The year 2025 concluded with a bright picture of social welfare in Hanoi. Thanks to persistently and effectively mobilized resources, hundreds of thousands of warm Tet gifts, hundreds of spacious "Great Solidarity" houses, and many practical livelihood models reached people in difficult circumstances.

The impressive figures from the "For the Poor" Fund and the city's Relief Fund are not just reports and statistics, but have been realized through concrete actions, reaching out to individual circumstances and destinies. Through this, the spirit of mutual support and the strength of national unity continue to be affirmed, becoming a solid foundation for the people of Hanoi in their journey towards sustainable poverty alleviation.

During the Lunar New Year of the Year of the Snake 2025, upholding the national tradition of "mutual support and solidarity," the Vietnam Fatherland Front Committees at all levels in Hanoi strongly promoted this through the "Spring of Compassion - Sharing the Tết Holiday" program. More than just a gift-giving activity, the program was implemented as a comprehensive care campaign, targeting specific groups and contributing to bringing warmth and togetherness to every family.

From the "For the Poor" Fund and the City's Relief Fund, 4,049 Tet gifts, totaling 4.23 billion VND, were promptly delivered to near-poor households, policy beneficiary families, the elderly, the sick, children, and union members and association members with particularly difficult circumstances. Each gift not only has material value but also embodies sharing, encouragement, and moral support, strengthening people's faith in the care of the Party, the State, and the community.

Simultaneously, the proactive and flexible approach from the grassroots level has created a strong ripple effect. The Vietnam Fatherland Front Committees at the district (formerly) and commune levels have actively allocated funds from the "For the Poor" Fund, and mobilized agencies, units, and businesses in the area to join hands in supporting and donating an additional 72,782 Tet gifts, totaling over 43.159 billion VND. This shows that the grassroots Fatherland Front is truly an effective "extended arm" of social welfare policies.

Notably, the city's socio -political organizations also played a pivotal role in organizing many practical activities to care for the lives of members, workers, and those in difficult circumstances. In total, more than 110,945 gifts were distributed, worth over 79.1 billion VND, contributing to ensuring that no one is left behind.

The trust and support of the business community and philanthropists continue to be important resources for social welfare work. According to the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, the "For the Poor" and social welfare fund has received and pledged donations totaling 93.3 billion VND in 2025.

At the "Joining Hands for the Poor" and Social Welfare Program of Hanoi City in 2025, the Fundraising Committee allocated over 9.6 billion VND to implement sustainable livelihood support solutions, providing "fishing rods" instead of just short-term assistance. This funding was used to build new solidarity houses, support breeding cows, electric motorbikes, and industrial sewing machines for near-poor households and households with particularly difficult circumstances in 31 communes across the city.

In the first 11 months of 2025, the city's "For the Poor" Fund continued to receive donations totaling 107.7 billion VND. From this fund, 21.1 billion VND was allocated to support the construction and repair of 217 solidarity houses; provide scholarships, support medical examinations and treatment, and visit and give gifts during holidays and Tet (Lunar New Year) to more than 2,560 poor, near-poor, and particularly disadvantaged households.

In particular, to commemorate the 80th anniversary of the August Revolution and National Day on September 2nd, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City organized many meaningful activities to express gratitude: giving gifts to 1,000 outstanding cadres, members, and youth union members in difficult circumstances from 5 political and social organizations with a total budget of 5 billion VND; supporting 690 near-poor households according to the Central Government's standards, with a total amount of 3.45 billion VND.

The ripple effect from concrete actions

Immediately after receiving allocated resources from the city's "For the Poor" Fund, localities promptly implemented projects, creating heartwarming stories where compassion was concretized into practical livelihood projects and models.

In Quang Oai commune, where there are still 181 near-poor households, the Vietnam Fatherland Front Committee of the commune has used 300 million VND in support funds to conduct open and transparent assessments, prioritizing the construction of 6 "Great Solidarity" houses for households facing housing difficulties. Ms. Ngo Thi Kim Que, Chairwoman of the Vietnam Fatherland Front Committee of Quang Oai commune, shared: “The support from the city's 'For the Poor' Fund is very meaningful, not only helping people stabilize their housing but also spreading a humanitarian spirit and strengthening people's trust in the care of all levels of government.”

Furthermore, Quang Oai commune mobilized social resources, providing an additional 10 million VND for each house; the village's Front Committee mobilized labor from relatives, friends, and neighbors; and charitable groups organized fundraising cultural activities. Thanks to these collective efforts, construction has begun on six "Great Solidarity" houses, and it is expected that the families will celebrate the upcoming Lunar New Year in their new, spacious, and warm homes.

In Quang Bi commune, from the allocated 100 million VND, the local authorities selected 5 of the most disadvantaged households to support them with breeding cows. Ms. Le Thi Chinh, Chairwoman of the Vietnam Fatherland Front Committee of Quang Bi commune, said: “Although the support is not large, the timely attention from the city has created a great spiritual motivation, helping people to have more confidence and determination to improve their lives.” Thanks to this “real people, real actions” effect, this year the commune's “For the Poor” Fund has raised 300 million VND – a significant amount for a rural area.

Meanwhile, Phuong Duc commune was allocated 400 million VND to build 6 solidarity houses and provide 5 electric motorbikes to disadvantaged households. From this initial funding, the locality continued to mobilize social resources to build 5 more solidarity houses. According to Nguyen Thi Anh, Chairwoman of the Vietnam Fatherland Front Committee of Phuong Duc commune, the households have started construction of their new homes and are expected to stabilize their lives in the near future; the 5 electric motorbikes will also be handed over to the residents soon.

The outstanding achievements in 2025 serve as an important foundation for Hanoi to proactively develop a social welfare plan for 2026 with a high sense of responsibility. According to Pham Anh Tuan, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi, the city's Fatherland Front has developed a plan to care for and provide gifts to near-poor households and households with particularly difficult circumstances during the Lunar New Year of the Horse 2026.

Accordingly, the City Front advised the Standing Committee of the City Party Committee to allocate over 5.2 billion VND from the "For the Poor" Fund to give 5,280 Tet gifts; at the same time, political and social organizations in the city plan to give 83,800 gifts, worth nearly 74.545 billion VND, to union members, association members, and workers in difficult circumstances.

“The city will continue to promote the tradition of ‘mutual support and compassion,’ providing practical care for near-poor households and those with particularly difficult circumstances. This is a concrete expression of concern from the Party, the State, and the city for the lives of the people,” Comrade Pham Anh Tuan emphasized.

The year 2025 concludes with bright prospects for social welfare in the capital city. Concrete actions in Quang Oai, Quang Bi, and Phuong Duc clearly demonstrate the ripple effect, as the city's resources have activated local resources, strengthening social trust and providing further motivation for people to rise out of poverty sustainably. Social welfare work in Hanoi is not just a responsibility, but is gradually becoming a humanitarian mission, for the happiness of the people.
