On December 12th, the Hanoi Department of Construction announced that during the end-of-year period, the demand for travel and goods transportation to serve the New Year and Lunar New Year holidays increases, leading to a surge in traffic volume and high vehicle density, thus increasing the risk of traffic accidents. To ensure traffic safety, the Hanoi Department of Construction requires all road transport businesses to strictly comply with legal regulations regarding their business operations.
Accordingly, road transport businesses must instruct all employees, drivers, and onboard service personnel to strengthen traffic safety measures and comply with legal regulations on road transport business. Specifically, these businesses should strengthen, assign, and appoint qualified personnel to handle traffic safety, ensuring they fully perform their assigned duties and responsibilities (inspecting, monitoring, compiling statistics, reporting violations, etc.).
In addition, road transport businesses must ensure that 100% of their drivers possess valid driver's licenses appropriate for the type of vehicle they are operating; they are strictly prohibited from using alcohol, drugs, or other stimulants while working; and drivers must strictly adhere to regulations regarding working hours, prohibiting driving continuously for more than 4 hours and limiting driving time to no more than 10 hours per day.
At the same time, vehicles must not carry more passengers than permitted, drivers must not use mobile phones while driving, must not speed or overtake recklessly, must comply with the speed limits on each road and for each type of vehicle as prescribed by law and road signs, and must wear seat belts in places where seat belts are provided, etc. In addition, transportation businesses must use data from vehicle tracking devices to strictly control these aspects.
The Hanoi Department of Construction also requires road transport businesses to inspect the technical safety condition of their vehicles (brakes, tires, lights, horns, steering system, container securing system, etc.) before each trip, ensuring that vehicles depart absolutely safely; and to inspect and review their transport business operations to ensure compliance with regulations on road transport.
Vehicles must be issued identification badges in accordance with current regulations and these badges must be permanently affixed, easily visible, and absolutely no counterfeit or expired badges may be used. Vehicle tracking devices and cameras must ensure continuous and stable operation and transmit complete and accurate data to the competent state management agency. Regular maintenance and repair must be carried out to ensure the technical safety and environmental protection conditions of the vehicles. Operating vehicles that do not meet safety requirements is strictly prohibited.
