The Ministry of Health directed to strictly handle acts of corruption, negativity, and group interests in the procurement of equipment, drugs, chemicals, and biological products for disease prevention and control.
Minister of Health Dao Hong Lan has just reported to the National Assembly on the results of implementing Resolution No. 41/2021/QH15 on questioning activities at the 2nd session of the 15th National Assembly related to the health sector.
Strictly handle corruption and negative behaviors
The report said that in order to strengthen state management of prices, bidding and procurement in the health sector, the Ministry of Health has reported to the Government to submit to the National Assembly a resolution allowing the continued use of expired drug and pharmaceutical ingredient circulation registration certificates.
The Government also has resolutions and decrees related to ensuring medicine, medical equipment and payment of medical examination and treatment costs under health insurance; management of medical equipment...
The Ministry of Health has reviewed, revised and issued Circulars regulating the bidding for medical equipment at public health facilities to remove current difficulties and obstacles and guide health facilities to continue implementing the procurement of drugs, equipment, supplies and medical equipment.
In recent times, the Ministry of Health has sent documents to leaders of Provincial Party Committees, People's Committees of provinces and cities; Departments of Health of provinces and cities on preventing corruption, negativity, and group interests in implementing measures to prevent and control the COVID-19 epidemic; strengthening inspection of the import, trading, and procurement of rapid test kits and RT-PCR tests.
The Ministry of Health coordinates with the Ministry of Planning and Investment and the Ministry of Finance to issue documents guiding localities and units to properly implement bidding regulations; establish many inspection teams in a number of provinces and centrally-run cities on the procurement of medical supplies and equipment, the reception, preservation, use of vaccines and the organization of COVID-19 vaccination...
"In addition, the Ministry of Health has directed the Department of Health of provinces/cities, units under and directly under the Ministry to urgently and seriously implement the Government's documents; strictly handle acts of corruption, negativity, and group interests in the procurement of equipment, drugs, chemicals, and biological products for disease prevention and control" - the report said.
Also according to the report, the Ministry of Health is currently focusing on completing the dossier to propose the development of the Law on Disease Prevention based on the summary of 15 years of implementing the Law on Prevention and Control of Infectious Diseases (focusing on reviewing and synthesizing difficulties and shortcomings, especially COVID-19 prevention and control related to legal provisions for consideration, proposal and amendment), lessons learned and the basis for practical implementation of COVID-19 prevention and control in the past, expected to be submitted to the Government in January 2025 for consideration and comments before submitting to the National Assembly Standing Committee in October 2025.
Continue to implement solutions to ensure medicine and medical equipment
The report said that one of the tasks is to perfect the institutions, mechanisms, and policies for mobilizing, allocating, and using resources for epidemic prevention and control; overcome problems of inconsistency and lack of unity in direction, administration, and implementation; promote socialization and public-private partnership in epidemic prevention and control, including mechanisms to effectively mobilize private health organizations to participate in providing medical services in epidemic prevention and control.
According to Minister Dao Hong Lan, the Ministry of Health has consulted on the development and reporting to the Government to submit to the National Assembly Standing Committee to issue Resolution No. 12/2021/UBTVQH15 dated December 30, 2021 on allowing the implementation of a number of mechanisms and policies in the health sector to serve the prevention and control of the COVID-19 epidemic.
Along with that, advising the Government to issue important decrees and resolutions, such as on a number of mechanisms and policies in preventing and fighting the COVID-19 epidemic; continuing to implement solutions to ensure medicines and medical equipment to remove some obstacles for medical facilities.
