The main content of Lenin's "New Economic Policy" is to restore and develop commodity-monetary relations, using state capital and other economic sectors, considering it as a transitional measure, an intermediate "link" to gradually move to socialism, a method to develop productive forces... The commodity-monetary relations in the "New Economic Policy" are different in nature from the commodity-monetary relations in capitalist production; If the commodity-monetary relations of capitalism are "free competition" for the profit of capitalists, the commodity-monetary relations in the "New Economic Policy" are for the benefit of workers through the "agricultural tax policy". Lenin advocated that economic development must be closely linked between the interests of the state and the interests of workers, creating motivation for workers to develop production, the goal is to take care of workers' lives and strengthen the Soviet government. Implementing the "New Economic Policy" in just a short time, Soviet Russia overcame all challenges and had great epochal significance, especially in the current cause of building socialism in our country.

Inheriting and developing Lenin's thoughts and lessons learned from the successes and failures of the Soviet Union and the socialist countries in Eastern Europe. After the reunification of the country, our Party launched the implementation of the renovation policy, including economic renovation, building a socialist-oriented market economy, linking economic development with social progress, protecting the environment, implementing many socio-economic policies to care for the lives of all classes of people, inheriting and developing Lenin's thoughts stated in the "new economic policy" in accordance with the new conditions of our country... In a short period of time, we have achieved great achievements in both economy and society; After more than 35 years of implementing the renovation policy and more than 30 years of implementing the platform for national construction in the transitional period to socialism, with many contents stated in the "new economic policy" being applied and creatively developed in the socialist-oriented market economy, we have achieved tremendous achievements, escaping from a poor country, becoming a developing country with average income; "Our country has never had the foundation, potential, position and international prestige like today".

Ha Giang, when implementing the renovation policy, was a particularly difficult province. Implementing the Party's renovation policy, building a socialist-oriented market economy, encouraging and creating conditions for economic sectors to develop, the government played the role of "creator" of the legal corridor for economic organizations to compete equally within the framework of state mechanisms, policies and laws; promoting the strengths of each region and locality to produce goods, protect the environment, gradually improve the lives of all classes of people... with the motto of taking the people as the root in the direction and administration "People know, people discuss, people do, people inspect, supervise and people benefit", all for the benefit of the people over the past many terms, up to now, Ha Giang from a particularly difficult province, has gradually built a relatively synchronous infrastructure system, the socio-economic development is quite rapid. Specifically, in 2022, the growth rate of gross regional domestic product (GRDP) in the province will reach 7.8%; the average gross regional domestic product per capita in the province will reach 34.3 million VND/person; economic sectors will recover and grow strongly, especially Ha Giang will become a favorite, safe and friendly destination for many domestic and international tourists with 2.2 million visitors/year...

Since the beginning of building a socialist-oriented market economy in the whole country in general and in the province in particular, it has created more and more products for society, with better quality, the productive forces have developed more and more, people's lives have been improved more and more... what is more important is to make the awareness of socialism and the path to socialism in our country clearer and clearer, the "quality" of socialism has become more and more evident in our society. To continue to strongly develop the "Socialist-oriented market economy", the current task is to reform and perfect the socialist-oriented market economic institution, build a synchronous infrastructure system, promote the application of new scientific and technological advances, develop productive forces, and liberate all potentials... This is a creative process full of difficulties and complications... Because in the history of human development there has never been a precedent, no "model" of a socialist-oriented market economy, we have to build and learn, summarize, and draw experiences from practice to develop with appropriate stages and steps; requiring constant study to grasp the basic principles of Marxism-Leninism, Ho Chi Minh thought, grasp the basic laws of the market economy, closely follow and grasp practice to creatively apply it to our country's practice; We must have high determination and act decisively for the benefit of the people, not expecting but also not being hasty; along with accelerating construction, we must step up the fight against corruption and negativity, combining "building to fight and fighting to build", building is the main thing.

By being steadfast in Marxism-Leninism and Ho Chi Minh's thought, creatively applying and developing Lenin's thought stated in the "new economic policy" in new conditions, in accordance with the practical conditions of our country, we will certainly successfully carry out the transition period to socialism.
