Building a truly clean and strong Binh Thuan Provincial Police force. Part 2

According to President Ho Chi Minh , morality is the root and foundation of the Party, an important factor in creating people's trust in the Party. Building the Party in terms of morality is an important issue, throughout the process of the Party's existence and development, and is one of the pillars of Party building.

“Morality - The Root of a Revolutionist”

Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo (12th tenure) determined that it is necessary to focus on building a People's Public Security force that is truly clean, strong, disciplined, elite, modern and comprehensive in terms of politics, ideology, ethics, organization and staff. Among those important elements, building the Party in terms of ethics associated with studying and following Ho Chi Minh's ideology, ethics and style and implementing Uncle Ho's Six Teachings to the People's Public Security for the Binh Thuan Provincial Public Security force is an extremely necessary task, requiring determination, perseverance, focus, innovation and creativity.

Exemplary and leading in implementing the Central Committee's resolutions, directives and conclusions on Party building and rectification, Binh Thuan Provincial Police have proactively, synchronously, resolutely, comprehensively and effectively implemented the Six Teachings of Uncle Ho in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle through practical and diverse actions. Notably, they have focused on perfecting and arranging the apparatus, restructuring the staff in a lean, compact and strong direction; building commune, ward and town police to fundamentally and initially resolve complicated security and order incidents, bringing online public services closer to the people; pioneering in preventing and fighting the COVID-19 epidemic... contributing to building a truly clean and strong force in all aspects and bringing a peaceful and happy life to the people.

"Keep the party oath"

That is the theme of an important political activity on Party building and rectification launched by the Standing Committee of the Binh Thuan Provincial Party Committee and widely deployed in all Party cells, Party committees, and Party organizations in the entire Binh Thuan Provincial Police Party Committee . The activity "Keeping the Party member's oath" is an opportunity for cadres and Party members to continue to thoroughly implement Conclusion No. 21-KL/TW, dated October 25, 2021 of the Party Central Committee (13th tenure) on promoting Party building and rectification and the political system; to study and apply the work "Some theoretical and practical issues on socialism and the path to socialism in Vietnam" by General Secretary Nguyen Phu Trong as well as the full-term topic "Studying and following Ho Chi Minh's ideology, morality, and style on self-reliance and aspiration to develop a prosperous and happy country".

The activity is also an opportunity for cadres and party members to firmly uphold the oath of a member of the Communist Party of Vietnam; respond to the political activity "Commemorating the 75th anniversary of the day Uncle Ho stated the Six Teachings of the People's Public Security and the 75th anniversary of the Traditional Day of Building the People's Public Security Force" with the theme "Honor is the most sacred and noble thing". In particular, the Public Security of units and localities organized the political activity "Keeping the oath of party members" with rich, diverse and meaningful activities at the Binh Thuan Provincial Party Committee Base Relic Site during the resistance war against the US (Salon Base in Dong Giang Commune, Ham Thuan Bac District) to review, preserve and promote the heroic historical tradition of previous generations, and educate young cadres and party members about revolutionary ideals and ethics.

The activity reminded the Party members to always cultivate, practice, and keep the "Oath of a Party Member", and strive to fulfill their duty to contribute to the revolutionary cause of the Party and the People. This is also an opportunity for cadres and Party members to raise their awareness of self-reflection, self-correction, and prevention of degradation, contributing to building the Party and the political system increasingly clean and strong. The implementation of the "Keeping the Oath of a Party Member" activity by the Provincial Police Party Committee is assessed to have many creative and meaningful ways of doing things, bringing about many practical results.

Through implementation, 100% of branches and party committees organized 133 political activities with the participation of 909 party members with good quality; organized 30 picnics and tours at the Salon Base Relic Site ...

“Honor is the most sacred and noble thing”

Over the past years, the Binh Thuan Provincial Police have effectively implemented the Party building work on ethics. Political activities on self-reflection and self-correction have been seriously implemented and achieved many results. Through review, the shortcomings and limitations have been pointed out, such as the state of being respectful, afraid of collision, lack of determination in self-criticism and criticism; some cadres and party members have not been proactive in their work, lack of closeness at the grassroots level, from which each collective and individual has built a plan to overcome immediately. Discipline and order have been tightened, inspection of compliance with the People's Public Security Ordinance has been regularly strengthened, especially the implementation of the 5 Oaths, 10 Disciplinary Articles, on-duty work, combat duty, and combat readiness to rectify and raise the awareness of compliance of cadres and party members. There have been more than 600 inspections at the Public Security of units and localities, through assessment, the vast majority of cadres and party members strictly comply.

