Hue 'struggling' to cope with consecutive floods

From October 15 to 27 alone, Hue city suffered three floods; of which the flood on October 27 was the biggest, causing particularly serious flooding in 32 out of 40 communes and wards of the city.

In just a short period of time, Hue city suffered many consecutive floods; especially the big flood that occurred on October 27 seriously affected people's lives.

Many roads were severely flooded and landslides cut off traffic. Authorities and people struggled to cope and minimize damage caused by the floods.

The first flood from October 15-18; total rainfall is generally 100-300mm; higher in some places such as: Bach Ma Peak 750mm, Bach Ma National Park 699mm. The second flood, from October 21-24; total rainfall is generally 170-400mm; higher in some places such as: Bach Ma Peak 958mm, Bach Ma National Park 515mm, Phu Bai reservoir 539mm.

The third flood season started on the night of October 25 and is forecast to last until October 29. The difference with this season is that the rainfall is heavier and concentrated in mountainous areas - the source of rivers and where there are large hydroelectric and irrigation reservoirs.

From the afternoon of October 25 to noon of October 27 alone, in the plains of Hue city, the rain was commonly 150-300mm, in the mountainous areas it was commonly 500-700mm; even in some mountainous areas it was higher such as Bach Ma Peak 2,272mm, Khe Tre 1,257mm, Huong Son 1,112m; the highest hourly rainfall was up to 104.6mm/hour in Nam Dong.

As of noon on October 27, extremely heavy rain caused the water flow to Huong Dien Hydropower Reservoir to reach 3,926m3/s; the flow downstream also reached 3,910m3/s.

Similarly, at Binh Dien hydroelectric reservoir, the water flow to the lake is up to 5,105 m3/s; the flow downstream is 3,782 m3/s. At Ta Trach reservoir, the water flow to the lake is up to 5,898 m3/s; the flow downstream is 2,470 m3/s.

Therefore, floods on the two main rivers of Hue city, the Perfume River and the Bo River, rose rapidly from the evening of October 26 to the afternoon of October 27. At 3:00 p.m. on October 27, floods on the Perfume River - the river flowing through the center of Hue city - continued to rise above alert level 3 by 1.26m; floods on the Bo River in the north of the city rose above alert level 3 by 0.72m. What is worrying is that floods on these two rivers are forecast to continue to rise.

Currently, many roads leading to the center of Hue city on both sides of the Perfume River are deeply flooded, only high-chassis cars or specialized vehicles can move on some roads. The only remaining means of transportation is boats.

At the intersections on the southern bank of the Huong River, Thuan Hoa ward is considered to be in a high position and rarely flooded, but is now deeply flooded, such as: the roundabout south of Da Vien bridge on Bui Thi Xuan street, the intersection of Nguyen Hue and Dien Bien Phu streets.

Mr. Le Phuong, 45 years old, Thuy Xuan ward said, although he had been informed about this flood a few days ago, he did not think the flood would come so fast and so big. The flood rose so fast and big, people helped each other to move their vehicles and property to higher ground to avoid flooding.

Mr. Tran Quyet, Kim Long Ward, shared that early in the morning of October 27, he saw the water rising to the roadside, and only about 2 hours later, the floodwaters had entered his house. His family had prepared in advance so they were able to move their belongings and property to a higher place.

Directing at the meeting on flood response on the morning of October 27, Chairman of Hue City People's Committee Phan Thien Dinh emphasized that the flood situation is complicated, the government needs to increase its proactiveness, and people must not be subjective.

The leaders of the Hue City People's Committee requested leaders of units, communes and wards to closely monitor the developments of floods and rains; promptly direct and deploy response work; and not to be passive or surprised in any situation that occurs.

Urgently deploy support for evacuation and relocation of people to safe places, prioritizing the safety of vulnerable groups; organize a review of the stockpiling of essential supplies, vehicles, and goods; organize a serious 24/7 on-duty team.

In ensuring people's safety, evacuating people from deep flooded areas is the most important. Hue City has planned to evacuate more than 10,000 households with over 32,000 people; focusing on coastal areas, lagoons, low-lying areas, and areas at risk of landslides.

By noon on October 27, the authorities and communes and wards had evacuated 923 households with over 2,300 people; concentrated in the communes and wards: Phong Dien, Phong Thai Ward, Phong Dinh Ward, Kim Tra Ward, Kim Long Ward...

The image of a police officer from Hue city, regardless of danger, going into the flood-affected area to support and bring the elderly, children, women... to safety caused strong emotions.

Or the case of 6 people in Phong Dien ward, who were clearing the forest and were stuck at Khe Cat, Road 71 to Rao Trang hydropower plant due to rising floodwaters, were successfully rescued by Phong Dien ward police and functional forces, also leaving admiration in people's hearts.

The leaders of Hue City Police have directed and concentrated 100% of forces and means, proactively implementing plans to ensure the safety of people's lives, health and property, absolutely not letting people go hungry or cold.

With the motto "proactive, timely, safe, effective," Hue City Police force continues to uphold the spirit of responsibility, solidarity, and readiness to help people in floods, contributing to protecting the peaceful life of the people.

The authorities of communes and wards are closely following the grassroots to support people in coping with the big floods. Nguyen Thanh Son, Secretary of the Party Cell of Residential Group 12, Thuy Xuan Ward, said that the Residential Group is on duty, coordinating with forces to put up ropes and warn at deeply flooded areas; supporting the evacuation of the elderly, pregnant women and children to high places; reminding people to put up appliances, electrical equipment and vehicles./.
