On the morning of September 2, 1945, from Ba Dinh Square, bright with golden sunshine, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam. Just a few months later, overcoming countless difficulties and challenges, on January 6, 1946, all our people participated in the first General Election to elect the First National Assembly, marking a leap forward in the development of democratic institutions, opening a new period of development for the nation.

Perfecting and synchronizing development institutions

Over the past nearly 80 years, as assessed by the late General Secretary Nguyen Phu Trong, "Our National Assembly has always been close to and accompanied the nation, constantly promoting its role and position as the highest representative body of the people, the highest state power body of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, effectively performing its functions, tasks and powers as prescribed by the Constitution and laws, making great and important contributions to the cause of national liberation, national reunification, construction and defense of the Fatherland".
Late General Secretary Nguyen Phu Trong also affirmed that "each National Assembly term leaves its own mark and fulfills the responsibilities assigned by the People, properly performing the functions of constitution-making, legislation, supreme supervision and deciding on important issues of the country".
Starting the 15th tenure in the context of the country facing unprecedented difficulties due to the impact of the global Covid-19 pandemic, the National Assembly has inherited the achievements and experiences of the previous National Assemblies, resolutely innovated the organization and operation of the National Assembly, improved the quality, efficiency and effectiveness of the National Assembly's operations, in order to successfully implement the Resolution of the 13th National Party Congress, meeting the requirements of building and defending the Fatherland in the new period.
In particular, in the legislative field alone, the National Assembly Party Delegation has presided over the development and submitted to the Politburo for the first time the issuance of Conclusion No. 19-KL/TW dated October 14, 2021 on the orientation of the Law-making Program for the 15th National Assembly term, clearly defining the goal of the law-making work for the 15th National Assembly term as "perfecting the synchronous development institutions, creating a legal framework to successfully implement the socio-economic development tasks for the period 2021 - 2025 along with 12 national development orientations, 6 key tasks and 3 strategic breakthroughs set forth by the 13th National Party Congress".
In line with the requirements in Conclusion 19-KL/TW, the National Assembly Standing Committee issued Plan No. 81, identifying 137 specific legislative tasks and assigning tasks to agencies to review, research, propose amendments, supplements or promulgate new legal documents, ordinances and resolutions to submit to the National Assembly and the National Assembly Standing Committee. "This is the first time the National Assembly has had a comprehensive legislative program with orientation for the entire term, reflecting both an important innovation in the Party's leadership method for legislative work and the spirit of "proactive legislation" of the National Assembly," emphasized Chairman of the Law Committee Hoang Thanh Tung.
After more than 2 years of implementing Plan No. 81, the National Assembly Standing Committee has added 19 new legislative tasks, bringing the total number of legislative tasks to be performed during the 15th National Assembly term to 156 tasks.
Despite the large number and many very difficult and complicated tasks, as of July 2024, the agencies have completed 131/156 tasks, with 25 tasks still being researched and reviewed, reaching more than 83.97% of the total number of legislative tasks for the entire term; the projects and plans according to the action program of the National Assembly Party Delegation for the entire term have also completed more than 81.7%... Legislative work is carried out in a proactive, professional spirit, closely following reality, with many new, flexible and effective ways of doing things, while continuing to tighten discipline, order, and strengthen the prevention and fight against corruption and negativity.
The spirit of proactive, early, and remote legislation is deeply imbued by the National Assembly's agencies, demonstrated by the fact that the agencies have all developed specific action plans for each stage and each year, and assigned each Subcommittee and each comrade in the Standing Committee to preside over and monitor the progress and content of draft laws and resolutions right from the beginning of their development or amendment. With a strict process of collecting information, conducting field surveys, collecting multi-dimensional opinions, mobilizing all resources with a truly open-minded spirit, listening, promoting democracy, making the most of the intelligence and contributions of experts, scientists, the business community at home and abroad, voters and people nationwide, the review reports of the National Assembly agencies mention, analyze and evaluate comprehensively, objectively, deeply, and with high criticality not only on the major, fundamental issues of each bill and draft resolution but also on legislative techniques and consistency with the legal system...
In particular, in the process of examining, explaining, accepting and revising draft laws, the agencies of the National Assembly strictly adhere to the requirements identified in Resolution No. 27-NQ/TW of the Central Committee: "Issues that require practicality, are clear, have been proven correct by practice, and have high consensus, must be resolutely implemented; issues that are unclear and have many different opinions must continue to be researched, summarized in practice, and piloted when permitted by competent authorities; policies that have been implemented but are not suitable must be researched, adjusted and revised promptly".
The Standing Committee of the National Assembly and the National Assembly leaders are always ready to listen to opinions, even if they are only minority opinions, or even the only opinions, to request agencies to explain convincingly, ensure thorough solutions, and reach high consensus on the contents presented to the National Assembly. Perhaps there is also a rare term where there are many bills passed by the National Assembly with a 100% approval rate as from the beginning of the 15th term until now.
More than half way through the XV tenure, the National Assembly has inherited and promoted the results and achievements of the previous 14 terms. At the same time, through vivid practice in each activity, the National Assembly has "enriched" the achievements and profound lessons in performing the constitutional functions and noble missions entrusted to it by the Party, State and People.
"People are the subject and center of the innovation process"

