In his speech, Deputy Prime Minister Tran Hong Ha requested the Party Committee of the Ministry of Labor, Invalids and Social Affairs to continue analyzing reality and draw out theoretical issues according to the Party's ideology, viewpoints and goals on the development model, political institutions, socialist rule of law state, and socialist-oriented market economy in each development stage. From there, identify priority issues between economic development and implementation of social policies in the coming period.
In particular, it is necessary to thoroughly grasp the Party's guiding viewpoint that social policies reflect the characteristics and good nature of the regime, making an important contribution to ensuring the socialist orientation, realizing economic growth in parallel with social progress and equity; not sacrificing social progress and equity, social security to pursue purely economic growth; ensuring social security and social welfare for the people; creating conditions for the people to participate and enjoy better and better the fruits of the cause of national innovation and development.
Emphasizing the inseparability of social issues and economic development, the Deputy Prime Minister said it is necessary to clarify the relationship between market economy and socialist orientation, and draw lessons in overcoming and regulating the negative aspects of market economy with clear and specific social tools and policies.
The Deputy Prime Minister requested the Party Committee of the Ministry of Labor, Invalids and Social Affairs to clarify the concepts of social security and social welfare, refer to the experience of operating the model in the market economy, the role of the state, and the participation of the private sector.
"Social issues must be included in development thinking and economic model selection. Current social goals can only be achieved when we have a more sustainable economic model such as digital economy, green economy, knowledge economy, etc. to replace the development model based on natural resource exploitation," the Deputy Prime Minister said.
