
Speaking at the launching ceremony, Vice President of the Vietnam Women's Union Nguyen Thi Minh Huong said: The launching ceremony was held in the final days of the Action Month for Gender Equality and Prevention and Response to Gender-Based Violence in 2025, right after the National Assembly voted to pass the amended Cybersecurity Law, a significant milestone in perfecting the legal framework for cybersecurity management, contributing to protecting digital sovereignty , social order and safety, and the interests of people and businesses in the online environment.
According to Ms. Nguyen Thi Minh Huong, the Party and State of Vietnam have identified digital transformation as a crucial driving force for the country's breakthrough development and prosperity in the new era, while emphasizing the requirement that "no one is left behind" in the digital age.

Last October, in his guidance on the women's movement and the activities of the Women's Union, General Secretary To Lam also suggested upgrading the "Building a family with 5 no's and 3 clean's" movement to "5 no's, 3 clean's, and 3 safe's," where the 3 safe's are safety, peace of mind, and well-being. "Safety" refers not only to real life but also to the online space; "peace of mind" includes a friendly digital space where women and children can participate and develop their abilities; and "well-being" refers to support services for women and families, including basic digital services.
Ms. Nguyen Thi Minh Huong also added that, with the responsibility of representing the legitimate rights and interests of Vietnamese women, the Central Committee of the Vietnam Women's Union has been implementing many programs, projects, movements, and campaigns to promote the comprehensive development of women. Digital transformation has been identified as one of the two breakthroughs for all levels of the Union in this term, and recently, the Vietnam Women's Union also launched a campaign for women to participate in the "Digital Literacy Movement".

The online awareness campaign for women on cybersecurity, themed "Connecting with 3 Safeties – Mastering the Digital Space," identifies three directions to help women and girls take control of the digital space.
These are: "Safety": Every woman and girl is an informed and responsible internet user; not only protecting themselves but also contributing to building a healthy and safe environment. "Peace of mind": The online space is a friendly and humane environment for women and girls. "Social security": Transforming the digital space into opportunities and leverage for women's entrepreneurial ideas, businesses, and sustainable livelihoods, contributing to ensuring social security.
