Resolving difficulties in site clearance

Mr. Tran Van Doan, resident of Hai Tien residential group, one of the households arranged to live in Resettlement Area B5, Thuan An Ward, Thuan Hoa District, shared: “The coastal road and Thuan An seaport overpass are key projects of the city, I strongly agree to hand over the site, creating favorable conditions for the construction unit to implement the project. Knowing that the Thuan An seaport overpass is about to close and will be open to traffic in a few months, everyone in the coastal and lagoon areas is very happy and waiting.”

Previously, Mr. Doan's family lived in the estuary area, and during the rainy and stormy season, life faced many difficulties. With the State allotting more than 150m2 of land in Resettlement Area B5, his family built a house and quickly settled in their new home.

Along with the State's support mechanisms and policies, local authorities and specialized departments of Thuan Hoa district regularly meet with households subject to relocation and clearance to propagate and mobilize; explain policies and legal regulations so that households can soon receive compensation and support, and quickly hand over the site to construction units.

Up to this point, according to statistics from the People's Committee of Thuan Hoa district, the 600m section has basically completed the site clearance work and handed over the site to the investor for construction of the project. Within the scope of site clearance on map sheets 3, 4 and 5, there are 164 cases involved; of which, 26 cases have approved records, 138 records are continuing to be appraised and confirmed the origin of the land to have a basis for deciding on compensation, support, and resettlement arrangements. The departments and branches have also focused on resolving problems regarding land prices for calculating compensation and support; resettlement land allocation prices; and resettlement arrangement conditions for households losing residential land and agricultural land. The highest goal set by the departments and branches is to complete the site clearance work for the remaining sections with two deadlines before April 30 and June 30, 2025.

Building modern resettlement areas

Mr. Ngo Van Du, Secretary of the Thuan An Ward Party Committee, said: Resettlement Area B5 belongs to the infrastructure of the new urban area of ​​Thuan An, Thuan An Ward has 145 lots. Currently, 30 lots have been arranged for people and many households have built houses right on this resettlement area. The functional agencies of Thuan Hoa District are carrying out the necessary procedures according to the regulations in the land acquisition work to continue arranging resettlement for the remaining people in Resettlement Area B5.

After a period of urgent construction, the infrastructure of the B5 resettlement area has been completed with many spacious roads and trees on both sides. The electricity and water systems are all underground cables, and the lighting system has been invested to help the B5 resettlement area look no different from a new urban area.

Mr. Ngo Van Du said: The B5 resettlement area has a scale of 4.62 hectares, started construction at the end of 2023, is one of the most methodically invested and modern projects not only in this area, but can be comparable to or better than many other resettlement areas in the city.

“The inauguration and putting into use of the Thuan An seaport overpass is not far away. This means that people will benefit greatly from this key bridge, not only in terms of geographical distance, but also opening up opportunities to attract investment and develop the local economy in coastal and lagoon areas. The difficulties related to the land acquisition work for the approach roads on both sides of the bridge are of special concern to local authorities and Party committees. Although there are still difficulties in the procedural stage, it is only a matter of time, because the majority of people understand and agree to hand over the site,” said Mr. Tran Van Vinh, Secretary of the Hai Tien residential group Party cell, Thuan An ward.

During the inspections of the progress of site clearance for key projects in Hue City, including the site clearance for the coastal road project and the Thuan An seaport overpass, Vice Chairman of Hue City People's Committee Hoang Hai Minh always requested local authorities and specialized departments to strengthen coordination, resolve and support people if they have to relocate, clear, compensate, and ensure that the new place of residence must be equal to or higher than the old place of residence so that people can rest assured and soon hand over the site to implement the projects.
