On the afternoon of May 29, the National Assembly voted to pass the Pilot Resolution on a number of specific mechanisms and policies for social housing development with a rate of 96.44% (461/463 delegates participating in the vote voted in favor).
The Resolution takes effect from June 1, 2025, except for contents assigned to the Government for detailed decisions. The pilot period of the Resolution is 5 years.

According to the report, regarding the distance requirement to be eligible to buy social housing, some opinions are still concerned that the regulation on the distance from one's own house to the workplace is unreasonable, because the workplace is often not fixed and not long-term, but social housing must be associated with the family and the family's needs, so it is proposed to amend the last paragraph of Clause 2 on the distance as follows: "...the shortest distance from one's own house to the social housing project must be 30 km or more".
Many opinions suggest removing the strict regulation on distance of over 30 km to be eligible for renting or buying social housing; flexible regulations on distance or time from own housing to workplace; flexible mechanism based on actual circumstances.
The Government has accepted and revised the draft Resolution in the following direction: Based on the actual conditions of the locality, the Provincial People's Committee shall specify the housing conditions to enjoy social housing support policies for cases where the house is owned by the person but far from the workplace.
Regarding the clarification of the legal status, organizational model, establishment objectives, expenditure tasks, operating capital, and resource mobilization mechanism of the National Housing Fund, Minister of Construction Tran Hong Minh said that the Government has accepted and revised the regulations on the National Housing Fund in the direction that the National Housing Fund is a non-budgetary state financial fund with legal status and operates not for profit. The National Housing Fund includes: the Central Housing Fund established by the Government, and the Local Housing Fund established by the Provincial People's Committee.
The National Housing Fund focuses on forming a housing fund for rent with the goal of saving land resources, many people can use this housing fund in rotation, ensuring to solve the need for stable and long-term housing for those who cannot afford to buy social housing. Currently, most of the rental housing funds of enterprises in projects are sold after a certain period of time, so there is no stability for the tenants.
At the same time, the contents of the Fund's expenditure tasks, scale... will be clarified in the Government's Decree detailing this Resolution to ensure that the expenditure tasks are consistent with the Fund's establishment and operation goals.
The Draft Resolution also reduced and reformed the following administrative procedures:
(1) Not implementing the bidding procedures for selecting investors and the procedures for approving investment policies according to the provisions of the law on investment, but instead assigning investors without bidding. Accordingly, about 200 days, equivalent to about 70% of the implementation time, were reduced compared to current regulations.
(2) No requirement to perform the step of preparing, appraising, and approving detailed planning tasks, thereby reducing 65 days compared to current regulations (by 100%).
(3) Eliminate the procedure for appraising the Construction Investment Feasibility Study Report at the construction professional agency, thereby reducing 15 - 35 days compared to current regulations depending on the project scale (100%).
(4) It is not required to conduct an open bidding process for contractor selection packages in construction activities, but a shortened bidding process is applied, thereby reducing 45 - 105 days compared to current regulations depending on the form of open bidding domestically or internationally (75-90%).
(5) Exemption from construction permit for cases applying sample design, typical design, thereby reducing 20 - 30 days compared to current regulations depending on the type and level of construction (100%).
(6) The appraisal of selling price and rental price of social housing at the provincial professional agency is not required, but the investor builds and approves it himself. After completion and handover for use, the investor is responsible for auditing, finalizing and sending the dossier to the provincial professional agency for inspection. Accordingly, this regulation reduces at least 30 days compared to the current regulation depending on each specific case (100%).
At the same time, the draft Resolution has added the Government's responsibility in regulating: "preventing loopholes, corruption, negativity, waste, and policy profiteering"; having solutions to control, inspect, and test the quality of social housing.
