri province is more than 250km long, passing through 33 communes and wards. Currently, there are 242 level crossings between roads and railways along the entire route, including 138 level crossings and 104 self-opening crossings. Closing self-opening crossings is an extremely important task, contributing to reducing the risk of railway traffic accidents and raising people's awareness of law compliance. In the coming time, the authorities will continue to coordinate with the railway industry and local authorities to review and survey to remove the remaining self-opening crossings on the route.

After a short time of eliminating the self-made paths in Ha Thanh and Truc Lam villages, most people have complied well and not used shortcuts that cause unsafe railway traffic. This is also a positive signal because people's awareness is increasingly raised, thereby creating favorable conditions for Gio Linh commune to continue eliminating the remaining self-made paths in the area.

Captain Nguyen Van Thuan, Deputy Head of Gio Linh Commune Police, added: “In the coming time, we will continue to coordinate with functional agencies to advise local Party committees and authorities on propaganda and mobilization, assess the current situation and eliminate the remaining self-opened paths across the railway in the area. At the same time, we will strengthen propaganda and mobilization solutions, raise awareness for people to comply with regulations on ensuring railway safety and railway safety corridors, and not arbitrarily open shortcuts across the railway to minimize the risk of accidents.”
