The launching ceremony was held during the final days of the 2025 Action Month for Gender Equality and Prevention and Response to Gender-Based Violence, immediately after the National Assembly passed the amended Cybersecurity Law and Vietnam successfully held the signing ceremony of the " Hanoi Convention" - the United Nations Convention against Cybercrime, demonstrating the Vietnam Women's Union's support for the nation's collective efforts to promote women's progress and gender equality in the context of digital transformation.

In her opening remarks at the launch ceremony of the communication campaign, Ms. Nguyen Thi Minh Huong, Vice President of the Vietnam Women's Union, stated that Vietnam is one of the countries with a rapid pace of digitalization, with nearly 80 million internet users and among the very few countries achieving gender equality in digital skills among young people. These figures are both a source of pride and a great responsibility for us. Reports have shown that cyberspace is becoming a "new front" of gender inequality and violence against women and girls.
Surveys show that approximately 87% of children aged 12-17 in Vietnam use the internet daily, but only about 36% know how to protect their information security online. A 2023 study on digital government conducted by the UNDP also indicated that, despite increased internet access, women still have lower access to the internet and online public services than men, especially in remote areas and ethnic minority regions. This means that many women still have limited opportunities to benefit from digital transformation.

In this context, if women and children are not empowered with awareness, skills, and a voice in cyberspace, the gender gap and forms of gender-based violence will continue to shift from the real world to the digital world – more subtle, harder to identify, and with more unpredictable consequences.
Last October, in his guidance on the women's movement and the activities of the Women's Union, General Secretary To Lam suggested upgrading the "Building a Family with 5 No's and 3 Cleanliness Standards" movement to "5 No's, 3 Cleanliness Standards, and 3 Safeties," where the 3 Safeties are safety, peace of mind, and well-being. "Safety" encompasses not only real life but also the online space; "peace of mind" includes a friendly digital space where women and children can participate and develop their abilities; and "well-being" refers to support services for women and families, including basic digital services. Today's communication campaign, "Connecting 3 Safeties - Mastering the Digital Space," is a concrete implementation of these directives from the Party.
“The campaign to raise women's awareness of online safety with the theme “Connecting 3 Safeties – Mastering the Digital Space,” launched today, is a continuation of those efforts, with three directions aimed at helping women and girls master the digital space: Firstly, “Safety,” every woman and girl is an informed and responsible internet user; not only protecting themselves but also contributing to building a healthy and safe environment.
Secondly, "Peace of mind" - the online space is a friendly and humane environment for women and girls. Thirdly, "Social security," transforming the digital space into opportunities and leverage for women's entrepreneurial ideas, businesses, and sustainable livelihoods contributes to ensuring social security," Ms. Minh Huong emphasized.
