Do not let "hot spots" form
Quang Ninh is a coastal and border province in the Northeast region of Vietnam, with a strategic position in politics , economy, national defense - security and foreign affairs (it is the only locality in the country that has both a land and sea border with China). Of which, there is 250km of coastline, with national borders and maritime borders with China; on land, the North borders Guangxi (China) with 132.8km of border. Quang Ninh also has 5 border gates, land border openings, 3 seaport border gates and 1 international airport border gate. Favorable geographical and natural conditions on the one hand open up many opportunities for socio-economic development, but this is also a huge challenge for the fight against smuggling, trade fraud and counterfeit goods on the border lines, sea areas and inland areas.
In order to resolutely prevent goods and food of unknown origin from entering the province, from the beginning of the year, the Provincial Steering Committee 389 together with its member sectors, the People's Committee and the Steering Committee 389 of the localities promptly issued many key programs and work plans with specific measures and tasks for each sector, each locality in each area, each management field, ensuring strictness, efficiency, and concretization of the responsibilities of the leaders, on the principle of "clear people, clear work, clear responsibilities, clear areas" from the border to the interior; proactively propose preventive measures early, from afar, and combat plans close to reality to promptly prevent, detect, arrest and strictly handle, with no "prohibited areas" or "exceptions" according to the law.
Up to now, thanks to the proactive and close direction and management, many cases of buying, selling and transporting goods without invoices and documents proving their origin into the country have been detected and arrested by the authorities. Most recently, on May 27, Market Management Team No. 4 (QLTT), the provincial Market Management Department in coordination with the Economic Police Department (Quang Ninh Provincial Police) and the Customs Control Team (Customs Department of Region VIII) inspected a frozen warehouse in Village 5, Quang Nghia Commune, Mong Cai City and discovered more than 25 tons of frozen food of unknown origin. Through the inspection, the authorities discovered a large quantity of frozen food, including 25 tons of squid, 300kg of beef tripe and 160kg of chicken feet, contained in cardboard boxes and plastic baskets. Upon inspection, all of the goods had no information about their origin, many of the products had signs of bad odors and did not ensure food hygiene and safety. The store owner admitted that he had purchased these goods floating on the market for business purposes, without invoices, documents or any legal papers proving their origin. Market Management Team No. 4 temporarily detained all of the goods, made a record of the violation and completed the dossier for handling according to the provisions of law.
Previously, on May 14, on National Highway 18A in Bai Chay Ward, Ha Long City, Market Management Team No. 1, Market Management Department coordinated with Traffic Control Patrol Team No. 2 ( Quang Ninh Provincial Police) to inspect a car with license plate 29H-884.61 driven by Mr. Nguyen Van Hanh. Through inspection, the authorities discovered that the car was transporting 247 foreign-made products, including: powdered milk boxes, food and functional food products, cosmetics... The total value of the goods was estimated at about 67 million VND. Through inspection, the vehicle owner could not present invoices or legal documents proving the origin of the goods. Market Management Team No. 1 temporarily detained all the goods for verification and handling according to the provisions of law.
According to statistics from the provincial Market Management Department, in the first 5 months of the year alone, the provincial Market Management force coordinated with local authorities to inspect 313 cases, detected and handled 311 cases/311 subjects/364 violations of counterfeit goods, smuggled goods, and goods of unknown origin, with a total amount of over 11.2 billion VND (handling e-commerce violations accounted for about 16%).
Mr. Nguyen Dinh Hung, Head of the Provincial Market Management Department (Department of Industry and Trade), said: Through inspection and control, violators are increasingly sophisticated, using many tricks to deceive the authorities. Counterfeit goods are mixed in shipments, hidden under the name of hand-carried goods, promotional goods or e-commerce orders. In the coming time, the unit will continue to strengthen supervision, inspection, propaganda and strictly handle violations. The unit directs to promote the application of information technology in market surveillance, build a shared database on violations, strengthen inspection of online business activities, livestream, e-commerce platforms - places with many potential risks of counterfeit goods today. In addition, the Market Management force continues to closely coordinate with the police, customs, border guards and local authorities to grasp the situation, detect and handle violations; Training and improving professional capacity for market management officers, especially in the field of fighting e-commerce and intellectual property crimes.
