Building Binh Loi into a livable rural area

Binh Loi Commune (Vinh Cuu District) is a purely agricultural commune with rice and sugarcane as the main crops. In 2015, the locality achieved new rural standards and from 2019 to present, it has been a model new rural commune.

Sugarcane and rice in Binh Loi commune gradually give way to grapefruit trees and rice fields; canal banks are replaced by bright, green, clean concrete roads connecting to garden houses, creating Binh Loi commune as a livable rural area.

Change from model residential area

Residential area of ​​Group 1 and Group 2 (Hamlet 5, Binh Loi Commune) has 60 households with 245 people. In 2020, this residential area was recognized by the Provincial People's Committee as the first model residential area of ​​the province in the New Rural Construction Movement.

Vice Chairman of Binh Loi Commune People's Committee LE HOANG LONG said that in order to transform from a model NTM to a smart NTM, Binh Loi Commune is in the process of building and completing a high-speed internet network system, Wi-Fi coverage at public places; providing digital skills guidance to people, especially farmers, to apply new technologies in agricultural production and business; promoting the application of smart management software in the operation and management of the Commune People's Committee; building a smart waste management system and protecting the environment through technology applications...

Party cell secretary of Hamlet 5, Binh Loi Commune, Nguyen Thai Son, expressed that it was the effort of each household, cadre, and party member in the residential area who, together with the hamlet and the commune government, worked together to build a model, peaceful, prosperous, and livable residential area. In each movement, cadres are always exemplary and leading the way, such as: breaking down old fences to build new fences when opening roads; donating land; planting and taking care of trees in front of houses; converting rice and sugarcane fields to grapefruit fields...

After many years of saving from grapefruit gardens and rice fields, Mr. Nam Dong (residing in Group 1, Hamlet 5, Binh Loi Commune) has built a spacious and comfortable house. Since Binh Loi Commune had a policy to build the residential area where he lives into a model residential area, Mr. Nam Dong boldly spent more than 400 million VND to build walls and plant flowers around the house to create a general beauty.

Hamlet 1 is not the central hamlet of Binh Loi commune, however, as the Head of Hamlet 1 (from 2008 to present), Ms. Nguyen Thi Tuyet Nga has spared no effort to work with the Executive Board of Hamlet 1 and the people's groups to enthusiastically participate in one movement after another so that the movement in Hamlet 1 is not inferior to other hamlets. Thanks to that, the small, narrow paths connecting the fields, houses, groups, and hamlets have gradually become 6-10m wide rural roads with concrete pavement, flowers planted on both sides of the road and street lights at night.

“The Movements for Building New Rural Areas, Advanced New Rural Areas and Model New Rural Areas not only motivate people to change their economic thinking but also help people understand and be responsible to the government in building their homeland, Binh Loi commune, to be more beautiful and developed,” Ms. Tuyet Nga confided.

Binh Loi commune has 3 model residential areas recognized by the province. Other residential areas, although not registered for construction according to the province's general criteria, all ensure the environment, landscape, traffic, security and order... Mr. Tran Van Minh (residing in group 4, hamlet 2, Binh Loi commune) boasted that the residential area where he lives and other places, although not registered to implement model residential areas, all wear the model NTM shirt, with the beauty of a green, peaceful, livable countryside.

“Although the act of dumping household waste in certain places is small, it is a great awareness of the people in the group, hamlet, and commune. Thanks to that, the residential area where we live is not only clean and beautiful but also looks very orderly and civilized,” said Mr. DINH VAN SON (residing in group 2, hamlet 1, Binh Loi commune).

Unite to build local development

In April 2025, the weather was hot, but passing through the model residential areas of Hamlet 1, Hamlet 3, Hamlet 5, Binh Loi Commune..., we still felt cool because of the local wind, the scent of the fields and gardens surrounding us; the roads in the village were clean and full of flowers. Being a nature lover, liking the quiet of the peaceful countryside, Mr. Nam Phung (residing in Group 1, Hamlet 5, Binh Loi Commune) often invited friends to his family's grapefruit garden to play and drink tea and chat.

Head of Hamlet 1, Binh Loi Commune (Vinh Cuu District) Nguyen Thi Tuyet Nga is ready to answer questions related to paperwork for people at home when they encounter difficulties.

“The local government always cares for the people, focuses on mobilizing infrastructure construction and converting crop and livestock varieties. Thanks to that, it has helped change the face of the countryside and people have a better income,” Mr. Nam Phung happily said.

Binh Loi commune has over 500 agricultural production households (accounting for about 40% of the total households in the commune). Previously, the locality was a specialized area for growing sugarcane and rice. These two traditional crops only helped farmers in Binh Loi commune stabilize their lives, making it very difficult for them to become well-off and prosperous. To increase the annual land use value and implement the local policy, farmers in Binh Loi commune have gradually converted sugarcane and rice fields to grow grapefruit. Currently, the whole commune has over 1,000 hectares of grapefruit. Grapefruit has become the main crop of the locality, generating an income of over 700 million VND/hectare/year.

Vice Chairman of Binh Loi Commune People's Committee Le Hoang Long said that, with the strong development of Tan Trieu grapefruit brand in Tan Binh Commune (Vinh Cuu District), bordering Binh Loi Commune, farmers in Binh Loi Commune with potential, capital conditions, and land fund have boldly converted land for growing sugarcane, rice (1 crop), high mound land (growing corn, beans) to growing grapefruit according to the commune's policy of converting crop structure. Thanks to that, people have had a breakthrough in income such as: from 100-150 million VND/hectare/year in 2010, now reaching over 700 million VND/hectare/year.

Besides the advantage of land fund, people of Binh Loi commune are also sensitive to the pace of urban life such as: developing services, participating in working at companies to ensure that all people of working age have jobs and income, there are no more poor households, the number of households with a good life and income or more accounts for over 70% of the commune's population.

In the historic days of April, the whole country is excitedly looking forward to the 50th anniversary of the Liberation of the South, the reunification of the country, the country is united. In that atmosphere, the people and the government of Binh Loi commune join hands and unite to continue to improve and maintain the beauty of the model new rural area of ​​the homeland, so that this place can truly become a livable new rural area in the province.
