Local authorities have deployed a "4-on-the-spot" force to assist in evacuating people in deep, dangerous flooded areas; set up road blockades to ensure safety; and mobilized people and vehicles to approach and bring people in deep flooded areas to safety.

Initial statistics as of 11:00 a.m. on November 19 showed that 1,965 households with 6,877 people in Hoa My commune were isolated; about 11,000 chickens were swept away by floodwaters. The locality promptly evacuated nearly 1,000 households in low-lying areas to safety.
Authorities recommend that people limit movement through flooded areas, closely monitor weather information and proactively evacuate when requested, because rain will continue on the night of November 19, the risk of landslides and flash floods on mountain slopes remains very high.
Mr. Trinh Van Huan, Vice Chairman of Hoa My Commune People's Committee, said: "We hope to receive more canoes to take people to safety, because the water is rising too quickly. Especially at night, it is very difficult to reach people."