Along with the domestic market, the border gates, trails, and openings along the entire border and sea routes are also strictly controlled by the authorities, promptly detecting and handling cases, preventing the formation of hot spots for smuggling, counterfeit goods, and goods of unknown origin. According to statistics from the Provincial Steering Committee 389, in the first 5 months of the year, the authorities in the province detected, arrested, and handled 1,084 cases of smuggling, trade fraud, and counterfeit goods; the value of the violated goods was over 12 billion VND.
Resolutely implement measures
With a long border, a large system of border gates and seaports, and a large volume of goods and people passing through, Quang Ninh is always a place with many potential risks of trading in prohibited goods, counterfeit goods, and poor quality goods, especially food of unknown origin. In fact, recently, the situation of trading and transporting illegal goods in the province has tended to increase. Notably, many cases related to trading in dirty food, of unknown origin, and poor quality have been detected and strictly handled by the authorities, contributing to warning consumers as well as tightening discipline in business activities.
Faced with the above situation, the People's Committee of Quang Ninh province has given strong direction, assigned the Provincial Steering Committee 389 to take the lead, strengthen coordination between departments, branches, localities and specialized forces such as the Police, Border Guard, Customs, Market Management, Health... to develop a specific, flexible and effective action plan. The province especially emphasized not to let hot spots of smuggling and trade fraud form, especially in the food sector.
Lieutenant Colonel Bui Duy Hung, Head of the Economic and Environmental Police Department, Quang Ninh Provincial Police, said: Implementing the province's direction on strengthening the fight against smuggling, counterfeit goods, and goods of unknown origin, the police force determined that this is a regular and continuous task that needs to be implemented resolutely, not allowing the formation of hot spots or lines of consumption of illegal goods in the area. In the coming time, along with strengthening professional measures, the provincial police force will also closely coordinate with functional agencies and local authorities in the work of grasping the situation, disseminating the law, promptly detecting, combating and strictly handling violations. At the same time, focus on improving the capacity of officers and soldiers, strongly applying information technology in monitoring and investigation, as well as stepping up inspection of online business activities, in order to strictly control the sources of goods circulating in the market, especially goods that pose a risk to the health of consumers.
Along with that, to effectively prevent the trade of counterfeit goods and foods of unknown origin, Quang Ninh has determined that it is necessary to strictly control from "root to tip", from the place of production, supply to the final consumption points. Accordingly, food processing and trading establishments in the province are required to register and publicly disclose information about the origin of products, conduct periodic quality inspections, especially for items that are easily counterfeited such as wine, fish sauce, confectionery, cosmetics, pharmaceuticals, etc. Establishments that violate or do not meet the requirements will have their licenses suspended, revoked or be strictly handled according to the law.
At shopping centers, supermarkets, traditional markets, border markets, etc., the authorities develop plans, inspect, and coordinate to strictly control the sale of counterfeit goods and goods of unknown origin. Along with inspection measures, administrative and criminal handling, Quang Ninh province attaches special importance to propaganda work, raising awareness among consumers and the business community. Many communication campaigns on identifying genuine and counterfeit goods, warning about the harmful effects of dirty food have been widely deployed on mass media, grassroots broadcasting systems, social networks and live communication sessions at markets, schools, and residential areas. The province also deploys digital technology applications to trace the origin of products, support people in detecting illegal goods, help people easily look up information, report violations, and contribute to market transparency.
In the coming time, the province will continue to improve the business management database system, promote digitalization of monitoring and inspection work, and enhance dialogue between the government and the business community and small traders to create a fair, transparent and healthy business environment.
Directing at the conference to review the work of combating smuggling, trade fraud and counterfeit goods in the first quarter of 2025, Comrade Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389, requested members of the Steering Committee 389 to continue to thoroughly grasp and strictly implement the directive documents and plans of the National Steering Committee 389 and the province, and to attach responsibility to the Party Committees, heads of agencies, units and localities in organizing the implementation of this content. Requesting member agencies and forces to continue to strengthen coordination, grasp the situation, promptly detect, prevent and strictly handle violations related to smuggling, counterfeit goods, counterfeit goods, goods of unknown origin, goods violating intellectual property rights... If there are signs of criminality, they will be resolutely prosecuted, ensuring deterrence and strictness of the law.
Quang Ninh is determined not to let hot spots of smuggling, trade fraud, and counterfeit goods form in the area, thereby contributing to stabilizing the market, protecting the rights and interests of businesses and consumers, ensuring security and order, and serving socio-economic development.