Over the past 79 years since the historic autumn of 1945, at each historical stage, despite facing countless difficulties and challenges, our country has still firmly overcome them, steadfastly following the path to socialism.
These days, our entire Party, army and people are concentrating their efforts, determination and drastic actions to successfully implement the goals of the Resolution of the 13th National Party Congress and prepare for the 14th National Party Congress - a Congress term that, as affirmed by General Secretary and President To Lam, will be "an important milestone, a new milestone on the development path of our country and people, with significance for future orientation"; at the same time, it is an opportunity to "strongly promote position and strength, continue to comprehensively and synchronously promote the renovation process, firmly protect the Socialist Republic of Vietnam, strive to soon complete the 100-year strategic goals under the leadership of the Party, the 100-year founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam".
In that strategic vision, General Secretary and President To Lam especially emphasized the requirement: "Firmly adhere to the principled guiding viewpoints; study theory based on summarizing practices, standing on the ground of Vietnamese practice to determine methods for the Vietnamese revolution in the new era".
In which, "firmly maintain the stance, viewpoint and practice of "people are the root", "People are the subject and center of the innovation process"; all policies and guidelines must truly originate from the lives, aspirations, rights and legitimate interests of the People, taking the happiness and prosperity of the People as the goal to strive for; ensure that all people enjoy the fruits of innovation and development, live happily in a secure and safe environment, with no one left behind; build a socialist rule-of-law State of the People, by the People, for the People, led by the Communist Party of Vietnam; build and synchronously perfect the country's development institutions, especially the institutions for developing a modern, integrated socialist-oriented market economy...
These requirements also show the extremely important tasks for the National Assembly, requiring the National Assembly to continue to innovate and constantly improve the quality and efficiency of its operations to best meet the country's political requirements and tasks in the new period.
In the article “Implementing the wishes of Comrade Nguyen Phu Trong, the National Assembly continues to improve the quality and efficiency of its operations to meet the country’s development requirements and the people’s expectations”, National Assembly Chairman Tran Thanh Man also pointed out important orientations on innovation in the organization and operations of the National Assembly.
Accordingly, in legislative activities, the National Assembly actively and proactively perfects the legal system and the mechanism for organizing strict and effective law implementation, ensuring the requirements for rapid and sustainable national development as required by Resolution 27-NQ/TW. The National Assembly continues to build a legal system that is developed, democratic, fair, humane, complete, timely, synchronous, unified, public, transparent, stable, feasible, accessible, capable of regulating social relations, taking the legitimate and legal rights and interests of people, organizations and enterprises as the center, promoting innovation; focusing on perfecting the legal system in all fields, promptly removing difficulties and obstacles, arousing and promoting all potentials and resources, creating new momentum for the rapid and sustainable development of the country.
National Assembly Chairman Tran Thanh Man also emphasized the need to continue to innovate and improve the law-making process, ensuring professionalism, modernity, science, timeliness, feasibility and efficiency. More clearly define the policy-making process, clearly distinguish the legislative process and the process of drafting sub-law documents. Promote the dynamism, creativity, positivity, role and responsibility of the subjects, especially the Government in the legislative process; promote the role of experts and scientists participating in the legislative process; promote the role of the Vietnam Fatherland Front, socio-political organizations and the People, experts and scientists participating in law-making.
In the supervision activities, the Chairman of the National Assembly pointed out that the National Assembly will continue to study and define more clearly the scope, objects, methods and forms of the National Assembly's supreme supervision; supervision activities will be conducted regularly and continuously, closely following the practical situation, improving the quality of questioning, explaining and supervising legal documents, focusing on post-supervision activities, ensuring legal validity and strictly implementing the conclusions and resolutions on supervision of the National Assembly. Establishing a synchronous and closely linked mechanism for the National Assembly's supervision with the supervision mechanism of People's Councils at all levels; supervision and social criticism of the Vietnam Fatherland Front and supervision of the People. Focusing on monitoring, reviewing and urging the implementation of recommendations after supervision.
During the questioning activities, continue to enhance the debate, clarify the content of the questioning, individualize responsibilities, absorb voters' opinions, and provide necessary information to serve the questioning activities... After the questioning activities, develop resolutions on questioning, clearly define the responsibilities of relevant organizations and individuals in implementing the resolutions on questioning. Continue to perfect the vote of confidence for positions elected or approved by the National Assembly, ensuring the stability and effectiveness of the state apparatus and the Party's leadership in personnel work.
In deciding on important national issues: Strengthen the Party's leadership, coupled with continuing to innovate the Party's leadership method in the National Assembly's decision on important national issues; continue to innovate the process of deciding on important national issues, especially issues related to socio-economy, state budget, state apparatus organization, key national projects and works, ensuring the common interests of the nation, in accordance with the will and aspirations of the people.
In foreign affairs activities, the National Assembly proactively and actively integrates and cooperates internationally, contributing to implementing the open, multilateral, and diversified foreign policy of the Party and State.
With such orientations, effective practical operations, and important contributions to the country's foundation, potential, position, and international prestige over the past nearly 80 years, in the new period, the National Assembly will certainly continue to fulfill its responsibilities before the Party, State, and People so that our country and our people can continue to write new, proud pages of history for the Vietnamese people.
