Replicating the spirit of consensus in handing over the site of the Western North-South Expressway Project

With the motto "90 days and nights of lightning speed, determination and efficiency", the People's Committee of Binh Phuoc Ward (Dong Nai Province) has launched a competition to complete the 90-day plan to implement the land acquisition, compensation, support and resettlement of the Western North-South Expressway Project. This is also an opportunity to commend pioneering households and individuals who have shown high responsibility for this national key project.

Carrying out the compensation and site clearance work for the North-South Expressway Project, West section Gia Nghia ( Dak Nong ) - Chon Thanh (Binh Phuoc), the People's Committee of Binh Phuoc Ward commended and awarded certificates of merit to 4 households and 2 individuals with large land areas, handing over the site early. This action demonstrates the high determination of the entire local political system in accelerating the project's progress.

The North-South Expressway project in the West, Gia Nghia - Chon Thanh section, has a total length of 101.22 km, with a total reclaimed area of ​​more than 940 hectares. The section passing through Binh Phuoc ward alone has a length of 13.823 km, an area of ​​126.35 hectares, involving 931 plots of land, of which 864 plots belong to organizations, households and individuals.

To speed up the site clearance progress, on September 23, 2025, the Binh Phuoc Ward Party Committee issued Decision 21 to establish a Steering Committee for compensation and site clearance, assigning specific tasks. Immediately after that, on September 25-26, 2025, the Ward People's Committee coordinated with the Land Fund Development Center, Dong Xoai Branch, to organize a meeting to mobilize households to hand over the site for 83 plots of land.

Thanks to the drastic participation and close propaganda and mobilization work, up to now, in Binh Phuoc ward, 25 households have agreed to hand over the land with an area of ​​147,265 m2, about 2 km long. Binh Phuoc ward People's Committee has issued 864/864 Land Reclamation Notices, reaching 100%.

Chairman of Binh Phuoc Ward People's Committee Ngo Hong Khang praised and acknowledged this pioneering spirit, and emphasized: "We hope that through this, the spirit of consensus on handing over the land in advance will spread to all remaining households and individuals. In parallel with publicizing the plan, agencies, units and organizations need to mobilize people to agree on the plans and decisions on land recovery. If there is not enough on weekdays, take advantage of working on Saturdays and Sundays."

Secretary of the Binh Phuoc Ward Party Committee Giang Thi Phuong Hanh said that the Binh Phuoc Ward Party Congress has identified one of the key tasks of the ward in the period of 2025 - 2030 as focusing on compensation and site clearance, ensuring the progress of key projects, including the North - South Expressway project in the West. The Ward Party Committee has identified site clearance tasks as always the key step to create a clean land fund to attract investment in building projects to serve the goal of socio- economic development.

According to Ms. Giang Thi Phuong Hanh, the 90-day implementation is not only a requirement for progress, but also a measure of responsibility for consensus and solidarity in the ward's political report. In the coming time, the ward People's Committee, the Vietnam Fatherland Front Committee of the ward and socio-political organizations need to closely coordinate to promote propaganda and mobilize each household to hand over the site early to implement the project, especially households that hand over early need to be commended to spread positive support among all people.

In the past time, the work of preparing documents has been carried out synchronously. The Economic, Infrastructure and Urban Department of Binh Phuoc Ward has closely coordinated with relevant units to confirm 805 records of land origin; of which, 341 plots have houses and constructions; at the same time, publicly posted the review results. Up to now, the ward has coordinated to post the draft compensation, support and resettlement plan in 3 phases with 356 records, the total recovered area is about 63.08 hectares, reaching about 8.4/13.8 km of route length (60%).

Binh Phuoc Ward aims to basically complete site clearance, support, and resettlement by December 2025. The consensus and support of the people is the "key" for the locality to soon complete the set goals, creating the most favorable conditions for the national key expressway project to be implemented according to the set schedule.
