
Immediately after the Provincial Party Standing Committee directed the implementation of the Resolution of the 16th Provincial Party Congress, the Hiep Hoa Ward Party Committee urgently organized a conference to thoroughly disseminate to all cadres, party members, party cell secretaries, neighborhood heads and members of the Front Working Committee. With a proactive and decisive spirit, the locality has developed a master plan, clearly defining goals, tasks and specific solutions, suitable to the actual conditions of the locality. The determination of policies and planning was implemented synchronously, closely following the tasks, goals and major orientations stated in the Resolution of the 16th Provincial Party Congress, Action Program No. 01-CTr/TU of the Provincial Party Executive Committee and Plan No. 272/KH-UBND of the Provincial People's Committee.
Demonstrating a proactive spirit in implementing tasks to improve the quality of urban areas and residential areas, Hiep Hoa ward has reviewed and selected practical works that meet people's needs to prioritize investment in upgrading and renovation. In particular, the road from the welcome gate of Hiep Hoa 1 village through Ben Thoc to Cong 2 Cua (Song Khoai 11 village) was included in the list of urban upgrading and beautification. This is an inter-village road with a length of more than 900m, densely populated, large traffic volume, but has degraded after many years of use. Faced with that reality, the ward has proactively surveyed, appraised, and determined the scale of renovation with a total investment of about 10 billion VND, including the following items: Road expansion, asphalt concrete paving, construction of drainage ditches, sidewalks and lighting system.

The investment policy to upgrade the road from Hiep Hoa 1 village through Ben Thoc to Cong 2 gate has received consensus and high support from the local people. Mr. Dinh Thai Son, Party Cell Secretary, Head of Song Khoai 11 village, shared: The investment policy for this road has been completely agreed by the people. On the part of the neighborhood, we will continue to hold meetings, propagate, and mobilize people to understand and join hands in implementation. If within the construction area there is land, trees, or architectural objects that need to be cleared, the people are willing to donate and create conditions to hand over the clean site to the construction contractor.
Sharing the joy, Mr. Le Cong Khoi (Song Khoai 11 village) expressed: We have been looking forward to and petitioning for this road for nearly 20 years now, and now that the authorities at all levels are interested in investing, the people are very excited. The roads are more spacious, cleaner, more convenient and safe to travel, without flooding and slippery conditions like before, which is the long-standing wish of our people.
Hiep Hoa Ward was established on the basis of merging Cong Hoa Ward, Hiep Hoa Commune and Song Khoai Commune. In order to ensure synchronization in urban development, the ward has proactively reviewed and evaluated the current state of infrastructure, re-evaluated works in urban areas and residential areas in the area. Through the review, the ward identified nearly 40 works and projects that need to be invested in upgrading, renovating, and embellishing, focusing on essential items such as: Upgrading and expanding traffic roads; dredging and clearing canals to prevent flooding; renovating playgrounds, installing lighting systems, etc. The total investment is expected to be about 150 billion VND, mobilized from the provincial budget, local resources and people's contributions according to the motto "State and people work together".

Mr. Dang Quoc Trung, Chairman of Hiep Hoa Ward People's Committee, affirmed: The Ward has identified the key goals in this period as renovating, embellishing, and completing the traffic infrastructure of residential areas; improving the quality of technical infrastructure and urban criteria; and at the same time, thoroughly handling black spots that pose potential traffic safety risks. The Ward will build and supplement drainage systems in existing residential areas, ensuring drainage and preventing flooding; investing in entertainment venues, outdoor community activity spaces combined with stops and parking areas, practically serving the living needs of the people. It is expected that in November and December 2025, many key projects will start construction and strive to be completed in 2026, meeting the needs of people, contributing to embellishing and enhancing the urban appearance, and together with the whole province, realizing the goal of making Quang Ninh a centrally-run city before 2030.
With high determination, drastic actions and the joint efforts of the Party Committee, the government and the people, Hiep Hoa ward is making efforts every day to improve infrastructure and improve the urban appearance. The works and projects, once completed, will create a solid foundation to help the ward gradually achieve urban classification criteria, effectively exploit existing potentials and advantages, and attract investment in industrial parks and industrial clusters. This is also an important driving force to improve the quality of people's lives, promote rapid and sustainable socio -economic development.
