
Based on Decision No. 1131/QD-TTg of the Prime Minister on the List of Strategic Technologies and Strategic Technology Products, and in accordance with the requirements of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, the Ministry of Science and Technology has coordinated with ministries and agencies to review, develop, and issue sets of standards for key areas: smart cities, strategic technologies, artificial intelligence, blockchain technology, data platforms and open data, information security and cybersecurity.
According to the Ministry of Science and Technology, standardizing new technologies not only serves state management but also facilitates research, development, testing, and commercialization of technology. Through a system of standards and regulations, testing, certification, and conformity assessment activities are carried out uniformly, thereby reducing risks, protecting users, and creating a healthy competitive environment for technology businesses.
During the implementation process, the National Standards and Quality Measurement Committee advised the Ministry of Science and Technology to issue a list of current national standards and national technical regulations for key sectors, and to publicly publish them on specialized electronic portals. This is considered a concrete step in realizing the spirit of Resolution 57-NQ/TW, transforming major policies into technical tools that can be immediately applied in practice.
The Ministry of Science and Technology not only focuses on building domestic standards but also encourages the direct application of international, regional, and foreign standards suitable to Vietnam's conditions. This approach helps shorten standardization time, increase international compatibility, and create conditions for Vietnamese technology products and services to participate more deeply in the global value chain.
At its 9th session, the 15th National Assembly passed the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations and the Law amending and supplementing a number of articles of the Law on Product and Goods Quality. These laws continue to affirm the role of standards and technical regulations as a fundamental management tool, encompassing all socio-economic fields, while also creating a legal basis for innovating the approach in developing and applying standards.
Leaders of the Ministry of Science and Technology believe that a key new aspect is the development of standards and regulations in the coming period, closely linked to impact assessments and consultations with affected parties, rather than a one-sided application by the management agency. This approach helps ensure feasibility, harmonize interests between the State, businesses, and the people, and enhance the level of safety in the application of new technologies.
To ensure the effectiveness of the standards system, the Ministry of Science and Technology is coordinating with other ministries, sectors, and localities to promote communication, training, and the development of guidance documents on the application of standards and regulations for businesses and research organizations.
