Associated with patriotic emulation movements
While the initial phase of the campaign focused on addressing the "5 no's" (referring to the lack of safe living conditions), since 2022, the "5 Yes's, 3 Cleanliness" model has been implemented in advanced and model new rural communes, aiming for sustainability. The "5 Yes's, 3 Cleanliness" model includes: "5 Yes's" – having a safe home, a sustainable livelihood, good health, knowledge, and culture; and "3 Cleanliness" – clean house, clean kitchen, and clean alleyway.

In Hanoi, the City Women's Union has consistently innovated and been creative in its methods of operation, linking the implementation of the "Building a Family with 5 No's and 3 Cleanliness Standards" campaign with patriotic emulation movements and the political , economic, and social tasks of the Capital.
At the same time, from 2021 to the present, the Association has piloted and expanded the "Five Essentials, Three Cleanliness Standards Family" model in advanced and model new rural areas. As a result, the campaign has spread widely, becoming a practical action movement that attracts a large number of members, women, and people from all walks of life.
According to Le Kim Anh, Vice Chairwoman of the Vietnam Fatherland Front Committee and Chairwoman of the Hanoi Women's Union, in recent years, closely following the guidance of the Central Vietnam Women's Union, the Hanoi City Party Committee, and the Hanoi People's Committee, the Hanoi Women's Union has continued its efforts to promote and implement the "Building a family with 5 no's and 3 clean's" campaign and the "Family with 5 yes's and 3 clean's" model, in accordance with the practical requirements of the capital city.

Pioneering the implementation of the "Five Essentials, Three Cleanliness Standards" family model, Hanoi has carried out the program systematically, creatively, and effectively. Hanoi is leading in achieving the higher goals of the "Five Essentials": mobilizing support for the construction and repair of 1,954 shelters for the needy, creating a safe living environment for women and children; maintaining the operation of 27 "Civilized and Happy Family" clubs and 635 "Building Happy Families" clubs, along with major projects such as the "Prevention and Response to Violence and Abuse Against Women and Children" project, which have fostered comprehensive cultural and health values.
Furthermore, the campaign was organized in a lively and engaging manner through festivals, events, dialogue forums, theatrical competitions, and programs accompanying children. These activities contributed to changing perceptions, raising responsibility, and fostering love within each family. Effective media platforms were utilized, bringing the campaign closer to members and the general public.
From practical implementation, the Hanoi City Women's Union has drawn lessons about the leadership of Party committees, the coordination of government and mass organizations at all levels, and the principle of focusing on the grassroots and putting members at the center. The results achieved have contributed to changing the face of rural areas, improving people's lives, and making Hanoi a shining example in the new rural development movement.
Building advanced new rural areas and civilized urban areas.
From being a supporting and collaborative organization, the Women's Union has now become a leading force, creating many practical and effective models. Furthermore, the Union at all levels not only participates but also proactively proposes mechanisms and policies on gender equality, family development, environmental protection, and social welfare within the framework of the new rural development program.
Entering a new phase with the "Five 'Haves, Three 'Clean' Families" campaign, the 15-year journey of the "Building Five 'No's, Three 'Clean' Families" movement will continue, opening up a new path of development for Vietnamese women, in which the role of women's associations at all levels cannot be overlooked.

Building upon the achievements of the "Building a Family with 5 No's and 3 Cleanliness Standards" campaign and the "Family with 5 Yes's and 3 Cleanliness Standards" model in the past, the Hanoi Women's Union has identified the campaign for the 2025-2030 term as "Building a Family with 5 No's, 3 Cleanliness Standards, and 3 Safeties". This includes 11 criteria: "5 No's": No poverty, no violence, no violations of the law and social evils, no waste, no malnourished or school-dropping children; "3 Cleanliness Standards": Clean house, clean kitchen, clean alley; "3 Safeties": Safety, peace of mind, and well-being.
In the former Thach That district, now Thach That commune, the Hanoi Women's Union selected it as a model for the "5 No's, 3 Cleanliness" family model. Through specific support activities, from 2021 to the present, the localities before the administrative reorganization of Thach That commune have supported 92% of households to achieve the "5 No's, 3 Cleanliness" and "5 Yes's, 3 Cleanliness" family model, contributing to the elimination of poverty in the former Thach That district and Hanoi city, with only 0.04% of households near the poverty line – making it a leading locality nationwide in building new rural areas; ensuring social security and improving the quality of life for women and people in the city.
According to Ms. Ha Thi Thu, Chairwoman of the Thach That Commune Women's Union, in the current period, globalization and international integration are becoming increasingly widespread, and the strong development of the internet and social media has positive aspects such as helping women quickly grasp knowledge and information, but also negative impacts. Therefore, Ms. Ha Thi Thu proposed that the "3 clean" criteria should be elevated to "green and beautiful." In particular, she suggested that the content on combating waste and the "3 safe" criteria should be improved to ensure that no woman is left behind in the development process, building a safe living environment for women and children; and at the same time demonstrating the Women's Union's role in supporting the political tasks of the locality and the country…
With the "Five Essentials, Three Cleanliness Standards for the Family" initiative, this journey will continue, opening up a new path of development for Vietnamese women.

Hanoi City Women's Union Chairwoman Le Kim Anh added: "Hanoi continues to identify the goal of building advanced new rural areas as an important political task, aiming to make the Capital a leading locality, a 'bright spot,' a model leading force of the whole country, contributing to the economic, cultural, and social development of the Capital, and building a smart, bright, green, clean, and beautiful city."
The replication of the "Five Essentials, Three Cleanliness Standards" family model is an innovative step, suitable for the new context, and geared towards more sustainable values of the campaign. After more than three years of implementation, 100% of advanced new rural communes have established the "Five Essentials, Three Cleanliness Standards" family model, contributing to improving the quality of life, fostering family values, and creating a foundation for widespread dissemination within the community.
To date, over 26,000 "Five-Purpose, Three-Clean Family" models have been established nationwide, becoming shining examples and promoting the core and exemplary role of rural women in building advanced and model new rural areas; at the same time, serving as a basis for the Vietnam Women's Union to gradually transform the "Building a Five-Purpose, Three-Clean Family" campaign into the "Building a Five-Purpose, Three-Clean Family" campaign in the 2026-2035 period.
According to Nguyen Thi Tuyen, President of the Vietnam Women's Union, to meet the demands of the digital age and address new social welfare issues, the Vietnam Women's Union will continue to improve quality, aiming for sustainable values, and gradually adjust the campaign "Building a family with 5 no's and 3 clean's" to "Building a family with 5 yes's and 3 clean's" during the 14th National Women's Congress term, in line with the orientation of building new rural areas and sustainable social development. The Union will promote education on Vietnamese family values, cultivate a culture of appropriate behavior, and prevent violence and abuse against women and children, especially in the digital environment; linking this to the implementation of the Vietnam Family Development Strategy and the National Strategy on Gender Equality.
At the same time, the Vietnam Women's Union is strengthening digital capacity; improving knowledge, life skills, and digital skills; encouraging women to start businesses, innovate, and master science and technology, contributing to the development of household economies, collective economies, digital economies, and green economies; strengthening population and development work; providing comprehensive healthcare for women and children, especially rural, mountainous, and migrant women; focusing on reproductive health, mental health, and disease prevention, contributing to the implementation of the Vietnam Population Strategy until 2030.
In particular, the Vietnam Women's Union actively participates in and promotes the core role of women in patriotic emulation movements and major campaigns launched by the Party, State, and Vietnam Fatherland Front; effectively implementing national target programs, especially the National Target Program on building new rural areas and sustainable poverty reduction for the period 2026-2035.
