Along with the highest mobilization of domestic strength, the Party has set out a correct foreign policy, gaining support from international friends. Thanks to the great material and spiritual assistance of the Soviet Union, China, and many socialist countries, especially in the military, economic, and diplomatic fields; the solidarity in fighting against the common enemy of the Lao and Cambodian people, the support of revolutionary forces, working people, peace fighters, intellectuals, and progressive people in the world, including the progressive people of the United States, has made an important contribution to the victory of our people's just resistance war. For our army and people to make a victory in the struggle to unify the country, contributing to maintaining peace in the region and the world.
To promote the values of the great victory of Spring 1975, the entire Party, people and army need to make every effort to well implement the following basic issues:
Firstly , constantly maintain and strengthen the leadership role of the Party, build a prosperous and happy country. To put resolutions and conclusions on innovation, arrangement, streamlining the organization of the political system, developing science and technology, innovation and national digital transformation into practical life, creating consensus of the entire Party, the entire people, the entire army, and the entire political system, then the Party's policies and guidelines will have vitality in the hearts of the people, creating endogenous strength to make the country develop richly and strongly.
Continuously consolidate and enhance solidarity and unity, practice democracy in conjunction with Party discipline and order; build grassroots Party organizations and improve the quality of Party members; further tighten the close, flesh-and-blood relationship between the Party and the people, rely on the people to build the Party; mobilize the intelligence and strength of the entire Party and the entire nation to successfully implement strategic goals.
Second , maintain, strengthen and promote the role of the great national unity bloc to successfully carry out the task of building and defending the socialist Vietnamese Fatherland in the new situation. To promote the strength of the great national unity bloc in the new period, Party committees and authorities at all levels need to strengthen leadership and direction to promote grassroots democracy to create consensus, arouse patriotism, potential and creativity of the people in patriotic emulation movements. Cadres must practice being close to the people, listening to the opinions, thoughts and aspirations of the people, increasing dialogue and exchange to promptly resolve difficulties and obstacles... When the Party's will and the people's hearts are clear, all policies and guidelines of the Party will become reality, the strength of the great national unity will be strongly promoted, creating endogenous strength, unlocking all resources, removing bottlenecks, knots and barriers for the country to develop sustainably.
Third , build a strong socio-economic potential, unleash all resources, and promote all driving forces for the country to rise up. To make the country develop rapidly and become rich and strong in the new era of development, the entire Party, people, and army need to strive, join hands, mobilize strong, drastic, and comprehensive participation at all levels, and focus on effectively and substantially implementing the economic restructuring process associated with growth model innovation. Make stronger breakthroughs in development institutions, remove bottlenecks and barriers, take people and businesses as the center, mobilize and unleash all internal and external resources, and resources within the people. Give the highest priority to synchronization and breakthroughs in building socio-economic infrastructure. Promote strategic technology, digital transformation, green transformation, and take science, technology, and innovation as the main driving force for development. Develop specific policies to develop economic zones with great potential, border economic zones and strategic regions according to the Politburo's regional development resolutions. At the same time, implement social policies well, ensure social security and welfare. Build a healthy living environment, adapt to climate change. Implement policies on ethnicity, religion and belief well, towards a safe and friendly living environment. Promote gender equality, women's advancement, prevent and combat domestic violence and develop physical education and sports... to improve the health and stature of Vietnamese people, increase life expectancy and quality of life of people.
Fourth , build and develop an advanced culture imbued with national identity, truly becoming a solid spiritual foundation of society, an endogenous strength, a driving force for national development and protection of the socialist Vietnamese Fatherland. Invest in cultural development in harmony with socio-economic development, creating a civilized, united and progressive society. Issue mechanisms to encourage the development of cultural industries, create valuable cultural products, promote national potential and identity. Effectively implement the National Target Program on Cultural Development for the 2025-2035 period to improve spiritual life, protect and promote traditional cultural values in international integration. Organize well the activities to celebrate major holidays and important historical events of the country in 2025 and the following years to raise public awareness of historical, cultural and traditional values of the nation.
Focus on comprehensive development of Vietnamese people in terms of ethics, intelligence, creativity, aesthetics, physical strength, life skills, and professional skills to meet the requirements of sustainable national development. Focus on implementing the national value system, cultural value system, and Vietnamese human value system associated with preserving and promoting the Vietnamese family value system in the new era. In addition, building and developing culture in politics, in economics, especially culture in the Party to become a moral example for society; strengthening the resistance of culture, fighting against all negative impacts.
Fifth , promote the core role of the people's army and people's police in the cause of national construction and defense. Continue to build a strong, compact and elite people's army; study, adjust, arrange and perfect local military agencies and organizations in accordance with military art and people's warfare when the Central Government implements a three-level government; continue to perfect the organization of the people's police apparatus "elite ministries, strong provinces, and grassroots communes". Promote the development of modern defense and security industries; enhance the combat strength of the people's armed forces in defending the Fatherland.
The People's Army and the People's Police must always grasp and creatively apply the law: "Building the country goes hand in hand with defending the country", closely, thoroughly and comprehensively study the situation of national defense, security and protection of the Fatherland. Raise the spirit of revolutionary vigilance, maintain strategic initiative, prepare in all aspects, be ready with plans to defeat all plots and tricks of sabotage by hostile forces, reactionaries, political opportunists, not to be passive, surprised and adapt flexibly in all situations.
Sixth , strengthen international integration, contributing to maintaining a peaceful, stable, cooperative and mutually developing environment. Along with the Party's foreign affairs activities, State diplomacy and people's diplomacy, all levels and sectors need to continue to thoroughly grasp, synchronously, creatively and effectively implement the Party's policies and guidelines on foreign affairs. Promote research and strategic forecasting, grasp the world and regional situation, correctly assess partners and subjects directly related to national independence, autonomy and sovereignty in both the short and long term to propose correct and appropriate policies, decisions and methods of behavior in foreign relations, on the basis of flexibly applying the motto "with the unchanging, responding to all changes"; maintain a peaceful and stable environment, creating favorable conditions to firmly build and protect the Socialist Republic of Vietnam.
The strength of Vietnam in the Ho Chi Minh era has been affirmed in the practice of revolutionary war and in the cause of building and defending the socialist Vietnamese Fatherland. To develop the country into a rich, strong, powerful nation, on par with the world's great powers, the entire Party, the entire people, and the entire army need to join hands, promote the nation's wisdom and traditions to successfully carry out all revolutionary tasks, especially preparing and successfully organizing the Party Congresses at all levels for the 2025-2030 term and the 14th National Congress of the Party, creating endogenous strength, bringing the country steadily into a new era of development for the Vietnamese nation, towards the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding so that Vietnam's stature and position continue to shine in the international arena.
