On October 3, 2025, Hai Phong City People's Committee issued Decision No. 179/2025/QD-UBND stipulating economic and technical norms for collection, transportation, and treatment of domestic solid waste and public sanitation in the area.
Deputy Head of the Department of Environmental Management (Department of Agriculture and Environment) Dao Thu Huyen said: The economic and technical norms for collecting, transporting, and treating domestic solid waste and public sanitation are the necessary expenditures to complete a task or a stage in the collection, transport, and treatment of domestic solid waste and public sanitation from preparation to completion according to the issued technical process. Including: labor, machinery, equipment, tools, materials, energy, and fuel. Decision 179 takes effect from October 15, 2025; applicable to organizations, individuals, and households engaged in the collection, transport, and treatment of domestic solid waste and public sanitation and related organizations and individuals.
According to Decision 179, based on the prescribed norms, investors, facilities for collecting, transporting, treating domestic solid waste, and public sanitation are directly responsible for formulating pricing plans for goods and services. This is the basis for competent state agencies to develop and approve budget estimates for organizations and individuals participating in providing services for collecting, transporting, treating domestic solid waste, and public sanitation in the locality.
To implement this regulation, the Department of Agriculture and Environment has sent an official dispatch to relevant organizations and individuals regarding the preparation and submission of price plan dossiers. According to regulations, the time for receiving appraisal dossiers is until November 5, 2025. However, up to this point, many relevant organizations and individuals still have many concerns and difficulties in developing price plans.
Minh Phuc Green Joint Stock Company currently manages and operates a 50-ton/day incinerator. The company incinerates a mixture of domestic and industrial solid waste. The company representative is concerned about the method of calculating the standards at mixed waste treatment enterprises. Is it necessary to separate domestic and industrial waste?
Similarly, Phu Hung Transport Joint Stock Company operates a landfill, organic waste is recycled into fertilizer. The company also processes sludge, burns it into ash for brick making, and leachate, so the applicable rate for recovered products is a matter of concern for the company.
In addition, there are documents guiding the establishment of price plans that do not have specific and clear regulations. For example, Viet Hung Construction Company Limited is operating an incinerator, but the enterprise no longer retains the original documents. While the requirement for establishing service price norms must have original documents. Hai Duong Construction Joint Stock Company is operating 2 incinerators for domestic solid waste with a capacity of 240 tons/day. This capacity exceeds the scale prescribed in Circular 36/2024/TT-BTNMT, dated December 20, 2024, promulgating economic and technical norms for collecting, transporting and treating domestic solid waste.
Removing obstacles, ensuring correctness and completeness

In order to ensure the principle of correctly and fully calculating the costs for the collection, transportation and treatment of domestic solid waste and public sanitation of participating organizations and individuals, the Department of Agriculture and Environment has timely solutions. The Department organized a conference to guide the development of a price plan for the collection, transportation and treatment of domestic solid waste and public sanitation services. Here, Master Vu Hong Hoa, Institute of Construction Economics (Ministry of Construction) had specific answers and instructions for related organizations and individuals.
Difficulties and problems of units in the process of making plans for prices of collection, transportation, treatment of domestic solid waste and public sanitation services were discussed and answered by experts.
For example, in the case of mixed solid waste treatment enterprises, to determine the price plan, enterprises need to separate between domestic solid waste and industrial solid waste. For enterprises with a treatment capacity higher than the guided capacity, enterprises re-determine the loss components according to the guided standards to calculate the loss level.

Deputy Director of the Department of Agriculture and Environment Pham Van Thuan said: Establishing a price plan for collection, transportation, treatment of domestic solid waste and public sanitation services is necessary and mandatory, helping to determine the actual price of service activities. Based on the price plan proposed by enterprises, the department will advise on establishing a price plan for environmental sanitation services applicable to people. This is the basis for creating a fair price collection mechanism, while encouraging people to classify and reduce waste, contributing to protecting the living environment.
