This project will be implemented from 2022 with 3 packages from the Asian Development Bank (ADB) loan, including upgrading transport and tourism infrastructure and upgrading and building new marinas in the city. The goal of the project is to increase the tourism competitiveness of secondary tourist destinations by improving infrastructure and the tourism service environment. At the same time, it supports the tourism industry of localities to exploit their strengths with specific tourism products to promote and attract tourists.
According to the agreement signed with the sponsor, the loan agreement ends on June 30, 2024. Currently, the project is using counterpart funds from the Hue City People's Committee to complete the remaining items. According to the reporter's records, many items have been basically completed in the construction package for new construction and upgrading of marinas on the Huong River and lagoon with a contract value of VND 62.7 billion. This package started in February 2022 and is expected to be completed in June 2025 with a volume of about VND 60 billion, accounting for 95.8% of the construction value.
According to the Project Management Board, the investor has handed over and put into use 6 boat wharves including: Thanh Tien, Than wharf, Voi Re - Ho Quyen wharf, Le Loi wharf No. 5, Vinh Tu wharf, and Con Toc wharf.
The local government said that the upgraded and newly built boat dock system, when put into operation, has effectively served the task of transporting tourists by waterway on the Huong River and the Con Toc lagoon area (Quang Dien district). With the newly designed boat dock system, the items will create favorable conditions to attract businesses to invest in new vehicles, thereby meeting the increasingly high demands and standards of tourists, especially international visitors.
Mr. Van Viet Thanh, Director of Hue City Irrigation Construction Joint Stock Company - the contractor informed that for Bao Vinh wharf project, after having the site, the contractor immediately implemented many items. The construction unit has completed the boat wharf, the technical infrastructure of the yard and is implementing the construction of the service house and toilet roofing system, expected to be handed over and put into use before June 30, 2025.
Bao Vinh wharf project is built with a scale of 1 wharf 30m long; service house 136m2 wide, including ticket sales space and public toilet, 20m2 2-wheel parking lot and garden, 152m2 green trees. The construction of this wharf will facilitate waterway traffic connection on Huong River to serve tourists visiting Bao Vinh ancient town.
Similarly, in package No. 12, including upgrading the connecting route from National Highway 1A to the southwest edge of the Hon Chen electricity boundary (Long Ho ward, Phu Xuan district) with a length of 1.2km, 9m wide roadbed, 7m wide road surface and drainage system, construction of a 5,000m2 parking lot. This package has a contract value of 18.4 billion VND, starting from July 2022 and March 2025. On May 12, 2025, the Project Management Board handed over the operation unit to the Phu Xuan District Technical Infrastructure Management Center; Package No. 14 includes the construction of new and upgraded tourism infrastructure items in Phu Loc district with a contract value of 42.55 billion VND, starting in December 2021. Up to now, the Project Management Board has handed over and put into use the construction items including Da Bac banyan wharf and the road to Truc Lam Bach Ma Zen Monastery.
Mr. Le Thanh Bac, Deputy Head of the Project Management Board, said that the city has identified tourism as a key economic sector, a breakthrough direction for socio-economic development in the current period. Therefore, the Project on Tourism Infrastructure Development to Support Comprehensive Growth in the Greater Mekong Sub-region - Phase 2, once completed, will complement and meet the needs of upgrading infrastructure, the transport system between regions in the city, tourist destinations in the region, creating favorable conditions for travel, serving people's lives, serving tourism, festivals as well as the exchange of goods in the region, contributing to socio-economic development.
The Project on Tourism Infrastructure Development to Support Comprehensive Growth in the Greater Mekong Subregion - Phase 2 in Vietnam has 5 provinces and cities selected for investment, including: Hoa Binh, Nghe An, Quang Binh, Quang Tri, Hue City. The project will partly solve existing problems, meet the needs of developing technical infrastructure as well as supplementing human resources, creating a strong and breakthrough driving force to help provinces and cities develop quickly, strongly and sustainably.
