On the occasion of the War Invalids and Martyrs Day on July 27th this year, when the newly formed Huong Binh commune was just established, in the small house of the mother of martyr Le Thi Nhi (Binh Thanh village), commune officials, representatives of Huong Binh commune organizations and Hoa Hai Border Guard Post gathered around her, sharing memories of her son who fell for the Fatherland.

Mr. Nguyen Dinh Hau, Chairman of the Fatherland Front Committee of Huong Binh commune, shared: “This is a cordial meal to express gratitude and share with families of war invalids and martyrs on the occasion of the War Invalids and Martyrs Day. This simple, warm meal is Huong Binh's way of showing appreciation for their sacrifices and contributions in the most intimate and sincere way. At the same time, the Party Committee, the government, and the Fatherland Front Committee of Huong Binh commune also visited and presented gifts to mothers of martyrs, war invalids, sick soldiers, and families of war invalids in the area.”
From those heartfelt meals and grateful gifts, the story of social welfare in Huong Binh continues with concrete actions guided by the motto "leaving no one behind." The locality has been implementing many programs to care for war veterans, poor households, and vulnerable groups, considering each difficult situation as a responsibility of the entire community…

In Hamlet 7, Mrs. Nguyen Thi Lan's wooden house was once a constant worry every rainy season. That house had with her through more than 20 rainy seasons and floods, and was now dilapidated and in disrepair. Mrs. Lan lives alone, is elderly, and therefore unable to work or afford to build a new house. The recent storms and floods at the end of 2025 caused even more serious damage to her house. After reviewing the situation, Huong Binh commune appealed for social resources to support the construction of a sturdy house for Mrs. Lan.

Standing in front of her nearly completed house, Mrs. Lan excitedly said, "I'm old and live alone, so initially I didn't dare accept the support because I didn't know how to go about it. Luckily, thanks to the support and assistance from various levels of government and agencies, I can now live in a sturdy house and no longer worry about storms and floods like before."
Ms. Lan's new house is only about 40 square meters but it is spacious and cozy. The entire construction cost was around 80 million VND, contributed by businesses and philanthropists. In addition, community organizations and neighbors also provided many days of labor to help her complete the house. Along with Ms. Lan, since the merger, Huong Binh commune has called for and coordinated the construction of 18 charitable houses for the poor, policy beneficiary families, and disadvantaged households in the area.

Another bright spot in Huong Binh's social welfare picture is the orphan sponsorship program. A review revealed that the commune has over 100 orphaned children facing particularly difficult circumstances. To date, the Women's Union of the commune has mobilized resources to sponsor 71 children, providing support of 300,000 VND per month per child. Beyond material support, these "godmothers" also become a source of emotional support, accompanying the children in their studies and daily lives.

Alongside this, efforts to promote education and talent development have also been emphasized. Hundreds of scholarships have been awarded by the local authorities to orphaned, sick, and disadvantaged students who have overcome difficulties to excel in their studies, providing them with further motivation to continue attending school.
The spirit of humanity is also clearly demonstrated in activities caring for the poor and vulnerable. During every natural disaster, holiday, and festival, all levels and sectors always coordinate to donate hundreds of gift packages to those in difficult circumstances. Although the financial support is not large, it is an invaluable source of encouragement for the poor and needy.

Mr. Le Quang Vinh, Chairman of the People's Committee of Huong Binh commune, said: "Despite many resource constraints, the commune still prioritizes social welfare by flexibly implementing various approaches and basing its work on social consensus. Thanks to this, the locality has gradually realized its goal of sustainable poverty reduction. We also recognize that social welfare is not just a task, but a measure of the effectiveness of our governance, implemented in the spirit of being close to and connected with the people. When those who have contributed to the nation are cared for, the poor receive timely support, and orphaned children have a support system, the people's trust in the government will be strengthened. This is a crucial foundation for the locality's long-term stability and development."
In the coming period, the locality will continue to inspire the people's ambition to improve, replicate effective economic models linked to product promotion and consumption to increase added value. At the same time, it will improve the investment environment, creating favorable conditions to attract projects that match the scale and advantages of the commune, thereby opening up more local job opportunities to develop the local economy and society."
