The Deputy Prime Minister asked the delegates to focus on analyzing and summarizing the results achieved after 40 years of innovation in the fields of culture, society and people into a theoretical and practical "picture" with both successes and limitations. In particular, each "historical milestone" marked by innovation in thinking and theory, implemented in practice, as well as the issues that are arising, requiring continued development in thinking, policies and orientations in the development of culture, society and people, should be identified.
Develop a more comprehensive view of culture
According to the report of the Ministry of Culture, Sports and Tourism , after nearly 40 years of Renovation, the Party's policies and guidelines on building and developing Vietnamese culture and people in the fields of culture, family, sports and tourism have been specified in the State's policies and laws, clearly stated in the Constitution.
The implementation in practice has also achieved many positive results. The outstanding achievement that needs to be affirmed is that the awareness of culture is increasingly comprehensive and profound in all fields and types. Cultural products are increasingly diverse and rich. There is a flourishing in the creation of literature, art, and mass media, meeting the new and multifaceted requirements of society. Many traditional cultural values and cultural heritages of the nation are inherited, preserved and developed.
Cultural industry and cultural market have made progress. International exchange, cooperation and integration have made new developments. Building Vietnamese people is gradually becoming the center of the socio -economic development strategy.
The fight, criticism, and push back the bad, the evil, the backward, and the fight against wrong views and behaviors that harm culture and lifestyle are emphasized. Many bright examples in the patriotic emulation movement, building cultural life and strengthening grassroots cultural and sports institutions, promoting the movement of physical training, physical education, training and physical activities, sports... spread into social life, making the cultural and spiritual life of people and society richer and more diverse.

The level of cultural enjoyment of the people has been gradually improved, promoting a healthy lifestyle and a reasonable diet, contributing to raising awareness and spirit of each citizen towards the country and people, enhancing civic responsibility and strengthening people's trust in the cause of building culture in particular and building and developing the country in general.
Minister of Culture, Sports and Tourism Nguyen Van Hung said that our Party has developed a more comprehensive view on culture, affirming that, to develop the country sustainably, not only must culture be placed on par with economics, politics and society, but also must build and develop culture and people - creating endogenous strength for sustainable development.
Lack of solutions to bring new value systems into life
In addition to the positive and positive results, the process of developing Vietnamese culture and people over the past nearly 40 years still has many limitations. In particular, the report of the Ministry of Culture, Sports and Tourism analyzed and pointed out a number of limitations, such as the institutionalization of the Party's guidelines and policies has not kept up with the requirements, is not synchronous and effective, and the implementation efficiency is still low. There is a lack of solutions to bring the national value system, cultural value system, family value system and Vietnamese human standards into practical life. The cultural environment is unhealthy in some places and degraded in others.
At the same time, the protection and promotion of cultural heritage is facing many risks. The system of cultural institutions has not invested and exploited synchronously to promote practical efficiency. There is a lack of long-term strategies for developing scientific research, applying technology, training and fostering staff and experts in the cultural field. Building and developing comprehensive human resources has not really penetrated deeply and created a strong spread in all social classes. The inter-sectoral coordination mechanism is not effective, and cultural industries have not fully exploited their potential and advantages.

According to Minister Nguyen Van Hung, these limitations show that there is still a gap and lag between awareness, thinking and practice in cultural development and human development in our country. To comprehensively summarize the process of cultural and human development in the past, especially to have a basis for necessary adjustments for the next stage of development.
At the meeting, delegates focused on discussing and clarifying the Party's development of awareness on building and perfecting policies, mechanisms and strategies to solve social issues and build Vietnamese people from 1986 to present, especially in the last 10 years.
Assess the current implementation of the Party's policies on solving social issues and building Vietnamese people in the process of innovation, especially the outstanding achievements, limitations, causes of achievements, limitations, issues and lessons learned from the State management perspective of the Ministry of Culture, Sports and Tourism on implementing the goal of comprehensive human development and building an advanced Vietnamese culture with strong national identity, which is the driving force for national development and international integration nationwide.
Based on the general assessment of the direction of cultural development, building Vietnamese human personality, forecasting the new domestic, international and domestic context, the Ministry of Culture, Sports and Tourism has boldly proposed new viewpoints and solution orientations, recommendations to solve cultural issues and build Vietnamese people in the new context, especially breakthroughs in institutions, policies, resources, planning, human resources, innovation...

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the fields of culture, society and people have a close and organic relationship with each other in social life. Therefore, we need to summarize practices, use scientific methodologies and existing research results to shape and perfect new and breakthrough thinking and theories about culture.
Through each milestone and historical period of the country and the world, the Party's system of thinking, theory and viewpoint on culture has developed, innovated, and has its own characteristics in a very close relationship with the economic model.
"Culture is not only a spiritual foundation but also associated with each architectural work, tangible and intangible heritage reflecting the economic life and social form of a specific period and historical space," said the Deputy Prime Minister, adding that it is necessary to clearly identify cultural values that are eternal, fully converging national identity, as well as cultural values necessary for the future, in a world that is changing its development model to a knowledge-based economy, not relying on natural resources. "The process of green transformation and digital transformation cannot lack cultural elements."