Propaganda and education work in a form that is rich, vivid in content and has practical significance has been widely deployed; the contents of studying Ho Chi Minh's ideology, morality, style and the Six Teachings of Uncle Ho have also been included in the training, fostering and coaching programs. Thereby, further deepening the awareness, mettle, and ability to apply in combat and daily life, especially raising the awareness of serving the people of cadres and party members.

Well implementing information, propaganda, posting instructions, announcing results at the administrative procedure settlement department and the Provincial Police website; organizing dialogues and seminars to improve communication and behavior culture... More than 300 sessions to receive opinions through the Conference "Police listen to people's opinions", talks between people and local police were organized; receiving 23,343 votes from 193 suggestion boxes, of which 99.8% of votes rated good in handling work according to the Project to Measure the satisfaction of people and organizations with the service of state administrative agencies... is a clear demonstration of the sense of responsibility and public ethics of cadres and party members in promoting administrative procedure reform, serving the people.

There have been many typical examples of pioneers in studying and following Uncle Ho, in the emulation movement "For the security of the Fatherland". Practical and specific models and tasks in work and combat have been widely deployed, contributing to raising awareness, spirit and responsibility of cadres and soldiers, building a good image in the hearts of the people such as working overtime, working outside of working hours, on holidays to handle administrative procedures; issuing Citizen Identification Cards at home for the elderly, the disabled; taking care of policy families, the disadvantaged, ethnic minorities...

There have been 65 models and 16 projects registered to implement "Studying and following Ho Chi Minh's ideology, morality and lifestyle" associated with studying and implementing Uncle Ho's Six Teachings; 22 good models, creative and effective ways of studying and following Ho Chi Minh's ideology, morality and lifestyle have been deployed ...

It can be affirmed that the political activity to celebrate the 75th anniversary of the day Uncle Ho stated the Six Teachings of the People's Public Security (March 11, 1948 - March 11, 2023) has created a vibrant atmosphere in the force, attracting the attention, monitoring and active support of the entire political system and the masses so that the Public Security force can become increasingly strong and undertake the important responsibilities assigned by the Party and the People. To continue promoting the study and following of Uncle Ho's Six Teachings to become a regular, daily activity, a way of life, a way of thinking, and a way of working of each cadre and party member in the People's Public Security, Senior Lieutenant Colonel Dang Ai Ly, Head of the Party and Political Work Department, emphasized: "Each cadre and party member must first of all engrave in his/her mind Uncle Ho's teachings on "For oneself", must cultivate and practice "Diligence, thrift, integrity, and uprightness", must "self-reflect and self-correct", because that is the "qualification" and "duty" of cadres and party members in practicing revolutionary ethics".

In the coming time, the Binh Thuan Provincial Police force will focus on implementing a number of key solutions, which are: It is necessary to promote the role and responsibility of the Party Committee and unit leaders, especially the leaders in deployment and implementation; must be exemplary in all aspects of work and activities with the motto "the superiors set exemplary examples, the subordinates actively follow"; Strongly and widely deploy movements and practical action programs; Studying and implementing the Six Teachings of Uncle Ho must go hand in hand with studying and following Ho Chi Minh's ideology, morality and style, with building and rectifying the Party, building a People's Police force that is truly clean and strong in politics, ideology, organization and morality; Focus on political and ideological education, cadre management, tightening discipline, order, regulations, and codes of conduct in the People's Public Security, promoting good people and good deeds, creating a strong spread, thereby gaining the consensus and support of Party committees, authorities, sectors, and organizations, especially the supervision, comments, and support of the people.

Continuing to promote the exemplary role of leading in implementing the Party's guidelines and policies, cadres and party members in the People's Public Security force " are determined to fight for the Party and the revolution for life.
