The Government requested to focus on responding to and overcoming the consequences of floods in the Central region.

Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 203/CD-TTg dated October 27, 2025, directing ministries, branches and localities to focus on emergency response and overcoming the consequences of heavy rains and floods in the Central region.

The dispatch clearly stated that, in order to proactively prevent, avoid, respond, ensure the safety of people's lives, and minimize property damage, the Chairmen of the People's Committees of the provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai and the Ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade and relevant ministries and branches continue to focus on directing the drastic and effective implementation of the work of preventing, avoiding, and responding to heavy rains, floods, flash floods, landslides according to the direction in Official Dispatch No. 202/CD-TTg dated October 22, 2025 of the Prime Minister, focusing on the following specific tasks:

Check and detect areas at risk of flash floods, landslides, and deep flooding to promptly evacuate people to safety.

1. The Chairman of the People's Committee of the provinces and cities of Quang Tri, Hue, Da Nang , and Quang Ngai continues to direct:

a) Organize close monitoring, complete updates, and timely information on the situation and forecast of floods and rains so that people can proactively respond, not allowing people to be unaware of information about natural disasters; increase dissemination and guidance to people on skills to respond to each natural disaster situation, especially landslides, flash floods, and inundations.

b) Check and detect areas at risk of flash floods, landslides, and deep flooding to promptly warn people and proactively evacuate people to safety. Deploy forces and means to control, guide, and support traffic, and arrange rescue forces, especially in areas at risk of being cut off and isolated due to landslides and floods to be ready to respond when bad situations occur.

c) Deploy dike and dam protection work according to alarm levels; closely monitor and proactively coordinate with functional agencies of the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to direct the operation of irrigation and hydroelectric dams in the area to ensure scientific and safe operation of the works and contribute to flood reduction and flood control for downstream areas.

d) Based on the specific situation in the locality, decide to let students stay home from school and implement measures to ensure people's safety.

d) Focus on directing, promptly organizing visits and encouragement; timely support with food, drinking water, medicine and essential necessities for people in damaged areas. Absolutely ensure that people do not go hungry, cold, lack clean water, or do not receive medical support when sick.

e) Immediately after the flood recedes, it is necessary to urgently mobilize forces to carry out environmental sanitation, disinfection, disease prevention and control; at the same time, support people in repairing houses, quickly restoring production (especially agricultural production), and soon stabilizing life. The highest priority must be given to ensuring safe conditions for students to return to school and providing health care and medical examination and treatment for people.

g) Direct the organization of review, statistics, and specific assessment of damage caused by floods; synthesize, report, and propose support solutions (in cases beyond the capacity of the locality). Proactively and promptly coordinate with relevant ministries and branches to review and carefully assess the impact of socio-economic infrastructure works on flood drainage capacity in the area to have timely and appropriate solutions and adjustments.

2. Minister of Agriculture and Environment:

a) Directing hydrometeorological forecasting agencies to closely monitor and refer to international forecast information to forecast and provide the earliest, most complete and accurate information on the developments and impacts of floods, flash flood and landslide risks so that authorities and people know and proactively deploy appropriate, timely and effective response measures.

b) Proactively direct the work of ensuring safety for fishing vessels at sea and along the coast, protecting dikes, irrigation dams, and agricultural production; coordinate with the industry and trade sector and localities to direct the safe and effective operation of the inter-reservoir system, absolutely not allowing unsafe dams and reservoirs to occur.

c) Closely monitor the situation, direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.

Urgently repair landslides and damage to ensure smooth traffic.

3. The Minister of Construction directs the immediate implementation of response solutions, protection of works and traffic infrastructure; ensuring traffic safety, construction activities, especially safety for people and vehicles at construction sites of expressways during the period affected by floods; concentrating maximum forces, vehicles and materials to promptly overcome and repair landslides and damaged areas, ensuring smooth and safe traffic in the shortest time, especially on main traffic axes and arterial routes.

4. The Minister of Industry and Trade directs to ensure the safety of hydroelectric dams, power systems and industrial production, and limit damage caused by floods.

5. The Ministries of National Defense and Public Security proactively direct units located in the area to review plans, arrange forces and means to be ready to support localities in evacuating and relocating residents, responding to floods and storms, and conducting search and rescue when requested.

6. The Ministries of Education and Training, Health, Science and Technology, Culture, Sports and Tourism, according to their functions, tasks and authority, proactively coordinate with localities to direct competent agencies to deploy flood prevention, response and mitigation work, limiting damage to the sectors and fields under their management.

7. The Office of the National Civil Defense Steering Committee closely monitors the situation and is ready to coordinate and mobilize forces and means to support localities in responding to floods and storms according to assigned functions and tasks.

8. Vietnam Television, Voice of Vietnam, and Vietnam News Agency promptly inform about natural disaster situations and response instructions from competent authorities, and increase dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.

9. The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
