On the afternoon of October 16, Deputy Prime Minister Tran Hong Ha inspected the construction progress of Long Thanh International Airport Phase 1 and worked with the investor, ministries, branches and localities.

Construction as per drawing
According to the report of the Vietnam Airports Corporation (ACV), up to now, the main items such as the passenger terminal, runway, taxiway and connecting traffic system have been started in July and August 2023. Currently, contractors are urgently mobilizing and gathering machinery and human resources according to the detailed construction schedule.
The entire construction site has more than 2,000 officers, supervisors, commanders, construction officers, employees, workers and machinery and equipment to focus on constructing 4 main packages: Drainage leveling; passenger terminal; runway, taxiway, and connecting traffic.
Auxiliary works such as construction of the site management house, laboratory, material gathering area, tower crane installation... preparation of machinery and equipment and stages of designing construction drawings, developing detailed construction organization measures for each component and item are urgently deployed, with the spirit of "construction as the drawings go".
Deputy Prime Minister Tran Hong Ha launched and called on State management agencies, contractors, and supervision consultants to compete in developing plans to ensure progress, smooth, effective, and safe cooperation in construction, and strict implementation in supervision, consultation, and inspection to ensure project quality.
ACV has urgently coordinated with consultants and contractors of the terminal project to flexibly arrange construction plans during the rainy season, focusing on mobilizing machinery to prepare for peak construction when the rainy season ends in November 2023.

ACV recommends that ministries, branches, Dong Nai province, and Long Thanh district urgently hand over the land for the two main public service routes serving the project, especially route 2 which has only reached 28%, to avoid the situation of "rice and beans"; and soon implement the project to expand the expressway connecting Long Thanh International Airport with Ho Chi Minh City.

Timely resolution of conflicts during project implementation
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha said that, up to now, investors, ministries, branches and localities have basically overcome difficulties and problems related to handing over construction sites, public roads, ensuring legal conditions for bidding packages, building a general progress diagram, coordination mechanism between investors, project management boards, contractors and supervision consultants, fully preparing conditions to implement important projects and items...
"The overall progress diagram has not only technical significance but also legal significance because a project or component item that is behind schedule will affect the entire project. Contractors and technical supervision consultants who are weak, incompetent, lax, irresponsible, and affect the construction progress must be strictly handled," the Deputy Prime Minister stated and requested the Ministry of Transport, investors, ministries and branches to immediately complete the implementation plan for the entire project in a scientific manner, in line with the progress targets and commitments to the National Assembly and the Government.
Deputy Prime Minister Tran Hong Ha listened to a report on the bidding package for construction, equipment installation and design of construction drawings for the take-off and landing facilities, taxiways, aircraft parking lots and other works.
For component project 3 (construction of essential works), the Deputy Prime Minister requested ACV to continue to improve and enhance project management capacity, including developing an overall progress diagram in terms of space and time with accompanying tools; enhancing the responsibility of technical supervision consultants, applying modern management tools, standards and regulations; promptly resolving conflicts during project construction and component items...
The Deputy Prime Minister also gave his opinion and assigned ministries, branches and localities to coordinate to continue to remove obstacles in implementing compensation policies, site clearance and resettlement for the project; select capable and reputable investors to implement component project 4 (aircraft maintenance area, catering area, ground vehicle maintenance area, airline operations center); speed up the implementation of component project 1 (works and headquarters of state agencies); inspect and accept quality at the construction site; ensure strict and strict requirements for fire and explosion prevention and control according to the highest standards; assess environmental pollution impacts, etc.
