23% reduction in the number of people withdrawing Social Insurance at one time

After more than three months since the 2024 amended Law on Social Insurance (SI) took effect, the number of people requesting one-time SI benefits nationwide has decreased by 23% compared to the same period last year.

After more than three months of implementation, the Social Insurance Law No. 41/2024/QH15 (amended Social Insurance Law 2024) has initially brought about positive results, contributing to improving the effectiveness of social security and increasingly ensuring the rights of social insurance participants.

With a high sense of responsibility, the entire Vietnam Social Security System has focused resources on seriously, synchronously and effectively implementing the provisions of the Social Security Law 2024. Before and immediately after the Social Security Law 2024 takes effect (July 1, 2025), Vietnam Social Security has issued many documents to thoroughly grasp and guide local social security agencies to grasp and properly apply the new regulations. Timely review and simplify administrative procedures and processes on social security; upgrade professional software on handling social security regimes to create maximum convenience for participants and beneficiaries of policies.

Initial implementation results recorded many positive signals. By the end of September 2025, the whole country had nearly 19.9 million people participating in social insurance, an increase of about 798 thousand people compared to the same period in 2024, of which: nearly 17.7 million people participating in compulsory social insurance and more than 2.13 million people participating in voluntary social insurance. The number of people participating in unemployment insurance (UI) was over 16 million people, an increase of 694.3 thousand people compared to the same period in 2024.

Regarding the settlement and payment of social insurance and unemployment insurance benefits, nationwide, more than 144,000 people have their social insurance benefits resolved monthly; over 5.3 million people receive sick leave benefits; nearly 981,500 people receive maternity benefits and more than 587,000 people receive unemployment benefits.

Notably, the number of people requesting one-time social insurance benefits has decreased sharply, down about 23% compared to the same period in 2024. Along with that, the level of interest and learning about new policies of the amended Social Insurance Law is increasing, showing a clear change in people's awareness of the role and importance of social insurance in life.

In fact, many people expressed their joy and excitement when they were able to access and enjoy social insurance benefits that were not previously regulated by the Social Insurance Law. In particular, reducing the time to pay social insurance to receive pensions from 20 years to 15 years has opened up opportunities to access pensions for many people, especially those with a short time participating in social insurance. In addition, the regulation on supplementing maternity benefits for voluntary social insurance participants, many cases when giving birth have received support of 2 million VND - this policy makes many people really happy and surprised to know that in addition to the long-term goal of enjoying retirement benefits, they also enjoy a practical and humane short-term regime.

In addition, the adjustment of the age of receiving social pension benefits and the addition of monthly benefits for those who are old enough to retire but do not have enough time to pay for pensions are also highly appreciated. The implementation shows that many workers, especially the elderly, the poor and near-poor, have been able to access and benefit from the policy in a timely and appropriate manner.

According to the new regulations of the Law on Social Insurance in 2024, the subjects participating in compulsory social insurance are expanded to include: business owners of registered business households; non-professional workers at the commune, village, and residential group levels; business managers, controllers, representatives of state capital, representatives of enterprise capital according to the provisions of law... This regulation helps employees feel secure, considering the deduction of a portion of monthly income to pay social insurance as an accumulation that brings practical and long-term benefits.

With important amendments that meet people's aspirations, the implementation of the Social Insurance Law 2024 is expected to continue to create more positive changes in awareness and compliance with social insurance laws among people and businesses.

Although the implementation of the Social Insurance Law still faces many difficulties, with the highest determination, Vietnam Social Insurance will continue to innovate and make efforts to effectively implement the Social Insurance Law. To achieve that success, not only the Social Insurance agency but also the strong participation of the entire political system, especially local Party committees and authorities, along with the active response of the people and businesses, is needed.
