
Speaking at the meeting, Vice Chairman of Vinh Long Provincial People's Committee Chau Van Hoa said that although the high tide level has shown a downward trend, according to the forecast of the Southern Hydrometeorological Station in the last days of October, the Southern region will continue to have heavy rains, the high tide situation will continue to rise during the high tide (full moon of the 9th lunar month), there is a possibility of landslides on river banks, dykes, irrigation works in Vinh Long province...
Faced with the complicated situation of storms and high tides, the Vice Chairman of the People's Committee of Vinh Long province requested functional units and local authorities in high-risk areas to strengthen monitoring, regularly update developments of storms and high tides and organize solutions of "4 on-site" and "3 ready" to respond promptly, avoiding heavy damage. Currently, functional departments, branches and localities are urgently implementing inspections and reinforcement of key locations, mobilizing forces and materials on-site to handle arising situations; stepping up propaganda, guidance and support for people to proactively respond, in order to ensure safety of life, property, and stabilize production and life.
The Department of Agriculture and Environment of the province is the leading unit, coordinating with relevant units to quickly propose plans and solutions to overcome the impact of high tides in the province. At the same time, it is necessary to overcome the consequences, restore agricultural and aquatic production; organize the appropriate operation of irrigation works to regulate, drain water, and prevent flooding; arrange, relocate households in areas at risk of landslides; urgently overcome incidents of dike works. In the immediate future, focus on repairing the dike section of Con Thanh Long, Phuoc Ly Nhi hamlet, Quoi Thien commune to soon help people stabilize their lives and production.
Mr. Le Van Dung, Deputy Director of the Department of Agriculture and Environment of Vinh Long province, said that the damage caused by the high tide from October 7 to 27, 2025, flooded many areas in the province, affecting many areas of production land, orchards, and people's lives and activities. Specifically, the area of orchards was flooded over 2,562 hectares, rice was flooded 252 hectares and 218 hectares of crops; the damage to the aquaculture area of people was about 4.27 hectares of ponds for raising fish and shrimp of all kinds, estimated at about 1,055 million VND. High tides caused 135 landslides; of which the total length of embankments and dykes was 28,800 m, and a section of the coastline was eroded, with a total length of 1,000 m. The total damage caused by natural disasters in the whole Vinh Long province is estimated at about 40.18 billion VND.
The impact and damage of natural disasters in Vinh Long province are mainly due to upstream floods combined with high tides and heavy rains, the peak water level on the main river and inland canals peaked at a level higher than alert level III from 10 to 46cm. In some places such as My Thuan and Cho Lach stations, the high tide exceeded the historical water level in 2022 by 9cm and 7cm respectively, the monitoring stations at the inland canals all exceeded the historical level. In addition, many dikes and regulating sluices were previously designed with low elevations (usually +2.0 to +2.3m), after many years of use, the dikes were lowered in elevation due to natural erosion, the regulating sluices were leaking and damaged and had not been repaired in time, so they could no longer ensure the ability to prevent floods and high tides.
Regarding solutions to overcome and respond to natural disasters, the Department of Agriculture and Environment of Vinh Long province requested the People's Committees of communes and wards to proactively update and share timely warning information, and implement the motto "4 on-site" and "3 ready" to temporarily reinforce, prevent overflows, and overcome landslides; arrange on-duty staff to support people when necessary. The units managing and exploiting irrigation works will flexibly operate the sewer system, especially in the South Mang Thit area, to ensure drainage and prevent flooding.
Regarding long-term solutions, the Department of Agriculture and Environment coordinates to survey, evaluate, agree on plans, report to the Provincial People's Committee for consideration, and support funding for implementation according to the roadmap, each year, depending on the urgency of the project.
At the same time, the Department of Agriculture and Environment organized surveys and zoned off key crops that need increased protection (fruit trees, crops with high economic value, etc.); reviewed residential areas living along rivers and canals, especially areas with landslides and at risk of landslides, to proactively evacuate and relocate people from dangerous areas to ensure safety.
