Based on the potential and strengths of the locality, over the past years, Yen Bai province has focused on doing a good job of planning associated with infrastructure investment, expanding facilities and issuing mechanisms and policies to promote industrial economic development. Along with that, Resolution No. 29-NQ/TU dated February 24, 2021 of the Yen Bai Provincial Party Committee on industrial development in Yen Bai province towards sustainability, efficiency and environmental friendliness in the period of 2021-2025 as well as the orientation of Resolution No. 29-NQ/TW dated November 17, 2022 of the Politburo on national industrial development to 2030, with a vision to 2045, has opened up an important policy framework, creating a foundation for the province to reshape the role and direction of the industry in the current new period towards sustainability, efficiency and environmental friendliness.

Along with that, the province actively implemented the work of developing topics and plans for industrial development; developing industrial zones and clusters; developing the power system; planning, exploiting and processing minerals, planning land use, developing agriculture and forestry, developing transportation and construction. Promoting administrative reform, effectively maintaining conferences to meet businesses, business coffee... to grasp the situation, promptly remove difficulties for businesses and investment projects. At the same time, paying attention to planning and building inter-regional, inter-district and inter-commune transport infrastructure projects associated with raw material areas, industrial zones and clusters has created favorable conditions for industrial development.

Identifying training and developing human resources, improving the quality of cadres as both urgent and long-term strategic tasks, the province has also paid attention to vocational training for nearly 100,000 people. The number of workers who have received basic vocational training meets the requirements of enterprises in the province in terms of skill level as well as the occupations that enterprises are recruiting, contributing to improving the quality of human resources in industrial production.

Painting with many bright colors

With the participation of the entire political system, the consensus of the business community and the people has promoted the province's industry to develop rapidly and sustainably. Paying attention to investing in building infrastructure for industrial parks, industrial clusters, and logistics infrastructure, over the past 5 years, the province has combined investment capital sources to build infrastructure for industrial parks and industrial clusters such as Au Lau Industrial Park, Southern Industrial Park, Minh Quan Industrial Park, Yen The Industrial Park, Au Lau... with a total investment capital from the state budget of 438,434 million VND, of which the provincial budget is 414,262 million VND; the district budget is 24,172 million VND.

In the period of 2021 - 2025, the province has attracted 44 projects of good scale, with modern advanced machinery to industrial zones and clusters with a total investment capital of 10,133.6 billion VND. Up to now, the occupancy rate of industrial zones has reached over 80%, the occupancy rate of industrial clusters has reached over 40%.

The agricultural, forestry and fishery processing industry has been gradually restructured, focusing on developing concentrated raw material areas and improving the quality of raw materials. Promoting the planting of large timber forests and forests with FSC certification; intensive farming to increase productivity and quality of tea, cassava, cinnamon, bamboo shoots, etc. to create a stable source of raw materials. In 5 years, the province has attracted 24 projects with a total investment capital of more than VND 1,970,391 million, including many large-scale projects such as: Yen Bai wood processing export project of JUNMA Yen Bai Joint Stock Company with a capacity of 100,000 m3/year; Investment project for SPC flooring factory and wood products of China Qiuanfu Wood Co., Ltd.; Investment project for fuel pellet factory of Hoa Phat Forestry Investment Company Limited; Erex Sakura Yen Bai biomass fuel factory project, etc.

Along with that, the mineral exploitation and processing industry has made a positive shift to investing in deep processing, increasing added value, and saving resources.

The basic construction materials manufacturing industry maintains production, exploits existing products and produces a number of quality products to meet export needs such as: white stone and sawn stone panels, wood plastic panels, floor panels, wall panels, colored tiles, etc. In 5 years, the province has attracted a number of new product manufacturing projects, including a silkworm nursery construction project and a kitchen cabinet manufacturing project.

Creating momentum for green and sustainable industrial development

Despite positive developments, the province's industry still faces many challenges. Industrial zones and clusters are slow to invest in infrastructure, slow to invest in centralized waste treatment, supporting industries are slow to develop, have not attracted large projects as a driving force and center for development orientation; the ability to mobilize social resources to serve industrial development is limited. In addition, investment attraction is still modest, there are no large projects, strategic investors with a turning point, a breakthrough in the industrial sector; enterprises are not proactive and active in investing in innovation, improving production capacity, and expanding the market.

To develop smart and sustainable industry, promote green transformation according to the Government's orientation, the province continues to focus on developing key industries and handicrafts with competitive advantages such as: Processing agricultural and forestry products associated with exploitation and development of raw material areas, focusing on high-tech wood processing; exploitation and deep processing of minerals, production of high-grade construction materials; mechanics, electronics, supporting industries; development of clean energy, renewable energy. At the same time, reasonably develop some industries that employ a lot of local labor such as textiles, footwear.

The province also prioritizes the selection of industrial projects applying high technology, saving resources, energy, being environmentally friendly, and biotechnology. Continue to support the development of rural industry, craft villages associated with processing and consumption of agricultural and forestry products. Promote the development of production according to the value chain, closely linking industry with agriculture and related service sectors such as: Trade, transportation, logistics, import and export... Improve the Provincial Competitiveness Index (PCI), the Economic Management Capacity Index, improve the investment and business environment of departments, branches, and localities (DDCI).

At the same time, promote digital transformation, administrative reform, and strongly improve the investment and business environment. At the same time, prioritize mobilizing and allocating resources for infrastructure construction in industrial zones and clusters in the area; create clean land to attract industrial production investors; improve the quality of investment promotion activities; promote trade, e-commerce, support businesses to expand domestic and export markets. At the same time, develop plans and training plans, develop human resources; accelerate transformation, create new development spaces for investors...
