Towards people's happiness
The ultimate goal of building a new rural area is to improve people's lives, carried out by the State and the people. With the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", the entire political system of the province has participated in propaganda and mobilization, creating a vibrant movement. From the people and commune and district officials considering this a state investment program for rural areas, up to now, all have proactively participated, eliminating the mentality of dependence and waiting for the State. People not only rise up to take charge in building a new rural area, sustainably escaping poverty, but also contribute money and labor to build public works, build roads, etc.
The family of Mrs. Tran Thi Hong (village 1, Lien Hoa commune, Quang Yen town) is one of the exemplary households, taking the lead, voluntarily donating land worth hundreds of millions of VND to expand the inter-village traffic route. Mrs. Hong shared: “With the propaganda and mobilization of the commune officials, especially the village's front work committee, I convinced my family to donate land to build a traffic road. My family donated 38 square meters of land; demolished the gate and fence to create favorable conditions for the construction unit to deploy. Not only me but other households also enthusiastically responded.”
With a new road for convenient travel, households in the village also work together to maintain environmental hygiene and the general landscape. Every Saturday afternoon, all households participate in cleaning the environment, planting and taking care of flowers along the roadside and in public places, creating a green, clean and beautiful landscape.
In addition to investing in rural infrastructure, localities also encourage people to boldly invest in developing new economic models to increase family income.
In Tien Lang commune, Tien Yen district, Ms. Ly Thi Van's family is one of the households that has built an effective economic model of raising commercial chickens. Previously, the family had maintained 2 hectares of forest, 6,000 m2 of rice and crops, but now Ms. Van has implemented a model of raising commercial chickens, selling an average of 2,000 commercial chickens to the market each year, earning about 300 million VND/year.
Ms. Van shared: “With the support of the locality, I was able to borrow preferential loans and attend training courses on animal husbandry, so I boldly developed the Tien Yen chicken farming model. In the near future, I will expand the scale towards a farm to increase my family's income.”
Maintain the achievements
After 14 years of implementing the new rural construction program, with the continuous efforts of Party committees and authorities at all levels, the joint efforts of the people, and many flexible, creative, and innovative ways, closely following the grassroots, Quang Ninh has achieved a number of important results.
Accordingly, the new rural construction program has created an atmosphere of new rural construction throughout rural areas, especially in communes of ethnic minorities, mountainous areas, border areas, and islands. Rural infrastructure has changed significantly, people's lives have improved, social culture and environment in rural areas have made much progress; grassroots democracy has been expanded; the political system has become increasingly strong; national defense, security and social order have been maintained.
The whole province has 91/91 communes meeting the new rural standards, 54/91 communes (59.3% of the total number of communes) meeting the advanced standards, 25/91 communes meeting the model new rural standards, 5/7 districts meeting the criteria and indicators of districts meeting the advanced new rural standards, including Dam Ha and Tien Yen districts, which are the first districts in the country to be recognized by the Prime Minister as advanced new rural districts. The average income per capita in rural areas reached 84.14 million VND/person/year. By the end of 2023, Quang Ninh province has no more poor households and completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period 3 years earlier than the Prime Minister's target. The rate of workers receiving vocational training reached 87%. The rate of rural households using clean water reached 99.99%.
The province also effectively implemented the OCOP program and the Project "Developing enterprises, creative startups and developing key products, building the province's brand in the period of 2021-2025, with a vision to 2030". In particular, developing OCOP products in depth, building brands and enhancing added value and competitiveness; building, replicating and linking combined agricultural and forestry production models, associated with the development of diverse eco-tourism products, community tourism, and agricultural tourism in a sustainable direction.
The province implements the rural tourism development program in the construction of new rural areas in the period of 2021-2025, associated with the preservation and promotion of traditional cultural values in a sustainable, inclusive, and multi-value direction. In particular, the province will focus on 8 groups of solutions according to the Project "Developing sustainable community tourism in the province by 2025", focusing on developing community tourism in a sustainable, focused, and key direction; promoting the value of cultural and historical relics and scenic spots; connecting specific products to form a chain that contributes to changing people's awareness of livelihoods and sustainable poverty reduction.
Identifying that building a new rural area is a journey without a stopping point, Quang Ninh will continue to deepen the new rural area program, becoming a model province, increasingly rich, beautiful and civilized.
