The year 2025 marks a historic turning point for Duong Noi ward (Hanoi) as the locality officially operates its government apparatus under a two-tiered model.

In the new context, with strong transformation and high determination, Duong Noi ward has excellently fulfilled its socio-economic targets, especially the remarkable achievement of eliminating all poor and near-poor households in the area. This is the result of a persistent process, unleashing the strength of the great national unity through the core role of the Fatherland Front and people's organizations.

In 2025, Hanoi enters a new phase of development with profound changes in its administrative management structure. Duong Noi Ward is carrying out socio-economic development tasks in the context of a relatively strong economic growth, stable socio- political conditions , and maintained national defense and security.

In particular, the implementation of administrative unit restructuring and the streamlining of the organizational apparatus according to the two-tiered local government model has created a new impetus. The simplification of the apparatus and the direct processing of management procedures have helped to hear the voices of the people more quickly; social welfare policies are implemented more directly and effectively.

Urbanization in Duong Noi is progressing rapidly, but this also presents challenges such as widening wealth inequality and social welfare issues for vulnerable groups during the transition to new occupations. Facing these challenges, the Party Committee and the ward government have determined that economic development must go hand in hand with social equity and progress. Policies supporting household economic development, encouraging entrepreneurship, and promoting sustainable poverty reduction initiatives have been widely implemented, yielding positive results.

In this overall achievement, the Vietnam Fatherland Front Committee of Duong Noi Ward plays a pivotal role in uniting the strength of compassion. With the motto "using the people's strength to care for the people," the work of mobilizing support for the needy and other relief and charitable activities has been elevated to a beautiful cultural aspect of community life.

In 2025, through the "For the Poor" Fund, the Standing Committee of the Vietnam Fatherland Front Committee of the ward actively coordinated the dissemination of information, mobilization, and received nearly 490 million VND in donations. This is an impressive figure, demonstrating the trust of agencies, units, businesses, and all strata of the people in the open and transparent working methods of the Fatherland Front. From this fund, compassionate "bloodlines" have reached every street and every family in need of help.

To commemorate the 95th anniversary of the Vietnam Fatherland Front's Traditional Day and the 2025 National Unity Day, the ward's Fatherland Front Committee allocated funds to donate 62 gifts worth 31 million VND to households in extremely difficult circumstances. In particular, to maintain the achievements in poverty reduction and prevent the recurrence of poverty, the ward's Vietnam Fatherland Front Committee proactively coordinated with higher levels to donate 10 gifts to children of households that have recently escaped near-poverty, totaling 30 million VND.

A bright and sustainable example of humanity is the allocation of over 55 million VND to purchase voluntary social insurance for 58 disadvantaged individuals. This is not just immediate support, but also helps people have a solid foundation after retirement, thereby ensuring long-term social security.

Furthermore, the spirit of "showing gratitude and repaying kindness" has always been a special focus of Duong Noi ward. The Fatherland Front and other organizations have coordinated to organize health check-ups, consultations, and free distribution of medicine, and visited over 100 individuals including seriously wounded soldiers, disabled veterans, relatives of policy beneficiaries, victims of Agent Orange, and disadvantaged youth volunteers, with a total expenditure of 134 million VND.

Local community organizations also proactively donated 78 gifts worth 27 million VND to mothers and wives of martyrs and female war invalids, expressing the deep gratitude of today's generation for the sacrifices of their forefathers.

According to Lai Ha Phuong, Chairman of the Vietnam Fatherland Front Committee of Duong Noi Ward, the timeliness of the ward's political system is also demonstrated in unexpected situations. When serious traffic accidents or natural disasters such as thunderstorms occur, the Fatherland Front and political and social organizations immediately arrive to encourage and provide financial support to help victims alleviate their suffering and quickly stabilize their lives.

This concern extends to union members facing difficult circumstances. To commemorate the 96th anniversary of the founding of the Vietnam Trade Union (July 28, 1929 - July 28, 2025), the local authorities, in coordination with the City Federation of Labor, presented 50 gift packages (each worth 1 million VND) to union members, affirming the government's role in supporting workers in all situations.

One of the key highlights of the Fatherland Front's work in 2025 was the successful organization of the National Unity Day in 100% of residential areas. Also on this occasion, 93 gifts worth 61 million VND were given to households in difficult circumstances, creating a strong sense of community spirit and making each citizen feel like an indispensable part of the community.

Economic development support

If the Vietnam Fatherland Front is the center of unity, then the Women's Union of Duong Noi ward is the "keeper of the flame" for social welfare work. With the goal of fostering Vietnamese family values ​​and building a safe environment for women and children, the Union has effectively implemented Decision No. 938/QD-TTg of the Prime Minister approving the Project "Propaganda, education, mobilization, and support for women to participate in resolving some social issues related to women in the period 2017-2027" through various creative and practical forms of communication in each residential area.

The "Godmother" program is also one of the most significant achievements. With love and responsibility, the Women's Union at all levels has regularly visited and given gifts to children and women in difficult circumstances during holidays and Tet (Lunar New Year). In 2025, the Union coordinated with the city level to give gifts to active members in difficult circumstances with a total amount of 5 million VND; organized medical examinations, consultations, and provided medicine to 100 women who are beneficiaries of social policies and 150 other women members. The total amount spent on visits and gifts for special cases (mothers, wives of martyrs, children in difficult circumstances) reached tens of millions of VND, of which the grassroots branches contributed over 25 million VND from social resources.

Beyond charitable activities, the Women's Union of Duong Noi Ward also focuses on providing women with the means to become self-reliant economically. The Union has effectively managed credit loan funds, particularly from the Social Policy Bank with outstanding loans of 15.614 billion VND for 194 members, and from the TYM fund (Tinh Thuong Microfinance Limited Company - a unit under the Vietnam Women's Union) with outstanding loans of 1.6 billion VND. Thanks to these funds, many members have been able to expand their production and business activities, creating stable incomes.

Implementing Project 939 on "Supporting Women's Entrepreneurship," the Association has provided advice and job placement services for 80 workers, while also encouraging women to apply digital transformation to their businesses. As a result, in 2025, an additional 10 disadvantaged households significantly improved their living standards. Models such as "Turning Waste into Money, Building a Charity Fund," "Free Meals" for patients at the National Burn Institute, and "Adopted Children of the Youth Union" have become symbols of compassion, spreading positive values ​​within the urban community.

Looking back at 2025, the achievements serve as motivation for Duong Noi ward to pursue even higher goals in 2026. Chairman of the Vietnam Fatherland Front Committee of Duong Noi ward, Lai Ha Phuong, emphasized that in the coordinated action program, the Vietnam Fatherland Front Committee of the ward has identified the need to continue innovating its "For the Poor" activities in accordance with Directive No. 05-CT/TƯ of the Party Central Committee.

Local authorities will focus resources on caring for vulnerable groups, strongly responding to emulation movements such as "The whole country joins hands to build new rural areas," "For the poor - Leaving no one behind," and especially the "Digital literacy movement" to ensure that people do not fall behind in the digital age.

The Chairwoman of the Women's Union of Nguyen Thu Hoai Ward also affirmed that in 2026, the Union has set clear directions with a focus on enhancing women's economic empowerment. Implementing Resolution No. 68-NQ/TƯ of the Politburo on the development of the private economy, the Union will actively support female business owners and household business owners in participating in e-commerce and promoting their products. Coordination with vocational training centers to provide short-term training and career guidance for local women and children will be strengthened to ensure a quality workforce for the future development of the ward.
