Identify priorities between economic development and social policy implementation

On the morning of October 13, Deputy Prime Minister Tran Hong Ha and the working group 3 of the Steering Committee summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years had a working session with the Party Committee of the Ministry of Labor, Invalids and Social Affairs.

According to the report of the Ministry of Labor, Invalids and Social Affairs, after 40 years of innovation, social policies have been continuously improved, gradually improving the quality, level of support and expanding coverage towards fairness, progress, approaching international standards, basically ensuring people's social security according to the provisions of the Constitution.

Implementing well the preferential and honoring policies for people with merit. The labor market institution has been gradually improved. Employment for workers is basically guaranteed. The health,education , social security and assistance systems continue to be improved and expanded. The scale, capacity and quality of basic and essential social services have been improved. The work of protecting, caring for and improving people's health has been increasingly improved. Resources for implementing social policies have been given priority investment by the State, associated with promoting socialization, attracting the participation of the whole society...

According to Dr. Bui Sy Loi, former Vice Chairman of the National Assembly's Committee on Social Affairs, operating a socialist-oriented market economy is the answer to Vietnam's recent achievements in social policy. Therefore, the economy and social policy need to go together. Economic growth provides more resources for social policy, and vice versa, good social policy will contribute to sustainable economic development.

In his speech, Deputy Prime Minister Tran Hong Ha requested the Party Committee of the Ministry of Labor, Invalids and Social Affairs to continue analyzing reality and draw out theoretical issues according to the Party's ideology, viewpoints and goals on the development model, political institutions, socialist rule of law state, and socialist-oriented market economy in each development stage. From there, identify priority issues between economic development and implementation of social policies in the coming period.

In particular, it is necessary to thoroughly grasp the Party's guiding viewpoint that social policies reflect the characteristics and good nature of the regime, making an important contribution to ensuring the socialist orientation, realizing economic growth in parallel with social progress and equity; not sacrificing social progress and equity, social security to pursue purely economic growth; ensuring social security and social welfare for the people; creating conditions for the people to participate and enjoy better and better the fruits of the cause of national innovation and development.

Emphasizing the inseparability of social issues and economic development, the Deputy Prime Minister said it is necessary to clarify the relationship between market economy and socialist orientation, and draw lessons in overcoming and regulating the negative aspects of market economy with clear and specific social tools and policies.

The Deputy Prime Minister requested the Party Committee of the Ministry of Labor, Invalids and Social Affairs to clarify the concepts of social security and social welfare, refer to the experience of operating the model in the market economy, the role of the state, and the participation of the private sector.

"Social issues must be included in development thinking and economic model selection. Current social goals can only be achieved when we have a more sustainable economic model such as digital economy, green economy, knowledge economy, etc. to replace the development model based on natural resource exploitation," the Deputy Prime Minister said.
