Hai Phong prioritizes converting surplus headquarters to education and healthcare

The city is reviewing and converting the functions of redundant headquarters after the administrative boundary merger in the direction of prioritizing the development of the education, health, and cultural sectors.

Improve efficiency

After the administrative reorganization, Hai Phong has a large surplus of public offices. Instead of leaving them empty or using them for the wrong purposes, the city has directed localities to review and propose solutions to make the most of the facilities serving the community, focusing on education , culture, and health - areas with urgent infrastructure needs.

According to Vice Chairman of Gia Phuc Commune People's Committee Do The Ngoc, the commune was established on the basis of merging 5 old communes, currently using 3 headquarters as the working place of the Party Committee, Commune People's Committee, Commune Police, with 2 remaining headquarters. Of these, the old Hoang Dieu Commune People's Committee headquarters was converted into the main campus of Hoang Dieu Kindergarten.

This conversion helps the commune solve the problem of lack of space and dispersion of school locations. The old Thong Kenh Commune People's Committee headquarters was converted into a multi-purpose building and additional classrooms for Thong Kenh Primary School because it is located opposite the primary school across the commune road, convenient for organizing renovations and sharing infrastructure.

Once completed, the project will help improve the school's capacity to organize teaching and physical activities for students.

Adjacent to Gia Phuc commune, Gia Loc commune was established on the basis of merging the entire Gia Tien commune and a part of Gia Phuc, Yet Kieu, Le Loi communes, Gia Loc town of the former Gia Loc district. After the arrangement, the locality proposed to transfer a part of the headquarters of the Party Committee, People's Council, and People's Committee of Gia Loc town (old) to be used as a community activity place for residential area No. 7 and a part as the headquarters of the commune health station; the headquarters of the People's Committee of Gia Tien commune (old) to be used as a community activity place.

Le Chan Ward has a surplus of the old An Bien Ward People's Committee headquarters. The locality also proposed to convert it into the second campus of Tran Phu Secondary School. The two campuses are about 500 meters apart, convenient for management and teaching. "Tran Phu Secondary School is currently overloaded with a shortage of 20 classrooms. This renovation will help reduce pressure on the school and create better learning conditions for students," said Pham Viet Anh, Vice Chairman of Le Chan Ward People's Committee.

Creating resources and space for development

In order to properly arrange and handle public assets, the City People's Committee has established a Steering Committee for rearranging and handling houses and land in the city. The City assigned the Department of Finance to preside over and work with relevant agencies and units to develop plans and solutions for rearranging and handling each specific case.

Based on the advice of the Department of Finance, the City People's Committee continues to have a plan to handle public assets such as working headquarters, surplus, unused, ineffectively used, and improperly used public facilities of agencies, organizations, units, and localities under the city's management, divided into 2 phases.

By December 31, 2025, complete the following tasks: transfer and assign 203 housing and land facilities to other agencies and units under the city's management.

Transferring and converting the functional use to educational, medical, cultural and sports facilities for 151 houses and lands. Transferring to the Central agency for management and use of 85 houses and lands. Transferring to the City Land Fund Development Center for management, processing and exploitation of 228 houses and lands.

Phase 2 will complete the handling of 11 houses and lands used for the wrong purpose, with difficulties and problems, before March 31, 2026.

The City People's Committee assigns the tasks to agencies and units to prepare documents requesting the handling of housing and land facilities to the Department of Finance according to the prescribed time frames for synthesis and reporting to the City People's Committee. The Chairman of the City People's Committee decides according to his authority.

Deputy Director of the Department of Finance Nguyen Dong Kim said that the Department has sent a document to localities, departments, branches and units with specific instructions on the order and procedures for preparing documents to handle housing and land facilities according to the direction of the City People's Committee.

To ensure compliance with the proposed plan, agencies, organizations and units must study the guidance content and promptly prepare documents to request the handling of assets under their management according to regulations.

Handling and rearranging surplus public assets is a solution to create resources and development space for essential areas such as education, health, culture, and sports. Thereby, both improving the efficiency of public asset use and promoting the value of serving the people, towards sustainable development.
