Up to now, localities have developed plans, implementation methods, and determined the progress of eliminating temporary and dilapidated houses in the province. However, the most difficult problem is funding support. Therefore, the problem is to adjust funding sources appropriately to ensure the completion of the goal of eliminating temporary and dilapidated houses.
Nationwide, there are still over 61,800 apartments that need to be built.
According to Minister Dao Ngoc Dung, on a national scale, since the 3rd meeting (March 10, 2025) to date, the situation of eliminating temporary and dilapidated houses has changed rapidly and the results are more obvious. Localities have completed the review of the need to eliminate temporary and dilapidated houses in the area and sent reports to the Central Government.
According to the statistics compiled by the Ministry of Ethnic Minorities and Religions, localities have developed plans, implementation methods, and determined the progress of eliminating temporary and dilapidated houses in the province. Of which, the 9 provinces with the slowest time have all registered to complete by October 31; 9 provinces registered to complete in September.
Thus, 18 provinces registered to complete the elimination of temporary and dilapidated houses in their localities in September, the rest registered in October 2025.
At the third meeting, 7 localities completed the removal of temporary and dilapidated houses. Minister Dao Ngoc Dung said that since the third meeting, 8 more localities have completed the removal by April 30, including: Thai Nguyen, Tay Ninh, Binh Phuoc , Can Tho, Vinh Long, Tra Vinh, Kien Giang, Khanh Hoa.
Of the 8 localities mentioned above, 3 localities have completed 100% in all three areas: Can Tho , Khanh Hoa and Tay Ninh. The remaining 5 localities (Thai Nguyen, Kien Giang, Binh Phuoc, Vinh Long, Tra Vinh), some localities still owe in the housing sector for people with meritorious services, some localities owe in the poverty reduction target program.
According to the registration of localities, in May, 6 more localities will complete the program of eliminating temporary and dilapidated houses. By June, 16 more localities will register to complete. Thus, according to the plan, by the end of June and early July, there is a possibility that 37 localities will complete the program, and can make an initial summary. The remaining 26 localities registered from July to October will complete.
Regarding the number of houses implemented, Mr. Dung said that as of May 11, 209,000 houses had been deleted out of the total number of 270,800 houses registered in the final review, of which 111,000 houses were inaugurated and 98,000 houses were started (77%).
“Thus, from the third meeting until now, there has been an increase of 87,000 houses, on average we have achieved 26 houses/locality per day. The near-poor households under the program to eliminate temporary and dilapidated houses (not included in the meritorious people's fund) are the most difficult group, but the completion rate is the highest, reaching 80% nationwide,” Mr. Dung informed.
Regarding the mobilization of support resources, by May 10, the whole country had 3,142.8 billion VND according to the mobilization plan on October 5, 2024 (reaching 91.8%).
Regarding the socialization of resources, according to reports from localities, the whole country has mobilized more than 1,807 billion VND, with households contributing 1,074 billion VND. In addition, localities have mobilized 321,000 working days, 660 tons of cement, 500m3 of stone, 310,000 bricks, 150 cubic meters of foundation sand, and 3,000 roof tiles.
Mr. Dung also acknowledged that the biggest difficulty at present is the funding to build houses for meritorious people (the Central Government has not yet provided funding). However, many localities have tried to advance or mobilize funding to eliminate 50.79%.
Regarding the implementation plan in the coming time, Minister Dao Ngoc Dung said that the number of temporary and dilapidated houses in the three categories that need to be newly built or repaired is still very large, while the remaining time is short. Specifically, from now until October 31, the whole country needs to start construction on over 61,800 houses.
Adjust budget, complete on schedule
To complete the set goals, Minister Dao Ngoc Dung requested that localities need to strengthen leadership, direction, and implementation to closely follow the set plan to ensure the completion of the goals before October 31, 2025; especially the 18 localities that registered to complete the plan in September and October this year (because these are localities with a large number of remaining houses, facing many difficulties in both resource mobilization and implementation).
In addition, Mr. Dung also requested the Minister of Finance to promptly submit to competent authorities the allocation of housing support funds for people with revolutionary contributions and martyrs' relatives so that localities can implement them.
Minister Dao Ngoc Dung also noted that if the National Assembly Standing Committee has not yet given its opinion, the Prime Minister and the Steering Committee will allow localities to advance funds from local funds to support housing for people with revolutionary contributions and martyrs' relatives and make the advance payment after the central government allocates funds on the basis of the principle of not exceeding the total number of houses and the amount of support needed by the locality that has been reported by the Ministry of Construction to the Ministry of Finance.
The head of the Ministry of Ethnic Minorities and Religions also requested the Ministry of Construction to preside over revising and supplementing the Circular on housing support levels under the two national target programs, ensuring consistency with the general support level of the program; the support level that the Prime Minister has concluded and decided to raise from 20 - 40 million VND to 30 - 60 million VND.
Mr. Dung also expressed the view that it is necessary to unify the principle of adjusting the support budget from the budget mobilized in the launching program and the budget from the 5% savings of regular expenditure in 2024; the budget from the National Fund to join hands to eliminate temporary and dilapidated houses; and the budget of the Central "For the Poor" Fund,... to ensure that it is suitable for the actual needs of the locality.
On the side of the Ministry of Ethnic Minorities and Religions, concluding the 4th meeting of the Steering Committee on the morning of May 11, Prime Minister Pham Minh Chinh, Head of the Steering Committee, assigned the ministry to closely monitor, regularly urge, and request localities to review and complete plans by day, week, month, quarter, and from now until October 31, 2025 to complete the goal of eliminating temporary and dilapidated houses.
The Prime Minister also requested the Ministry of Ethnic Minorities and Religions to coordinate with the Ministry of Finance to submit to the Prime Minister a decision to adjust the support budget from the mobilized budget at the Launching Program and the budget from the 5% savings on regular expenditures in 2024 in accordance with the actual needs through local review, to be completed before May 20, 2025; coordinate with the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front to submit to the Prime Minister to allocate the budget from the National Fund for the Elimination of Temporary and Dilapidated Houses, the Central Fund "For the Poor" to localities to support the elimination of temporary and dilapidated houses, to be completed before May 20, 2025.
Along with that, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with relevant ministries and agencies to propose amendments and supplements to the guiding documents on housing support levels under the two national target programs to ensure consistency with the general support level of the program, to be completed in May 2025; to preside over and coordinate with the Ministry of Agriculture and Environment to guide and urge the acceleration of housing support progress under the National Target Program on Sustainable Poverty Reduction to complete according to the set goals...
The State Bank of Vietnam urges credit institutions in the system to actively participate in supporting and transferring support funds to localities.
In particular, localities should promptly review and consolidate local Steering Committees at all levels in accordance with the 2-level local government model after reorganization to direct the work of eliminating temporary and dilapidated houses in the locality, ensuring continuity and no interruption; prioritize the immediate implementation of housing support for meritorious people when receiving allocated funding.
In addition, localities need to effectively mobilize and mobilize all resources to support households, save costs on housing construction and repair, because each house is "a gift," "a warm home," demonstrating responsibility, love, national love, compatriotism, and sharing of the whole community./.
