Chairman of the National Committee for Standards, Metrology and Quality Nguyen Nam Hai said that the development of the Halal sector needs to be based on three pillars: Completing the standards system, improving certification capacity and strengthening the effectiveness of state management. Currently, Vietnam has issued 6 national standards on Halal, including 4 standards for the food chain, 1 standard for Muslim-friendly tourism and 1 standard for certification organizations.

The Vietnam Standards and Quality Institute is coordinating with Technical Committees to propose 17 new standards, including 3 general standards for Halal products and services and 14 standards for food, and reviewing the national standard 12944:2020. The goal is to build a complete standards system, in line with the standards of the Organization of Islamic Cooperation (OIC) and the Islamic Metrology Standards Institute (SMIIC).

To date, three domestic organizations have been granted Halal certification, certifying more than 1,000 businesses. However, international recognition remains a major challenge as countries apply their own systems, even requiring certification organizations to be Muslim-owned.

The Ministry of Science and Technology is promoting international cooperation, signing and negotiating with Iran, Saudi Arabia, UAE and Turkey towards mutual recognition. At the same time, the Ministry is also drafting a Decree on the management and development of Halal products and services, creating a unified legal corridor, supporting Vietnamese enterprises to conquer this potential market.
